2 1. JOB DESCRIPTION The job description does not describe a comprehensive list of duties, rather a broader range of accountabilities and performance indicators. The role profile is subject to review and change. 1.1 JOB PURPOSE The Management Accountant will lead the management accounting process, including production of management accounts and preparation of budgets, forecasts and business cases. Through their work, they will enable budget holders to make effective decisions and provide clear reporting to senior managers 1.2 JOB CONTEXT Second Step provides support, care, and psychological services to people with mental health, learning disability and other related support needs, including complex needs. We aim to deliver recovery focussed services to promote wellbeing. The objective for the organisation is to ensure a robust, well-managed, creative, high profile organisation that is well resourced and values and promotes participation from service users, staff and Board members. 1.3 ORGANISATION Immediate Supervisor: Colleagues/Peers: Direct Reports: Finance Director Financial accountant, team managers, Data Analyst None 1.4 JOB ACCOUNTABILITIES Prepare monthly management accounts reports to fairly reflect the financial performance of the enterprise which will include Income and Expenditure Statements, Balance Sheet and Cash flow Statements and Risks and Opportunities.

3 Assist in the co-ordination, planning and production of Key Performance Indicators to help in conjunction with the management accounts reflect business performance and drivers, effectively portray the underlying performance of the organisation and its business streams. Support the appraisal and evaluation of new business opportunities as required. Ensure the relevant policies and procedures are in place and fully implemented and periodically reviewed to reflect best practice, are legally compliant and in line with the Board s objectives. Help streamline systems and processes improving their efficiency and robustness. Develop systems that allow visibility of performance at service manager level for each service with appropriate level of commentary to ensure user understanding Develop and operate a quarterly rolling forecast process Compile and assist in the compiling of financial data to support benchmarking, value for money exercises and Contract Performance Reporting Identification and responsibility for ensuring the administration systems are in place to ensure Accurate recording of income Liaison with the respective Administering Authorities on all financial and administration issues and supporting invoicing processes carried out by Financial Accounting. 1.5 PERFORMANCE MEASURES AND CRITICAL SUCCESS FACTORS Delivery of project work/services to time and standard Accurate, timely and understandable financial reports Simplified reporting systems and processes Budget manager confidence and understanding of numbers and analysis produced Compliance to legislation and regulations

4 Planning and setting of comprehensive phased budgets and forecasts Design and implementation of policies and procedures to legal/best practice requirement Reporting and monitoring requirements for Administrating Authorities are complied with on a continual basis All grants and income to the association are administered correctly. Value for Money reviews and assessments are completed as required Collaboration and contribution to the effectiveness of the team.

5 2.0 PEOPLE PROFILE 2.1 PERSON SPECIFICATION Skills Essential Advanced Excel (ICAEW spreadsheet competency framework Creator level) A proven ability to analyse and interpret financial and non financial data and identify pertinent issues. Excellent written and verbal communication, able to communicate complex financial issues to non-financial colleagues Highly developed interpersonal and team working skills Desirable Professional accounting qualification Database interrogation eg using Microsoft query, SQL or other report writing tools Knowledge Knowledge of at least one financial reporting framework and ability to prepare statutory and management accounts. Knowledge of general accounting systems and reconciliation of manual systems An understanding of Fixed price and long term contract accounting and income recognition rules A proven understanding of supported housing finance. A proven understanding of housing management accounting systems.

6 Experience experience of preparing reports and Management Information for Exec management/board level consumption experience of designing, establishing and improving management information and budgetary systems. experience of improving and simplifying financial systems and processes and identifying risks and controls, particularly around the accuracy of information Proven ability to work successfully and participatively in a team environment Proven ability to communicate successfully with a wide range of people. Experience of working in a Registered Social Landlord or supported Housing organisation. Involvement in establishing, developing and changing ICT systems An understanding of mental health issues and/or services, either as a user, carer or supporter Proven experience of carrying out feasibility studies and risk assessments on new projects.
