2 Ethiopia HFA Progress Update Achievements under the current HFA in both national and local level DRR National Level Achievements Revised Disaster Risk Management Policy endorsed shared with all stakeholders; The country s five year Growth and Transformation Plan has integral elements on DRR and Climate Change Adaptation; A comprehensive risk assessment - data for the Wereda Disaster Risk Profile was collected from 300 districts/weredas, profiles developed for 200 weredas and Contingency Plans for 50 - the DRMFSS Information Management System launched.

3 Ethiopia HFA Progress Update National Level Achievements A very sophisticated weather risk management system The Livelihoods, Early Assessment and Protection project (LEAP) collects remote sensed data and data from automated weather stations to provide vital early warning information to support early action; A systematic database (Risk Baselines) exists that has recorded disaster events for the last several decades. This database is currently being integrated into the DesInventar system Fully functioning multi-sector and multi-agency national platform - DRM Technical Working Group - drawing membership from relevant government agencies and development partners supported by Sector Taskforces;

4 National Level Achievements Ethiopia HFA Progress Update More efforts are placed on linking emergency lifesaving interventions to long term development focus on resilience building; a shift to an annual humanitarian requirements document (HRD); A specialized academic department of DRM in a major national university; the Center for Disaster Risk Management (CDRM) is established (capacity building beyond Ethiopia); DRR integrated in the country s school curriculum - into the subjects of grade Efforts for DRR integration in lower grades ( 1 to 4) is also underway. Urban DRM - existing risk analysis tools (such as Wereda Disaster Risk Profile) are being adopted to urban areas for further implementation;

5 National Level Achievements Ethiopia HFA Progress Update The country is aggressively working in the infrastructure development - railway construction, hydroelectric power, communication (mobile network boosting), wereda net connectivity etc. Building codes have been developed for new constructions (condominiums) in the capital city of the country. A Master Plan has also been developed for the capital city to ensure long-term sustainable urban development. Very successful projects on flood risk management, safe drinking water, etc being implmented.

6 Local Level Achievements Ethiopia HFA Progress Update A significant progress in community participation (as witnessed during risk assessments, early warning systems and seasonal assessments); Efforts are underway to better engage local actors (local NGOs and CBOs) in DRM coordination forums ; The disaster risk reduction activities are moved towards decentralized structures in its operations through the delegation of authority and resources to local levels. A connectivity system is currently being implemented through which all the district focal offices will be connected to the federal office. This will enable smooth of flow of information at all vertical and horizontal levels. The productive Safety Net has been re-designed in 2014 to reduce disaster risks and increase communities resilience to shocks.

7 Ethiopia HFA Progress Update Key governance issues leading to successful implementation of the current HFA A strong Government political will and leadership at all levels indicated in the inclusion of DDR and Climate Change Adaptation in the country s five year Growth and Transformation Plan and the endorsement of the DRM policy; A dedicated institutional structure led by the government has been formulated to implement various programmes complying with HFA; Solid Government leadership at all levels;

8 Ethiopia HFA Progress Update Key governance issues leading to successful implementation of the current HFA Tremendous effort placed on infrastructure development - which significantly contributes towards reducing the deep rooted vulnerability of the community ; Strong coordination forums led by the Government at multi-sectoral level and sectoral level. The multi-sectoral forum DRMTWG is the overall coordination forum. The coordination mechanism has been replicated to various regions. National platforms - clear role and responsibilities indicated in a TOR and a clear work plan. Annual review of performance against commonly agreed indicators to identify areas of improvement and draw lessons to feed into annual work plans;
