Financial Proposal: lump sum inclusive of all costs, broken down by fees, travel, etc (max. page) Introduction In 05, the Environmental Protection and Management Act (EPMA) was passed by the Parliament of Antigua and Barbuda. The EPMA is a comprehensive legislation that is aligned with the 0+ multilateral environmental agreements to which the country is Party. Part VI of the EPMA covers Environmental Management and Monitoring, and Section 39 provides for Environmental Management Systems (EMS). The legislative approach is that agencies are

2 required to complete an audit of their activities and prepare an Environmental Management System (EMS) plan for the activities of the agency. These plans will include the environmental, social and gender impacts of operations. This EMS plan will be submitted to the Department of the Environment (DOE) for review, feedback and approval. The scope of the EMS plan is determined by international standard ISO 400 and by the relevant environmental targets set by the Government, which include climate change mainstreaming and vulnerability assessments. The DOE has submitted Environmental Management Systems (EMS) ISO 400 as a new work item to the Bureau of Standards following enactment of the EPMA, 05. Compliance with EMS standards will support national policy mandates, including targets set by Antigua and Barbuda s Nationally Determined Contribution (NDC), which outlines climate action targets developed consultatively and agreed by the Cabinet. National EMS also support implementation of the OECS St George s Declaration of Principles for Environmental Sustainability 00. Funding for compliance with the EPMA 05 Although compliance with the Act is a legal mandate, the DOE is piloting a facilitative approach to EMS implementation. This approach will pilot the preparation of the EMS within several Government agencies, and within the private sector. The entity, using their EMS plan, can apply for funding from the Sustainable Island Resource Framework Fund (SIRF Fund) for Government and the private sector, and/or the Marine Ecosystem Protected Areas (MEPA) Trust for NGOs. The DOE has been accredited to the Adaptation Fund and is seeking accreditation to the Green Climate Fund (GCF) to channel financing to achieve national targets in climate change adaptation in the building sector, as identified in Antigua and Barbuda s Nationally Determined Contribution. EMS Pilot The DOE has invited Government agencies to participate in an Environmental Management Systems (EMS) pilot to prepare Environmental Management Plans that include actions on:. Indoor Air Quality monitoring and improvements;. Pollution and greenhouse gas (GHG) reduction; 3. Wastewater treatment and solid waste management, including recycling; 4. Vulnerability assessments for disaster preparedness; 5. Adaptation strategies for projected climate change impacts (sea level rise, temperature, humidity, hurricanes, drought); 6. Biodiversity protection; 7. Social and gender assessments (equal opportunity, anti-discrimination, complaints procedures, etc.), and safeguard policies, and the Facility s track record in adhering to these; 8. Sustainable procurement; Antigua and Barbuda s NDC:

3 9. Establishment of standards, procedures and guidelines for staff/clients/students; 0. Cost-effective data collection and monitoring (data will be added to the DOE s EIMAS data management system);. Training programs for staff and environmental education of staff and clients;. Proposal and report writing using the SIRF Fund procedures; and 3. Financial management including sustainable procurement. Purpose and Objectives The purpose of this consultancy is to facilitate implementation of the pilot Environmental Management Systems (EMS) through the sustainable financing mechanism of the SIRF Fund. The objectives of this consultancy are to develop Environmental Management System (EMS) plans for two facilities in Antigua Mount St. John s Medical Center and the National Parks Authority at Nelson s Dockyard. Facilities Longitude Latitude SIRMZP Designated Zone Mount Saint John s Medical Center Institutional Nelson s Dockyard National Park Environmental Resource Scope of Work The Consultant will be required to: (a) Review Antigua and Barbuda s legislative and administrative framework (national environmental and social policies, legislation, and related), past studies and reports relevant to the development and implementation of an environmental management system for Mount Saint John s Medical Center and Nelson s Dockyard National Park operations. (b) Conduct an EMS audit for Mount Saint John s Medical Center and Nelson s Dockyard National Park operations, to identify significant environmental aspects and establish existing baseline conditions for each location. (c) Develop key performance indicators for significant environmental aspects and a monitoring plan for EMS to ensure compliance. (d) Establish systems for key performance indicators and monitoring data to be provided to the DOE s Environmental Information Management Advisory System (EIMAS) on an ongoing basis. (e) Develop cost estimates and identify and recommend resources to implement EMS. (f) Prepare a Draft Environmental Management System Operations Manual and implementation guidelines/plan for DOE and relevant authorities approval. 3

4 (g) Develop training materials and deliver a training workshop to technical staff selected by DOE on implementing EMS. (h) Prepared environmental permits and compliance reports for the relevant authorities. (i) Work closely with local governmental and non-governmental counterparts to build capacity in EMS, and consult relevant experts throughout the EMS process Deliverables Deliverable # Deliverable # Deliverable #3 Deliverable #4 Methodology and Work Plan Report Environmental Management System (EMS) Plans, including cost estimates for implementation for two facilitates: ) the Mount St. John s Medical Center and ) the National Parks Authority at Nelson s Dockyard Training and certification of at least 3 national experts in EMS (names to be provided by the DOE) Final Consultancy Report Implementation Arrangements The successful consultant will be contracted by the Department of Environment, and will report to the National Climate Finance Adviser at the DOE, Mr. Kirk Brown. The consultant will seek feedback from the inter-agency Technical Advisory Committee (TAC), which provides input into the DOE s projects, and meets monthly. Qualifications ü Advanced university degree in environmental engineering, natural resources management, or related field ü Certification in ISO 400 or Environment Management System Auditor Course is strongly recommended ü At least five (5) years of relevant experience in implementing EMS ü Working knowledge of the relevant multilateral environmental agreements ü Experience with the World Bank International Finance Corporation s Performance Standards or other similar international standards is strongly recommended ü Prior experience in the Caribbean or small island developing states is a plus ü Expertise in climate change adaptation knowledge and solutions would be beneficial ü Team player with a proved track record ü Excellent written and verbal communication skills in English 4
