1 JOB DESCRIPTION Job Title Reports to Management Responsibility Project Manager Tujenge Pamoja Let s build together Line management: Peacebuilding Portfolio Manager, DRC 3 Project Officers Job location Bukavu, South Kivu, DRC (with frequent travel to the field) Grade and level 3A.2 Contract Duration One year renewable Job Purpose This is a project manager position of the 2-year project Tujenge Pamoja Let s build together, a project that International Alert was awarded by the Stabilisation Support Unit of the MONUSCO in participation with the STAREC (DRC Stabilization program) and the UNDP. It is the second largest program budget for Alert DRC, and the program has 9 local partners for the execution of the program. The project will be covering 5 pillars of the I4S (International Security and Stabilization Support Strategy), which are mainly democratic dialogue, improving security and land governance, promoting social cohesion through economic development and fighting sexual and gender based violence. A talent for working effectively in complex, politically charged, unstable environments, and across different cultures. You will be professionally credible based on your extensive experience and deep knowledge of the issues at stake and able to communicate effectively with a wide range of actors working on conflict management, social cohesion and development programmes. You will be incredibly well organised and detail-orientated but also able to step back and see the bigger picture. You will be responsible for the timely and effective implementation of the project through the establishment of appropriate systems and procedures and the leadership of the project team. You will ensure coordination and synergy across implementing local partners, contributing to maximising the overall impact of project activities. In collaboration with the communication and advocacy specialist, other project staff and with relevant Alert personnel, you will be responsible to develop, monitor and oversee the implementation of a project advocacy and networking strategy. You will also be responsible for monitoring progress and impact and reporting on it. You will be responsible of nurturing a close collaboration and relationship with government authorities and strategic stakeholders. As a senior member of the DRC team, you can be requested to take leadership and representation responsibilities as necessary. Duties and Responsibilities 1. Strategy and Vision Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed. Set direction by prioritizing and organizing actions and resources to achieve objectives.
2 Oversee the development of annual, integrated strategic work-plans for the program. 2. Ensure effective project implementation Oversee program start-up and ongoing program management and administration of teams across various field locations. Lead the development of detailed implementation plans, flowing from annual strategic work-plans, and ensure the delivery of the same. Outline a strategic plan for the implementation of the program including finalizing target areas/projects, methods of operation for effective programming and maximum results. Ensure that program implementation is cohesive and responsive to communities, GoDRC, partners and aligned with International Alert principles, values and strategic plan. Oversee performance of consortium partners and sub-grantees. Conduct frequent field visits to all project sites. Oversee smooth transitioning from program inception phase to implementation phase. Lead the design, planning, organization and execution of project activities Ensure clarity about roles and responsibilities among project stakeholders involving them in planning and informing all stakeholders of implementation plans Liaise and coordinate with relevant local, regional and international stakeholders Ensure quality of implementation and provide managerial support to the effective running of the activities within the deadline of the project and work plan devised. 3. Monitoring, Evaluation, Learning and Reporting Oversee inception phase data design, collection and analysis, including partner organizations, consultants and third parties. Monitor and continuously assess the operating context and the project activities, and recommend changes in approach and strategy accordingly In liaison with the M&E officer, develop and implement a monitoring and evaluation plan, including the design of the final evaluation, and the development of conflict and gendersensitive DME tools Provide narrative progress reports (monthly, quarterly and annual) as requested Facilitate the achievement of program targets and objectives and collaborate with the Country DMEL Manager to design effective M&E systems for the program, and linkages with internal M&E systems. Collaborate with Country DMEL unit to produce written internal/external reports on the program activities capturing impacts/costs related to all activities, as per internal and Donor requirements 4. Establish and operate appropriate systems and procedures for the good management of the project resources Authorise project expenses based on project plans Develop project implementation budgets and share them with relevant stakeholders Plan and forecast grant expenditure, project activities, procurement and staffing to ensure compliance with the project contract and budget and to prevent overspending or under spending Monitor grant income and expenditure against monthly financial data and review it for accuracy and completeness Ensure that grant audits are organised in a timely fashion and that timely and accurate financial reports are submitted to the donor Provide timely and accurate financial data to the DRC and Africa Finance staff for purposes of planning, reporting and audit Ensure, in collaboration with the country program s operations and finance departments, proper financial management, procurement, administration, HR and logistics needs of the program are conducted within International Alert policy and in line with donor s rules and regulations. Monitor adherence to grant agreement, International Alert policies and procedures and relevant external rules and regulations, including those of the Congolese government. 5. Manage the project s relationship with local partners and ensure coordination and representation
3 Maintain frequent contact with - and develop fruitful working relationships with - partners that are integral to the success of the project Involve partners in planning activities Organise networking activities, advocacy and exchanges locally, within the region and internationally Monitor partners work against agreed work-plans; identify any problem areas or support needs Oversee partner assessments (including financial assessments), identify partner training and support needs and organise appropriate responses Ensure partner reports (narrative and financial) are submitted on time and to the required standard Liaise with the donor and represent the program to other ISSSS aligned or funded programs, cooperating sponsors and other stakeholders. Coordinate activities with consortium partners, sub-grantees, local government and other implementers, as well as with other International Alert programs. 6. Lead the advocacy and international networking components of the project In collaboration with the communications and advocacy specialist, other project staff and with relevant Alert personnel, develop, monitor and oversee the implementation of a project advocacy and networking strategy Maintain good relationships with local authorities and work with local opinion leaders as appropriate Oversee the production of project reports and publications in a variety of formats Identify appropriate fora for the dissemination of project information and materials, and organise appropriate dissemination and visibility activities Ensure that all publications emanating from the project comply with Alert s publications protocols and policies 7. Team Management Supervise and manage all project staff in Bukavu and in the field sites to ensure day-today activities are implemented according to schedule, budget and quality. Manage and help with the recruitment, orientation and ongoing training of Tujenge Pamoja staff to ensure they are of the quality and technical capacity necessary to ensure the successful implementation of activities. Monitor and advise on staffing needs throughout the program. Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staffs are effectively using the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. Promote accountability by conducting staff annual performance reviews with direct supervisees and ensuring that supervisory staff do the same. Contribute to country team-building efforts and ensure integration of all team members into relevant decision-making processes 8. Contribute to wider organisational goals within Alert Participate actively in the management processes of the DRC team, including team meetings, sharing of information, context analysis, and strategy development Participate and contribute to other Africa Programme activities and events including regional meetings, and also promote cross-learning and help create linkages between different country programmes and Alert s PAU leads Stay up to date with and participate in wider organisational discussions and processes e.g. strategic thinking, the development and pursuit of thematic programming, representation and communications Perform any other tasks as may be reasonably required Travel requirements Within the DRC, regular travel will be required between the Alert offices in Goma and Bukavu for the purposes of project monitoring and coordination; as well as regular visits to the field locations
4 Occasional international travel can be required to participate in advocacy events and to take part in Alert s annual meetings. University degree in a relevant field: political or social science, international development, management or other relevant field At least 7 years of overseas experience including 5 years in a senior management position Proven expertise of leading large projects (in terms of volume and budget) Experience of managing large and dispersed teams remotely At least 3 years experience of managing large and complex project with a variety of local implementing partners and a combination of different components/objectives Sound experience of leading peacebuilding and governance projects, and more specifically on land and security governance or track record of leading integrated development programmes Previous experience of working in high-risk areas, preferably in the Great Lakes region Strong management and organizational skills, with good understanding of relevant crosscultural issues Excellent working knowledge of French and English including report development, writing and editing Highly organised with excellent planning skills and attention to detail Attitude for team work and good leadership skills, with the ability to motivate and create a spirit of respect and collaboration Experience of partnership development and management Responsiveness, and ability to handle stressful situations and intense work periods DESIRABLE REQUIREMENTS Experience of networking or advocacy on political issues in Africa Experience of working in Eastern DRC Conflict management experience preferred Ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
