1 Francesco MARCHI Director General Phone: Draft Contract for implementing the actions Budget Heading Call for proposals VP/2013/001 CALL FOR TENDERS Tender specification - The expertise is part of a project supported by the European Commission (BUDGET HEADING : Industrial Relations and Social Dialogue): Harmonisation Guidelines for implementation/promotion of Corporate Social Responsibility (CSR) in the European Textile and Clothing Industry. 1. Background The project linked with the present call for tenders is presented by the European social partners of the Textile Clothing Industry: - The European Apparel and Textile Confederation- EURATEX (applicant) - IndustriAll - European Trade Union, replacing from May 16 th 2012 the European Trade Union INDUSTRIALL (co-applicant) In the same way that pollution and global warming are moving up the political and public awareness agenda for a more sustainable Production and Consumption (i.e. environment), there is a growing public sensitivity to the need for more human treatment of company employees in countries of the world. For its part, and within the EU, the industry can point the increasing concerns/initiatives of companies (collective agreements, or individual initiatives) to make life more comfortable within a company ambit (transport, crèches, etc.) 1. At EU level, EURATEX and INDUSRIALL EUROPE can claim a good track record in the social dialogue, in the code of conduct signed back in 1998, and in a number of projects organised jointly (public procurement, economic and social fora, and statements at ILO or other events (Beijing December 2006). More recently, joint projects have been organised to enhance the role of the social partners in the new member-states and in candidate countries, and have also made recommendations where restructuring is concerned. These positive elements can undoubtedly be taken further, not only to avoid the impression that all textile and apparel employers work in the same way, but also to emphasise the merits of companies great and small, again using EU values as a basis for improving the industry s image and achieving the resultant public recognition. The latest terrible events in a Textile factory in Bangladesh in November 2012 were followed by many positive initiatives from some Textile and Clothing retailers and other operators as well as governments to improve health and safety conditions in this particular country as well as a broader discussion at global level on CSR in the Industry, from the production to the distribution. This has also led to the recent resolution adopted by the European Parliament of 23 rd May called for more proactive actions from the Textile and Clothing Industry (not only retailers) to implement and respect CSR provisions and to work together to develop voluntary social labelling standards. 1 As a good example, The INDITEX Group has signed in 2007 an important framework agreement on corporate social responsibility with the international trade union federation in the sector, namely the International Textiles, Garment and Leather Workers Federation 2 P7_TA-PROV(2013)0230- Rsolution of the European Parliament on Labour conditions and health and safety standards following the recent factory fires and building collapse in Bangladesh(2013/2638(RSP)

2 With this in view, EURATEX and INDUTRIALL, which mainly represent small and medium companies producing textile and clothing as well as their employees in Europe and in the Pan-Euro-Mediterranean area, decided to launch an important CSR discussion amongst them and to set-up this project to help SMEs and their employees to better understand, implement and develop CSR in an EU global strategy. 2. Purpose of Contract In the framework outlined above, the main objective of the present project is to develop and validate an innovative, sector specific and widely accepted approach to CSR, endorsed by all the different stakeholders at European and international level, through its concrete application in the realisation of pilot initiatives, used also for the definition of application standards and guidelines. The work therefore strategically contributes to the required evolution in CSR implementation in Business to Business (B to B) relationship between companies and in the communication along the value chain, but also provides a complete analysis of state of the art methodologies and practical guidelines to spread reliable CSR information along the Value Chain. Required information to be produced includes: Mapping exercise of existing CSR requirements to facilitate understanding of current SMEs concerns and difficulties Harmonised CSR requirements, based on the analysis of all activities already in place in EU 27 countries and in relevant other selected markets Guidelines for CSR reporting and B to B implementation of standards, with specific reference to methodologies needed to overcome barriers of SMEs, new Member States and candidate countries. Development of dialogue platforms with selected sets of stakeholders, including clients, Social partners, consumer associations, public authorities. Despite the fact that ISO is a standard not available for certification purposes, it is proposed to be used as a reference for the present work based on the following considerations: ISO is a worldwide federation of national standards bodies, impartial and with the best potential impact for standards recognition and accreditation of certification bodies ISO is the only comprehensive international standards on CSR, widely internationally recognised. 3.1 Tasks to be performed by the contractor PROJECT ACTIVITIES AND EXPECTED INPUT FROM EXTERNAL EXPERT TASKS ACTIVITY 1 - HARMONISED SET OF CSR REQUIREMENTS Task 1.1 Identification and Input to social partners with list of CSR activities identified on the market, characterisation of CSR characterisation of the identified activities. activities already in place Task 1.2 Mapping of all activities and standards identified on ISO requirements Contribution to the logical structure of the mapping exercise of existing standards on ISO 26000, creation of a coherence matrix on the basis of the logical mapping approved by SP. Task 1.3 Selection and involvement of key Contribution in the identification and selection of key stakeholders, other than stakeholders along the national social partners value chain Task 1.4 European TC CSR Contribution in the elaboration of draft standard principles to be approved 2

3 Harmonised Standard by the involved stakeholders definition and approval by involved stakeholders ACTIVITY 2 - CSR STANDARD PILOT IMPLEMENTATION Task 2.1 Selection of Input to social partners in the selection of the best potential pilot cases to be relevant case studies to implemented, contact with the companies be pilot implemented Task 2.2 Application of European TC CSR Standard, data collection and elaboration Task 2.3 Elaboration of CSR claims, validation of obtained data, discussion with selected stakeholders Contribution to the on site activities of data collection and elaboration, in the pilot studies previously selected Contribution to the realisation of CSR claims for the pilots selected, input elaboration for stakeholders involvement and discussion. ACTIVITY 3 - CSR REQUIREMENTS VALIDATION AND PREPARATION OF GUIDELINES Task 3.1 Validation of data, identification of Contribution to the implementation of data validation requirements and control measures for procedures and to the identification of control measures for upstream upstream processes and processes and suppliers suppliers. Task 3.2 Realisation of the guidelines for practical implementation of CSR in Drafting of the guidelines, Feedback management Textile and clothing companies. ACTIVITY 4 - CSR AS A STRATEGIC TOOL FOR THE EUROPEAN TEXTILE AND CLOTHING INDUSTRY Task 4.1 Study and representation of the value chains involving TC production and distribution Task 4.2 Identification and analysis of the most common CSR (Social and Environmental) compliance controls and tools: effectiveness and costs Task 4.3 Risk analysis: explicit and hidden costs of potential CSR non compliance for different actors along the value Value chain representation of the TC supply chains, involving TC production and distribution. Validation with Social partners, graphical representation. Identification of the evaluation criteria for effectiveness and costs, contribution to data collection and validation along the value chain Identification of the methodology to be followed for the risk analysis, identification of estimate procedures for hidden costs evaluation, representation of the findings in a easily comprehensible manner. 3

4 chain Task 4.4 Strategic Report - CSR as a competitive factor for the European TC industry: profit and Drafting of the report, Feedback management loss analysis of CSR compliance for EU industries ACTIVITY 5 FINAL CONFERENCE Task 5.1 Conceptual definition of the final conference: outcomes, stakeholders, objectives Attendance to the Final conference, presentation of the reports Task 5.2 Practical organisation of the final conference 3.2 Guidance and indications on task execution and methodology The applicant and the co-applicant will oversee the project and assist the expert. This expert will function as liaison person and will be guiding the applicant and co-applicant to achieve all the goals of the entire project. 4. Expertise required and criteria of selection The expert would be expected to fulfil these criteria and levels of expertise: - Experience in carrying out survey-based, interview-based research, especially on CSR - Experience of working with both trade union and employer organisations at national and EU levels - Ability and experience to produce reports which are accessible in terms of both format and content - Excellent knowledge and experience on the Textile and Clothing Industry 5. Time scheduling and reporting The Project is expected to start on 01 December 2013, lasting 12 months. Periodical reports should be provided by the contractor concomitantly with the steering committees, meaning at month 4, 8 and 12 of the project. 7. Payment and standard contract The payment will be made upon receipt in different phases: o initial payment of 25%, o second payment of 25% at month 4 o third payment of 25% at month 12 o final payment of 25% on completion of the final report. The contract will be drawn up between EURATEX and the expert. 8. Price The maximum price is EUR. 4

Award criteria The contractor will be awarded to the tendered whose offer represents the best value for money taking into account the above criteria; It should be noted that the contract will not be awarded to a tender who receives less than 70% on the Award Criteria. 10. Content and presentation of the bids 10.1 Content of the bids Tenders will set out their relevant experience and outline how they would obtain information for the study.
