4 Job Description Department: Corporate Services Post Number: CFB150 Job Title: Group Accountant Corporate Services Section: Finance Location: Easthampstead House, Bracknell Grade/Salary Range: BG D JOB PURPOSE Under the direction of the Chief Accountant, assist in the management of a professional Finance and Accountancy service. The post will be responsible for the day to day operations of the accounting function including direct line management responsibility of two Senior Accountancy Assistants. To provide financial advice and information on financial regulations, legislation and best practice on all financial issues to the Director, Chief Officers, managers throughout the Department (and the Chief Executive s Office), Members and external groups. To prepare reports on the financial position of the Department (and the Chief Executive s Office), making recommendations to the Director and Departmental Management Team on action to be taken. Deputise for the Chief Accountant. DESIGNATION OF POST AND POSITION WITHIN DEPARTMENTAL STRUCTURE Reports to the Chief Accountant. Responsible for 2 x Senior Accountancy Assistants MAIN DUTIES AND RESPONSIBILITIES Under the direction of the Chief Accountant, the main duties and responsibilities of the post holder are to: 1. Support the Chief Accountant with the preparation of the Council s annual revenue budget and Statement of Accounts. This includes responsibility for the Collection Fund and the end of year Cash Flow Statement. 2. Provide Finance and Accountancy input to corporate and departmental plans and policies. 3. Assist with the leadership of the Accounting and Budgeting Team. This includes holding appraisals and 1:1s, task and project planning, monitoring, review and control and advising team members on issues arising in their daily workload. 4. Deputise for the Chief Accountant on all appropriate working groups and management meetings. 5. Work with senior managers to ensure the Corporate Services Department (and the Chief Executive s Office) complies with all financial legal requirements, CIPFA guidance and internal Financial Regulations and Contract Standing Orders and draw up extra procedures or guidance relating to specific financial practices for the Department. 6. Plan and carry out financial-based projects in the Corporate Services Department (and the Chief Executive s Office). Key issues included in these projects are considering the implications of changes in the law or CIPFA guidance on the Department s financial affairs, preparing complex costings and financial analyses, making recommendations to improve financial performance and value for money, to the Director, Chief Officers and other senior managers.

5 7. Advise managers throughout the department on financial management issues including acting as the lead financial adviser to Chief Officers. 8. Be the lead for ensuring an effective budget management service in the department, including drafting budgets, budget monitoring, projections and closing for revenue and capital income and expenditure and monitoring the Devolved Staffing Budget. 9. Be the lead for developing and maintaining the recharge of Corporate Services (and the Chief Executive s Office) costs in accordance with CIPFA guidance. 10. Write financial implications for reports within the Corporate Services Department (and the Chief Executive s Office) ensuring they are clear and brought to the attention of Members, Director, Borough Treasurer, and Chief Officers. 11. Prepare government, CIPFA and other grant returns, statistics and surveys and respond to central government initiatives. 12. Such other duties as may from time to time be necessary, compatible with the nature of the post. It is intended to give an overall view of the position and should be taken as guidance only. SCOPE OF JOB (Budgetary/Resource Control, Impact) This post has a key role in providing up to date advice to managers on financial law, Council policy and procedures, good practice and reducing risk in these areas. Responsible for the budgetary control and reporting for a department with a gross revenue budget of 12.4 million, revenue income of 4.9 million and a capital programme of 7.4 million. It, therefore, has a significant effect on the Council s finances. An important part of the role of this post is the contribution to realistic budgets, business plans, and performance indicators. By providing accurate, timely and relevant financial information to enable effective budgetary control of expenditure and income and thus allow evaluation of performance against predictions for the Council. Maintains a high standard of compliance within Corporate Services (and the Chief Executive s Office) of the Council s financial policies and procedures included with the Council s constitution. To advise and interpret these policies for managers within Corporate Services (and the Chief Executive s Office). Evaluate and advise on the financial impact of proposed policies on the Council s resources. Interface with Members in respect of financial information within Corporate Services (and the Chief Executive s Office).

Substantial experience of working in a finance section in a Public Sector Organisation at a senior level. Substantial experience of advising managers on a range of financial issues. Knows what managers expect of a finance team and how to deliver this. Experience of the design, implementation and review of efficient business processes. Substantial experience of using large computerised financial systems. Microsoft Word to intermediate level and Excel to advanced level. Experience of using Agresso. Experience of effective working in cooperation and partnership with a wide range of internal and external bodies. Team Leadership experience. Work-related Personal Requirements No criminal record involving theft or fraud. Communication skills suitable for clear interaction with managers from a range of different disciples. Proven focus on exceeding deadlines and targets. The ability to manage a mixed workload of competing priorities. The ability to motivate and lead a professional team. 7 The Section The Section is one of five reporting to the Borough Treasurer. This means that the post holder will be equipped to work from home with a secure laptop and mobile phone and may be expected to work from home one day a week. The section is located in an open plan office in Bracknell town centre. There is very restricted parking at our town centre offices (Easthampstead House and Time Square). We are occasionally able to acquire additional car parking at other public town centre car parks. If you would like a car parking space we will place you on a waiting list when you start your employment with us. The post will be offered as a permanent appointment subject to two months notice on either side. Offers of appointment are subject to satisfactory references, medical clearance. All employees will also be required to undertake a probationary period of 6 months. Appointment onto the permanent staff will be subject to the successful completion of this probationary period. Salary The salary will be within the local Bracknell Grade D. The grade range is 42,957-47,474; the starting salary offered will depend on your experience. Your salary will go up by one point in the grade each year until you reach the top of the grade. There is also a local weighting of 573 per annum Car Allowance This post carries a Casual Car User Allowance. Business miles are claimed at 45p per mile for the first 8,500 miles and 25p per mile thereafter. Working Hours Although your normal working week will be 37 hours, we understand the importance of a healthy work and lifestyle balance for our staff. Our flexible working scheme will give you some flexibility in your working day. Whether you have an appointment, are waiting for a delivery at home or wanting to go to your son or daughter s sports day there are always occasions that arise that you don t want to miss and just wish you could come into work late/ early. 9 Holidays The annual holiday entitlement is 27 days plus bank holidays. Annual holiday entitlement increases with length of service (5 extra days after 3 years continuous Local Government service). To give you extra flexibility, you have the option of buying, selling or banking annual leave. By arrangement with your manager, you can buy or bank up to 10 days or sell up to 5 days (subject to making sure your leave days do not fall below 20 days per year). Pension Bracknell Forest Council operates the Local Government Pension Scheme, which is a Career Average Re-evaluated Earnings (CARE) scheme, open to everyone up to the age of 75. Contributions depend on salary level, for example, a salary of 21,001 to 34,000pa contributes at 6.5%.
