1 People & Culture (HR) Director Location: [Africa] [Rwanda] Town/City: Kigali Category: Human Resources Job Type: Fixed term, Full-time JOB OPPORTUNITY PEOPLE & CULTURE (HR) DIRECTOR World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda. World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of People & Culture Director. The position will be based in Kigali and reporting to the National Director. Purpose of the position: Take full accountability for the professional management and maintenance of the People & Culture Division and to provide leadership and supervisory support to the division. These functions include providing leadership for the review / redesign of systems, policies and procedures and with special emphasis on nurturing and managing key relationships across the organization and ensuring that a fully operational team is in place. The major responsibilities include: STRATEGIC LEADERSHIP & PARTNERING Provide leadership to the P&C team Be the strategic business partner to the National Director and divisional directors. Provide technical input in the National Office strategy development process and ensure that the P&C division's annual performance goals are in alignment with the national strategy's organizational effectiveness goals. Ensure and sustain customer satisfaction from the various client groups assigned to the P&C Business Partners. Keep abreast with strategic People & Culture issues in the region and provide strategic input into the development of Regional Strategic Initiatives Keep abreast and updated with changes in labour laws and legislations and provide technical guidance to all stakeholders on issues and changes in statutory requirements for management decision making Ensure the coordinate of an organizational-wide process of assessing and maintaining high levels of employee engagement including coordinating and monitoring the implementation of staff engagement action plans.

3 Develop and update Human Resource policies and procedures that meet the needs of WVRs ministry. Policies are expected to be in compliance with the appropriate local labour environment, contextualized to local culture and should also meet the employment standards and guidelines established by WVI. Facilitate staff grievance management initiatives through creation of appropriate policies, procedures, structures and staff awareness Lead the development of the P&C risk register (MWRAP) and implementation of all required controls to mitigate identified risks. TALENT MANAGEMENT & RETENTION Lead recruitment initiatives through developing of workforce planning, appropriate recruitment tools and facilitating interviews and staff orientation Ensure that the grants are staff before the commencement of the grant. Provide leadership on staff development strategies through designing the strategies and supporting line managers to implement them. Lead implementation of partnership wide succession planning and talent development initiatives Ensure diversity in WVR's workforce. PERFORMANCE AND REWARD MANAGEMENT

4 Lead and provide oversight for implementation of performance management. Develop tools to help line managers understand and implement performance management. Facilitate training of staff on performance management Lead and provide technical oversight for the development /design of competitive compensation systems through job grading and salary surveys Ensure that the compensation infrastructure is aligned with WVIs Total Rewards Philosophy. Develop national compensation and benefits strategies that attract, motivate, drive performance and recognize top talent, including grants. Provide oversight for the establishment/periodic review of the local salary scale and the ranges for each grade. Provide strategic planning for movement of staff to appropriate positioning of salary ranges. CHANGE MANAGEMENT Provide leadership on change management initiatives to ensure cohesiveness in the National Office during change periods. Provide technical leadership in the embedding of the desired organizational cultures ie. performance and accountability cultures and the TEECAP culture.

5 Provide leadership on development of internal communication systems to enhance staff communication. Create awareness, necessary forums and tools to enhance communication initiatives STAFF CARE & SPIRITUAL NURTURE Facilitate design and implementation of staff well-being initiatives: Health insurance, staff cooperatives Facilitate an intentional process of spiritual nurture amongst the staff of WVR. Ensure that the National Office has at least 4 staff are certified peer supporters at any given time. NETWORKING AND PUBLIC RELATIONS BUILDING Establish strategic networks with key International NGOs and other supporting agencies at the national and international level to keep updated with changes in external environment. Carry out benchmarks with other INGOs to identify best practices Attend Regional and Partnership networks REPORTING Ensure all required regional and partnership reports are submitted on time and with quality.

6 Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Educational requirements: Bachelors degree in HRM or related field required. Masters degree in Organizational Development, Human Resource Management or related field preferred. Experience: At least 7-10 years of organizational development experience is required. A minimum of three years international experience in WVs relief or development programmes with a demonstrated understanding of workings of the World Vision Partnership. Proven experience in operational facilitation with broad-based experience in the human resource field highly desirable. Proven record of successfully leading a team of professionals is required. Other: High proficiency in the English language, verbal and written. Must be a Christian and able to attend daily devotions and weekly Chapel meetings.
