DEPUTY CITY CLERK AUTHORIZATION TO ESTABLlSH'THE JOB CLASSIFICATION OF WATER CONSERVATION SPECIALIST AND SALARY RANGE BACKGROUND In June 2014, the City of Grover Beach declared a Stage III water shortage. The declaration requires numerous mandatory water restrictions on both residents and businesses in the city. Because of the prohibitions outlined in the Water Shortage Contingency Plan,staff has recommended an additional temporary, part-time position to effectively apply and enforce the requirements of the Stage III water shortage. It is expected the incumbent will work up to thirty (30) hours a week for the duration of the Stage III declaration. DISCUSSION The City has completed an analysis of positions, job titles, and compensation salary packages from other cities in and outside of the County of San Luis Obispo. As a result, staff recommends adding the temporary, part-time Water Conservation Specialist job classification along with a compensation salary. ALTERNATIVES The City Council has the following alternatives: 1. Adopt the Resolution authorizing a temporary, part-time Water Conservation Specialist and compensation salary; or 2. Provide staff with alternate direction. RECOMMENDED AC1"ION It is recommended that the Council: 1. Adopt the Resolution authorizing a temporary, part-time Water Conservation Specialist position; and 2. Adopt the Resolution amending the Classification and Compensation Plan. 2 Staff Report: Job Classification of Water Conservation Specialist and salary range August 18,2014 Page 2 FISCAL IMPACT Annually, the cost for the Water Conservation Specialist is estimated to be $20,000 per year and it will be funded by the Water Enterprise Fund. The actual cost will be dependent upon how long the position needs to be filled. PUBLIC NOTIFICATION The agenda was posted in accordance with the Brown Act. Attachments 1. 3 Attachment 1 RESOLUTION NO. 14-_ A RESOLU"rlON OF THE CITY COUNCIL OF THE CITY OF GROVER BEACH, CALIFORNIA, AUTHORIZING 'THE JOB CLASSIFICA,'ION OF WATER CONSERVATION SPECIALIST POSITION ' WHEREAS, Resolution No was adopted by the City Council on June 6, 2014, establishing the number of authorized positions in the various departments of the City for the FY 15 Budget; ~nd WHEREAS, the City Council declared a Stage III Water Shortage Contingency Plan and staff has identified the need for a Water Conservation Specialist position to be added to the current staffing levels; and WHEREAS, the Water Conservation Specialist will carry out a number of key tasks essential to the implementation of the Stage III Water Shortage Contingency Plan as approved by the City Council; and WHEREAS, the Water Conservation Specialist position will be funded from the Grover Beach Water Fund through the end ~f this fiscal year. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend Resolution No to authorize the additional position of Water Conservation Specialist. 4 FLSA: NON-EXEMPT EXHIBIT A CITY OF GROVER BEACH WATER CONSERVATION SPECIALIST Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore. specifications mav not include oli duties performed by individuals within a class. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily co aiifications of incumbents within the position. DEFINITION: Perfonns a variety of technical duties in support of the City's water shortage contingency plan; monitors and enforces a variety of applicable ordinances, codes, and regulations related to water use, land use, housing, building codes, health and safety, and other matters of public concern; and serves as a resource and provides infonnation on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions. DISTINGUISHING CHARACTERISTICS: Under general supervision, the Water Conservation Specialist focuses on field inspection and communication with citizens, business owners, property owners and the public to ensure compliance with the water shortage contingency plan, municipal code provisions, and ordinances. Incumbents initially work under general supervision and are expected to become increasingly knowledgeable and carry out assignments with increasing independence. SUPERVISION RECEIVEDIEXERCISED: Receives general supervision from the Director of Public Works. Incumbents in this class may provide technical assistance and support to other assigned staff and volunteers. ESSENTIAL FUNCTIONS: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Receive and respond to questions and concerns regarding the water shortage contingency plan. Receive and respond to citizen complaints and reports from other agencies and departments on issues of the water shortage, City municipal codes and ordinances; interview complainant and witnesses; conduct investigations and provide recommendations for resolution. Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for water conservation issues and code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative citations and notices of violation as necessruy. Prepare a variety of written reports, memos, and correspondence related to enforcement activities. Operate computer to enter, process, and acquire data relative to complaints, inspection sites, and effective water conservation issues and code enforcement; research complaints.

5 City of Grover Beach Water Conservation Specialist Page 2 Meets with owners, tenants, and businesses to review and explain water conservation strategies, code requirements, and violations or potential violations; secures code compliance. Responds to request for infonnation or assistance in water conservation and code enforcement related matters; maintains a log and record of inspections and enforcement activities. Drafts and distributes correspondence, memoranda, notices and reports relating to water code enforcement issues and actions; works with staff or agencies as needed. May perfonn other duties as assigned. PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS: The position requires sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; ability to operate a vehicle to travel to various locations; to operate office equipment requiring repetitive hand movement and fme coordination including use of a computer keyboard; and to verbally communicate to exchange infonnation. Additionally, the position requires indoor and outdoor environments; travel from site to site; incumbents may be exposed to noise, dust, and potentially hostile environ:ments. Hearing sufficient to provide telephone and personal service is required. The ability to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. QUALIFICATIONS: Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Minimum Requirements: Education anditraining The Water Conservation Specialist must possess the equivalent of a high school diploma or equivalent. A Bachelor's degree from an accredited college or university with m~or course work in public administration, business administration, criminal justice, or a related field is highly desired, but not required. Experience: One year of work experience involving a high level of customer service. Experience dealing with the public in an enforcement, communication, inspection, or investigation capacity in a public agency setting that includes the enforcement or interpretation of municipal codes is highly desired, but not required. Knowledge about basic water irrigation construction is also desirable, but not required. License/Certificate: Possession of, or ability to obtain, a valid Class C California driver's license prior to appointment.

Knowledge of: Operations, services, and activities of a municipal code compliance program. Pertinent codes, ordinances, laws, and regulations pertaining to water. Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations. City services and organizational structure as they relate to code compliance. Legal actions applicable to code enforcement compliance. Effective public relations practices. Principles and procedures of record keeping. Methods and techniques of business correspondence and technical report preparation. Modern office procedure, methods, and equipment including computers and supporting word processing and spreadsheet applications. Plumbing, irrigation, landscaping, and principals of construction. Ability to: Communicate with the public in a professional and courteous manner. Independently perform a full range of municipal code enforcement and compliance duties. Interpret and apply applicable codes, ordinances, and regulations. Inspect and identify violations of applicable codes and ordinances. Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency. Investigate complaints and mediate resolutions in a timely and tactful manner. Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner. Prepare accurate and detailed documentation of investigation findings. Maintain complex logs, records, and files. Research, compile, and collect data. Make oral presentations and testify in court. Work independently in the absence of supervision. Read County Assessors maps and property profiles. Read and interpret legal documents and descriptions. Understand and follow oral and written instructions. Type and enter data accurately at a speed necessary for successful job performance. Maintain confidentiality and exercise sound judgment. Operate office equipment, including computers and office software programs such as MS Office (Word and Excel), Publisher, Adobe, etc. Revised: July 2014
