5 The Black Country LEP response Set up the Black Country Skills Factory (Jan 2013) (using GIF funding from UKCES) The Black Country Skills Factory: commenced as an employer- led pilot project ( ) aiming to address the current skills shortfall in the High Value Manufacturing sector (HVM) in the Black Country for both large and small employers Key point : - Recruit credible Industry specialist to lead the project

The CEC was incorporated in February It is a community interest company, funded through Dept of Education but independent of government.
