1 TERMS OF REFERENCE For INTERNATIONAL LEADERSHIP DEVELOPMENT PROGRAMME (ILDP)

2 1. BACKGROUND TO W&RSETA The Wholesale and Retail Sector Education and Training Authority (W&RSETA) was established as a legal entity on 20 March 2000 in terms of the Skills Development Act no. 97 of The W&RSETA aims to provide for the skills development needs of the Wholesale and Retail sector through the implementation of learning programmes, disbursement of grants and monitoring of education and training. 2. BACKGROUND TO PROJECT The mission of the W&RSETA is to develop a skilled and capable workforce in the wholesale and retail sector, thereby contributing to the sustainable socio-economic development and growth of the country. It is with this background that the International Leadership Development Programme (ILDP) has been designed to develop the future leaders of the Wholesale and Retail sector in South Africa. Thus, being one of the flagship programmmes that the W&RSETA has implemented, the ILDP has successfully contributed to preparing senior management from various Wholesale and Retail companies for executive roles with the aim of contributing to the transformation of the profile of executives in the sector. The W&RSETA envisages accelerating the development of senior managers, drawn from historically disadvantaged groups; the programme is open to high potential senior managers in the Wholesale and Retail sector, who have been earmarked for executive management positions within their organisations. 3. PROJECT AIM To explore cutting edge technology, best practice and global trends in leadership and innovation, from leading global economies in the Wholesale and Retail Sector. To cultivate personal and professional development, but must also create opportunities for participants to function more effectively in a team. The programme will promote the development of a network of empowered executives that can leverage each other s experiences to the betterment of their own organisations strategic and operational sustainability. - To allow participants to apply their learning to identified sector challenges in the South African Wholesale and Retail Sector in support of the W&RSETA s goal to foster economic development and job creation. 2

3 The selected participants will embark on the intensive Programme which is delivered by local and international business schools. The programme is designed to expose the participants to global trends and best practice in innovation and leadership. Action learning is a vital and integral to the ILDP as it stimulates strategic thinking and debates on key industry topics. The programme will also expose and allow participants to visit and interact with some of the most successful local and international companies, institutions and/or organisations. 4. TENDER OBJECTIVE The objective of this tender is to appoint a Higher Education and Training Institution (HETI) to deliver the ILDP on behalf of the W&RSETA. The delivery of the programme will entail the following: Customisation and accreditation of an International Leadership Development Programme at NQF Level 7 which addresses the need of the Wholesale and Retail Sector; Coordinate o logistics associated with programme delivery locally, abroad and; o the selection of the participants. Overall programme management locally and abroad 5. EXPECTED COMPETENCIES AND ABILITIES The appointed service provider must have the necessary competent skills and proven track record in the following areas: ability to customise the programme capacity to deliver the programme locally capacity to manage and coordinate the delivery of the international module which will be offered by institutions and organisations appointed by the W&RSETA facilitation of in-market immersions within the wholesale and retail sector, programme management expertise 3

4 6. SCOPE OF PROJECT The delivery of the programme is scheduled for a period of 12 months, 7 months programme delivery and 5 months administration and certification. The scope of the project includes: Recruitment and selection process which is conducted by SETA-appointed provider; Participation during the interview process and final selection of the 40 participants; Customise and accreditation of the International Leadership Development Programme at NQF Level 7 to the wholesale and retail sector. Taking into consideration the following modules as part of the programme: o Module 1: Business Intelligence and the Macro Landscape o Module 2: Strategic Leadership o Module 3: Personal Mastery Marketing o Module 4: Strategic Planning and Execution o Module 5: Creative and Innovative Thinking o Module 6: Critical Thinking and Problem Solving o Module 7: Marketing Principles o Module 8: In-market Immersion & Strategic Marketing o Module 9: Finance Simulation o Module 10 Supply Chain Overseas Module The programme duration is 7 months of which 21 days are allocated to the module delivered abroad which included certification and graduation. Development of appropriate block releases within 7 months delivery period Facilitation of the programme which includes, but not limited to: o Delivery of training o International study block o Action learning and coaching o Ongoing assessments throughout the programme o Certification o Graduation ceremony Provide facilities conducive for the effective and efficient delivery of the programme Facilitate in-market immersions locally and internationally Facilitate and co-ordinate the international module / study block. The participants will be split into two groups for the international module as follows: o Group 1 North America (Canada and USA) o Group 2 China and India With both groups converging in Ghana for a market immersion Regular briefing and continuous consultation with all service providers to ensure consistent alignment to programme objectives Management and payment of sub-contractors 4

EXPECTED OUTCOMES A customized and accredited International Leadership Development Programme as defined in the scope of work Programme delivery strategy (as well as an implementation plan) Programme monthly progress report Selection of participants onto the programme Facilitation of the programme Monitoring and Evaluation reports Certification and Graduation Close out reports 8. PROJECT MILESTONES Milestone Recruitment and selection Deliverables Coordinate and manage the recruitment and selection process together with the screening agent Participate in the interview process and final selection of 40 participants Notify successful/ unsuccessful candidates Programme Delivery (local and abroad) and Management Certification / Graduation and Close Out Ensure delivery in-line with the agreed implementation plan Coordination of all learning activities Oversight and Coaching of action learning process throughout the duration of the programme Continuous participant support throughout the programme Study block evaluation reports provided to SETA after each study block Management of on-going communication with all parties involved to ensure achievement of programme objective Provision of monthly programme progress reports as well as when required Effective co-ordination and management of assigned contracts Ensure that logistics and administrative arrangements are in place with travel service providers through the W&RSETA Travel Agent for participants only Attendance of all meetings as and when required Facilitation of invoicing and payment Full coordination of certification / graduation Evaluation of the programme Final close out report presented to W&RSETA 5

6 9. DURATION The appointed provider will be expected to enter into a 2-year contract to deliver the ILDP in 2014 and 2015, respectively, in line with the SETA s license period. 10. PRICING A detailed cost breakdown structure must be submitted taking into account all aspects of the terms of reference including the administrative fee for project management, payment to subcontractors and all other project related costs. Travel and accommodation costs including management for participants locally and abroad will be the responsibility of the W&RSETA. All pricing must be shown inclusive of any applicable VAT. 11. QUALITY ASSURANCE Quality Assurance of the assignment provided in a form of regular reports to the W&RSETA Adhering to scheduled timeframes Accessibility to suitable venues for learning and assessments Reliable partners to facilitate, co-ordinate and implement the local and international modules 12. MONITORING PROGRESS OF ASSIGNMENTS The W&RSETA Project Manager shall monitor and evaluate the progress during of the project. 13. INDEPENDENCE AND OBJECTIVITY OF STAFF In carrying out the work, the service provider must ensure that its staff maintains their objectivity by remaining independent of the activities they execute. 6

PROJECT MANAGEMENT Process Description Time Management Cost Management Quality Management Change Management Risk Management Issue Register Acceptance Management Report Management The project timelines will be monitored regularly The monthly report in an agreed format will record expenses on this project, for project disbursement portion Quality assurance will be maintained through regular meetings via the W&RSETA steering committee Any changes within the project must be recorded using a prescribed Change Request Form and such approval would need to be authorised by the W&RSETA Board No changes will be effected / implemented / actioned without the relevant prior approval The details of each risk will be summarized in a Risk register to enable the steering committee to monitor and control the status of the risks throughout the project An issue is an adverse event that has occurred and has the potential of jeopardizing the success of the project. All issues will be documented using prescribed Issue Forms The details of each issue will be summarized in an Issue Register to enable the steering committee to monitor and control the status of the Issues throughout the project. The W&RSETA steering committee will certify performance in terms of the contract The W&RSETA steering committee will meet once every month throughout the duration of the project to discuss: o Progress to date o Current risks and issues o Any changes required to ensure project success o W&RSETA will be supplied with regular progress reports in the agreed format o Monthly progress reports will be submitted by the 1 st of each month or as and when the need arise 7

8 NB. The shortlisted Service Providers may be invited to present their proposals to the W&RSETA. The W&RSETA reserves the right to award this tender to the successful bidder The W&RSETA reserves the right to negotiate with the successful service provider on various aspects of the proposed submission 8
