3 Welcome Letter from Our Chair Thank you for your interest in the position of Chief Executive Officer at the World Association of Girl Guides and Girl Scouts (WAGGGS). WAGGGS is the world s only Movement for every girl and any girl because we believe that each of them deserves to be the best they can be. WAGGGS represents ten million girls through its 150 Member Organisations. This role operates within the context of a volunteer-led global charitable organisation with Member Organisations. It provides the inspiration, knowledge and direction to continually protect and enhance WAGGGS rich legacy and expand its collective reach and impact. WAGGGS is on a journey of building on our proud heritage to become a more dynamic and relevant global organisation in today s world. We are now at a crucial point in our Vision 2020 journey if we are to bring Girl Guiding and Girl Scouting to 12 million girls and young women in 154 countries. We have an ambitious strategic plan, building on our foundations and to provide more opportunities for more girls and Member Organisations to develop their own plans in ways that are best suited to their own environment and stage of growth. We are looking for an inspiring individual who is an effective leader and a powerful communicator. Someone who has the credibility to raise the profile of the organisation within the broader public arena nationally, regionally and globally through their highly effective influencing skills, vision and ability and to lead WAGGGS in the next period of its growth and development. This must be complemented by a successful track record in strategic and operational leadership in a changing and complex environment, ideally in an international context and a belief in the power of non-formal education to improve the lives of individuals, and the world around them. You will have the support of a strong board and a dedicated staff team, so stakeholder management in a complex organisation, strategic vision and proven business acumen is central to this role. Even more importantly, we need someone with a wholehearted commitment to the achievement of WAGGGS s goals and a willingness to lead and develop our value proposition and commitments to our members. 4 About Us The World Association of Girl Guides and Girl Scouts (WAGGGS) is the largest voluntary Movement dedicated to girls and young women in the world. We are an organisation for every girl and any girl believing that every girl deserves to be the best they can be. As the umbrella organisation for the global Girl Guide and Girl Scout Movement, we work with 10 million girls and young women in 150 countries. For more than 100 years Girl Guiding and Girl Scouting has transformed the lives of girls and young women worldwide, supporting and empowering them to achieve their fullest potential and become responsible citizens of the world. Our international work is fast gaining recognition for the impact that we are making to girls lives. While our 150 Member Organisations independently run their own Girl Guide and Girl Scouts associations, as members of WAGGGS they have access to our innovative non-formal education programmes, leadership development, advocacy work and community action. These empower girls and young women to develop the skills and confidence needed to make positive changes in their lives, in their communities and countries. Through our global programmes, girls from all over the world come together to learn new skills, share their international experiences and form lifelong friendships. All our activities and programmes fall within four broad areas of social change: Learn Lead Speak Out Volunteer We deliver these programmes in five WAGGGS Regions: Africa, Arab, Asia Pacific, Europe and Western Hemisphere. We also hold advocacy and leadership events at our five World Centres: Our Chalet in Switzerland, Sangam in India, Pax Lodge in the UK, Our Cabaña in Mexico and Kusafiri, in Africa. Our strategy sets out an ambitious plan for further growth, and to increase our profile and influence as the world s largest movement for girls - we are looking for a driven and motivated individual who can help us do this. 7 The Future For over 100 years WAGGGS has successfully developed girls as leaders, made a difference in local communities and influenced key decision makers. Drawing on their strengths and expertise, in WAGGGS started a journey towards achieving a new Vision of a world where all girls and young women are valued and can take action to change the world. This far-reaching vision has pushed the organisation to think differently, and to leverage its capabilities, and the impact of its work, more ambitiously than ever before. Our new strategic plan and ensuring its impact on the next generation of girls and young women around the world has three strategic themes: Critical to achieving the vision is a focus on growth; building the movement so that more girls in more countries have a quality Girl Guiding/Girl Scouting experience. Delivering tailored and sustainable support to Member Organisations in response to their specific identified needs is crucial. WAGGGS is transforming the way it operates; amplifying its role as a global hub and connecting together Member Organisations with similar interests, ambitions and challenges, co-ordinating best practice and resources and linking member organisations to external partners and funders. Increasing visibility and impact is central to the WAGGGS ambitions to change the world for all girls and not just its members. Through structured and innovative leadership, educational programmes and campaigns, WAGGGS is uniquely placed to create an environment in which girls can grow in confidence, fulfil their potential and act for change. WAGGGS empowers girls speak out for and act on behalf of other girls. 8 The WAGGGS Global Team The term WAGGGS Global Team describes the central organisation and has three key features: World Conference: The key decision-making body for the Association which meets triennially. All Member Organizations are invited to send two delegates to the conference who vote On policies and standards for the following three years. World Board: The board is made up of 17 active Girl Guiding and Girl Scouting members from around the world who are democratically elected by all Member Organizations at the World Conference. Each region elects a Chair at their Regional Conference every three years and the five Regional Chairs also sit on the World Board. World Bureau: The secretariat of WAGGGS, located in London, UK. Development and support to National Organisations in the preparations to join WAGGGS and development and growth of existing Member Organisations Planning and coordination of World Conferences, World Board and Committee meetings and implements decisions taken at World Conferences Development and coordination of our Global Programmes including the WAGGGS Leadership Offer. 9 Job Description Title: Chief Executive Responsible to: Chair of the Board Location: London With International Travel Responsible for People: Leadership Team Budget: 6.5m Whole Organisation Key Working Relationships: World Board including the Audit & Risk, Finance, Governance, Nominations, Volunteer Resources Committees, Leadership Team Members, Staff and Volunteers. Job purpose: In conjunction with the Board of Trustees, provide vision and leadership to the organisation and develop, lead and implement the mission and long-term strategy of WAGGGS. Ensure the strategic allocation of resources and positioning of the organisation to deliver more opportunities for more girls, greater global influence and support a strong and vibrant Movement. Responsible for the leadership, management and administration of the charity within the strategic, policy and accountability frameworks defined by the Board of Trustees. Support the Board of Trustees to fulfil its governance duties and responsibilities. Ensure that the WAGGGS Global Team is high performing, agile, and focused on delivering the tools, connections and global voice the Member Organisations need to thrive. Provide professional expertise and support across a range of modern business functions to drive the efficient and effective operation of the organisation. Develop the external profile of WAGGGS as relevant, powerful, progressive and a partner-of-choice, mobilize resources and secure funding in order to promote the mission and vision of WAGGGS. Key Responsibilities: 1. Provide vision and leadership to the organisation in order to deliver growth, enhance global influence, raise public profile and support a thriving Movement. 2. Recruit, motivate and retain the talent and skills needed to realise the full potential of the Movement. Proactively lead and continually strengthen the Leadership team, staff and volunteers. 3. Serve as a highly respected and credible champion and advocate on behalf of WAGGGS, maximizing growth, impact and reputation amongst key audiences, and pursuing strategic alliances in line with corporate and business plan objectives. 10 4. Provide leadership on the organisational modernization agenda, ensuring systems, procedures are fit for purpose, embracing change and new ways of working. 5. Work cohesively and collaboratively with the Board of Trustees and Leadership Team colleagues to: Set an aspirational tone and pace for the organisation, actively encouraging and establishing mechanisms and systems that support innovation and transformation for the benefit of our Member Organisations Develop and foster a positive organisational culture, demonstrated through our core values and behaviours (Member Driven, Brave, Inclusive, Empowering, Transparent, Professional) Provide clear, consistent, highly visible and authentic leadership across WAGGGS and sustain a one team ethos Foster effective, transparent communications at all levels that reflects and empowers the extraordinary diversity of WAGGGS staff, volunteers and Member Organisations Embrace the organisation s commitment to volunteer leadership development and model inter-cultural, inter-generational expertise, maximizing the contribution of both governance and operational volunteers. Finance and Planning 6. Develop and deliver overarching strategic and operational plans and budget, to deliver the vision and mission. 7. Safeguard the overall financial health of the charity including formulating and managing budgets and resources for the charity as a whole, and developing, overseeing and monitoring an effective programme of income generation. 8. Guide and oversee the annual and triennial corporate planning process to produce coherent plans that reflect intelligence from research and monitoring; ensure clear links between business planning, budget and workforce planning. 9. In partnership with the Chair, ensure that the Trustees set clear, compelling and achievable strategic objectives and strategic priorities. 10. Ensure the effectiveness of corporate reporting, performance management and evaluation systems, driving and supporting a culture of high performance focused on delivering excellent results. 11. Oversee risk management across WAGGGS and ensure that appropriate plans are in place to mitigate identified risks. External and Internal Relations Page 10 of 16
11 12. Make effective, well-coordinated and timely communication a distinctive competence at all levels throughout the organisation, in particular with Member Organisations, elected volunteer leaders and staff 13. Ensure that the organisation excels in maintaining positive and productive relationships with media, funders, donors, and other organisations. Legal and Regulatory Compliance 14. Ensure that the charity fulfils all its legal, statutory and regulatory responsibilities in accordance with the Charity Commission regulations and current legislation. 15. In conjunction with the Chair, enable the Board of Trustees to fulfil its duties and responsibilities for the proper governance of the charity and ensure that the Board receives timely advice and appropriate information on all relevant matters. Ensuring High-Quality Governance 16. Build positive and productive relationships with World Board Members and facilitate the effective operation of the World Board. 17. Ensure that the Board receives the necessary advice, objective guidance and timely information on all matters relating to current performance, the short and long- term future of the charity, regulatory and legal compliance and other appropriate issues. 18. In partnership with the Chair, ensure that the Board s delegated authority is recorded in writing, understood fully by staff and volunteers, and that all agreed reporting procedures are followed. 19. Work with the Chair to ensure that all members of the Board receive appropriate induction, training and development (both as individual and collectively) to optimise the utilisation and productivity of each Board member. 20. Recommend high-level policies for development in consultation with the Board, and be responsible for the efficient and reliable fulfilment of these policies. 21. As outlined in a Personal Development plan agreed with the Chair, pursue and document relevant training and attendance at meetings, conferences and events to enhance performance and stay updated in all matters relevant to the role. 16 Terms and Conditions Location: Salary: Pension: Probation: Notice Period: Holidays: Hours: Based at the World Bureau in London circa 90,000 per annum We operate a group personal pension scheme. We will contribute a maximum of 5% of basic salary into the scheme. There will be a three-month probationary period where the appointment will be reviewed by a panel of board members. 3 months on either side upon successful completion of the probationary period. 25 days per annum plus public holidays The hours of work for this post are 35 per week (excluding lunch breaks). Fixed hours are not appropriate to this position and the actual hours worked will be determined by the duties and responsibilities of the post and will include some evening work. You are not eligible for overtime pay, but you may take time off in lieu of extra-long hours worked.
