2 Overview of the European Structural and Investment Funds The Structural and Cohesion Funds are the European Union s mechanism for supporting social and economic restructuring across the European Union ERDF European Regional Development Fund Managed in England by the Department for Communities and Local Government ESF European Social Fund Managed in England by the Department for Work and Pensions EAFRD European Agricultural Fund for Rural Development, Managed in England by the Department for Environment Food and Rural Affairs
3 Overview of the European Structural and Investment Funds The Coventry and Warwickshire area has a notional allocation of funding to deliver against ERDF, ESF and EAFRD investment priorities ERDF European Regional Development Fund 58m Allocation ESF European Social Fund 58m +Youth Employment Initiative 4.1m (Coventry Only) EAFRD European Agricultural Fund for Rural Development, 2.7m ocalls for Proposals will include national context and local level context and priorities odelivery and Outputs only within the specific LEP area
4 Overview of the European Structural and Investment Funds ERDF, ESF and EAFRD are national programmes for England. Ultimate decision making and contract management rests with the relevant national managing authority. A LEP Area (Coventry & Warwickshire) ESIF Committee has been established to provide strategic input and recommendations on priorities. 16 Priority Axis 1: Investment Priority 8.1. Access to Employment for Job Seekers and Inactive People Specific Objective: More unemployed or inactive people enter jobs including self-employment) or engage in job searching, especially those who are at a disadvantage or who need to improve their skills. Results: More participants will be in employment (including self-employment) on leaving. Example Activities: Tackling barriers to work, including support to progress in work Support for self-employment including social enterprise as a route out of worklessness Tailored and innovative services, including coaching and mentoring Provision of specialist support e.g. counselling, mental health intervention etc. Central co-ordination of available incentives and brokerage of fast, effective solutions to employment & skills needs.
17 Priority Axis 1: Investment Priority 8.2 and 8.3 Sustainable Integration of Young People (YEI and Non-YEI) Specific Objective: More young people are in education, employment or training, and fewer young people are NEET or at risk of being NEET Results: Young participants aged 15 to 24 who were NEET on starting provision, and in employment (including self-employment), education or training upon leaving Example Activities: Expanding and improving the quality of careers advice for young people Increasing young people s exposure to industry including via traineeships/ apprenticeships Tailored intervention, including coaching and mentoring or support with transport costs Training for the unemployed, including marginalised groups, to help bring them to and support them in learning. Training in a vocational context for those with low level skills in Maths and English, to support them in finding work or progressing in work; and to enable them to achieve vocational qualifications and continue to upskill.

20 Priority Axis 1: Investment Priority 9i Active Inclusion Specific Objective: To address the root causes of poverty which create barriers to work so more people move closer or into employment. Results: Participants either entering employment, or being engaged in job search, or being engaged in education or training, or gaining a qualification upon leaving. Example Activities: Specific support to improve money management skills and capacity building support for credit unions and other third sector lenders to develop products and services to facilitate money management Tackling barriers to work in troubled families Tackling barriers to work in a holistic and integrated way: including the engagement and provision of integrated and holistic support for financial inclusion, employment and basic skills

22 Skills and Lifelong Learning Overview Targeted on activities including skills to tackle unemployment, skills to support and drive growth and getting a better fit between education and employment Delivered through two investment priorities; labour market relevance and access to lifelong learning Recommended opt-in to the Skills Funding Agency of 9.57m Funding for Skills and Lifelong Learning Skills to Tackle Unemployment (ALL) Labour Market Relevance (10iv) (LMR) Skills for Growth (ALL) Access to Lifelong Learning (10ii) (ALL) Labour Market Relevance (LMR) m ESF
23 Priority Axis 2: Investment Priority 10i Enhancing Equal Access to Lifelong Learning (1) Specific Objective: More people gain the skills they need to achieve their goals and support local growth. Results: Participants gain a qualification or a unit of a qualification upon leaving, or successfully complete their course, or progress into or within education or training. Example Activities: Additional and innovative approaches to training for the unemployed, including marginalised groups, to help bring them to and support them in learning. Support for intermediate and high level vocational provision for the unemployed and for career progression Skills and training packages in response to redundancies. Supporting low skilled people in low paid work to help them progress Support for activities to start and grow a business
24 Priority Axis 2: Investment Priority 10i Enhancing Equal Access to Lifelong Learning (2) Example Activities: Support for upskilling and retraining for industries identified in investment strategies including training costs (including higher level skills) Support for staff training and development, independent of their level of education (including higher level skills) Support for structural change in the local economy to meet skills gaps at all levels, including for Small and Medium Sized Enterprises and the social economy (including higher level skills)
25 Priority Axis 2: Investment Priority 10ii Enhancing Equal Access to Lifelong Learning (1) Specific Objective: Skills provision is more responsive to the needs of the local economy and more individuals progress into or within skills provision, through increased employer engagement and participation in the planning, design and delivery of vocational education provision Results: improve provision so that more individuals progress into or within provision that is relevant to the labour market and addresses employers skills needs Example Activities: Enhancing access to lifelong learning, upgrading the skills and competences of the workforce and increasing the labour market relevance of education and training systems Work to promote interaction between business and Higher Education and Further Education providers to meet local business needs. Developing better links between business and schools, Further and Higher Education providers and other education partners to equip students with the skills to start and grow a business.
