3 OVERVIEW WHO WE ARE: STATUS, STRUCTURES, STAFF, ORGANISATION STATUS The National Institute for Agricultural Research (INRA) was founded in 1946 and in 1984 it became a national public scientific and technological establishment (Etablissement public à caractère scientifique et technologique - EPST) under the joint authority of the Ministries of Research and Agriculture. Its missions are: to serve the public interest, while maintaining consistency between its research goals and the demands of society; to acquire and disseminate information on scientific knowledge and innovation, particularly in the fields of agriculture, food and nutrition and the environment; to contribute to decision-making and training, to promote the transfer of scientific knowledge and participate in the science-society debate. INRA research undertakes to improve and exploit knowledge of the living world, applied to agriculture, food and nutrition and the rural environment. STRUCTURES INRA is administered by a Board of Directors chaired by the President of the Institute. The President is also Director General. She is assisted by the Institute s Scientific Advisory Board. Research is conducted in research units which are part of one or several of 14 Research Divisions. Organisation and means: 14 research divisions in the field of agriculture, food and nutrition and the environment, 19 regional centres with 174 sites throughout France (France and overseas France), 213 research units (including 112 associated with other organisations), 49 experimental units, 112 research support and service units, a budget of 822 million for STAFF Today, over 10,000 people work for INRA: scientists and engineers technicians and administrative staff Nearly 2,000 PhD students at INRA in 2010 and a large number of Masters and postdoctoral students, including 46 foreign Masters students and 102 foreign postdoctoral students financed by INRA, as well as 48 postdoctoral students financed by the Ministry of Research. 2

5 INRA JUNIOR RESEARCH SCIENTIST (CR2): ACTIVITIES, APPOINTMENT, SALARY, CAREER JRS (CR2) are generally recruited from among researchers who have recently defended their doctoral dissertations. Candidates are recruited on the basis of their scientific competence and to reply to a research topic. Candidates must have published articles developing the results of their dissertation. ACTIVITIES In conformity with the requirements for research staff, scientists must contribute not only to the acquisition of new knowledge in their spheres of competence but also help transfer the results of their research to society at large: economic and social applications, dissemination of scientific and technical information, training in and through research, and developing scientific exchange with other countries. JRS (CR2) must above all make progress on the research topic which has been given to them and systematically publish acquired results. The activities carried out by Junior Research Scientists (CR2) are assessed every two years by Specialised Scientific Commissions (Commissions Scientifiques Spécialisées-SSCs) (see list page 8). APPOINTMENT The President of the Institute, following the selection board s final list, appoints each successful candidate as a probationary civil servant for a year. At the end of this probationary period, the competent SSC assesses his/her work and recommends tenure or not. If tenure is not recommended and subject to the opinion of the relevant SSC and Joint Administrative Committee, this probationary period may be extended to another year or the appointment terminated. Junior Research Scientists (CR2) are required to devote all their working time to performing the above-mentioned duties. Scientists making a fully justified request may be granted special permission to undertake other paid or unpaid activities that complement their research work, such as teaching. SALARY Gross monthly salary ( ) at 01/01/11 Junior Research Scientists (CR2) Step Index of points Salary In addition to salary, JR2s (CR2) receive an annual research bonus of 987 and an annual teaching allowance of 42,72, paid on a monthly basis. The index of points attributed to a candidate when recruited is determined by his/her degrees and past career. In all cases, past career is taken into account when calculating seniority. 4

6 CAREER With seniority, each Junior Research Scientist (CR2) advances as shown below: Step Index of points (01/01/2011) Seniority required for access to next step years year and 4 months year year year After a minimum of 4 years on the job, Junior Research Scientists (CR2) may be promoted to the rank of Experienced Research Scientist (Chargé de Recherche de 1 ère classe) by selection, on the recommendation of the relevant SSC. Junior Research Scientists (CR2) can apply for the open competition for recruitment as an Experienced Research Scientist (CR1) if they have completed four years in a research job. After a minimum of 3 years on the job, Experienced Research Scientists (CR1) may apply for Research Director (Directeur de Recherche de 2 ème classe) open competitions, in French public scientific and technological establishments. Becoming a Research Director (DR2) represents a significant professional change. Therefore, a new research project must be presented and defended. Exceptionally, Research Scientists who do not meet this seniority requirement but have made an outstanding contribution to research may apply for Research Director open competitions, if so authorised by the Scientific Advisory Board. A one-year seniority bonus is granted to Research Scientists who have been on secondment during a minimum of two years: - in a research or higher education establishment abroad, - in a national or local Government body or a public or private company. 5

8 APPLICATION REQUIREMENTS AGE There is no age limit. However, any person over the legal maximum age for retirement in France (65) may not be recruited. NATIONALITY You may apply whatever your nationality. Candidates who do not come from a member state of the European Union will have additional administrative procedures which may delay the job s starting date. DEGREES To be able to apply for a Junior Research Scientist position (CR2), candidates must: Hold one of the following degrees (article 17 of Decree n of 30 December 1983, modified): Doctorat d'université as defined by the Decree of July 5th, 1984 Doctorat d'etat or Doctorat de 3 ème cycle Doctorat from one of the French Écoles d'ingénieurs D.E.R.S.O. (diploma in odontology studies and research) D.E.R.B.H. (diploma in human biology studies and research) university degree from a foreign university, on condition that is judged equivalent to the abovementioned degrees by the competent INRA Specialised Scientific Commission, or show proof of scientific degrees or studies, on condition that they are judged equivalent to the above-mentioned conditions by the competent INRA Specialised Scientific Commission. To apply for an equivalence, candidates must: 1. Fill in the request form for equivalence (demande d équivalence) (Form 4) in the administrative file (dossier administratif), which will then be submitted to the appropriate SSC for approval. IMPORTANT: All candidates with the following qualifications must complete this request form: - a foreign degree - a scientific degree or studies other than the required degree - a degree of doctor in medicine / doctor in pharmacy / veterinary doctor (a request for equivalence must be submitted based on scientific work experience). 7

9 2. Select the Commission that will review your degree or scientific work or qualification. There are 12 SSCs. Select the SSC relevant to your scientific sphere. Specify the grounds on which you have based your request and supply the following documents. Once the relevant Commission has given its opinion, your application will be definitively accepted or rejected. 10 HOW TO APPLY STEP 1: SELECTING AMONGST THE JOB PROFILES OFFERED On the day the session of open competitions officially opens, details regarding positions are available on our website: (select Join Us ). For each open competition, you will find a list of job profiles. The candidate applies for the open competition(s) of his/her choice and indicates in the administrative file (see below) the number(s) of the job profiles he/she has selected in order of preference. However, the selection board of this competition may select applicants for a position different from the one(s) they have chosen. The jury may audition the candidate in view of the different job profiles open within the same competition. Thus, the candidate should be aware that the jury may offer him/her a job profile other than the one specifically applied for. It is strongly recommended that applicants contact the person responsible for the position(s) selected (you will find contact details on each job profile sheet) for further information regarding the choice of competition or job profile would be most suitable and on the research field. STEP 2: COMPLETING THE APPLICATION PACKAGE Each application package consists of two parts: An administrative section to be sent in on paper, A scientific section to be sent in on CD-Rom or USB flash drive 1st part: the administrative section to be sent in on paper Follow these steps to complete the administrative section: Download from INRA web site Fill in Print Sign Enclose paper copies of required supporting documents 9

11 In the Statement of intent to apply (2 pages), candidates must tick the relevant boxes and undertake to provide in their administrative file the supporting documents required to be eligible to apply and/or the supporting documents required for their request for equivalence. Supporting documents which are not in French or English must be translated into French by a certified translator. Any administrative section which is incomplete will be rejected. 2nd part: the scientific section to be sent in on a CD-Rom or USB flash drive The scientific section must include 3 elements containing the following documents: Element n 1 Your doctoral dissertation We require the complete manuscript of your doctoral dissertation Send in.pdf format: your name.dissertation.pdf (no accent, space or punctuation mark must be added) Element n 2 4 publications maximum the most significant and recent ones We require a complete copy of each publication Candidates have to create a folder entitled «your name.publications» and record their publications one by one in this folder. The title of the file containing the first publication will be «your name.publication1.pdf» (no accent, space or punctuation mark must be added), and so on for the following publications. Element n 3 a scientific report including 1- a curriculum vitae (maximum 2 pages) with detailed information on your education, degrees, previous and current work activities and duties, internships, positions held, research work and responsibilities. 2- a report (8 to 10 pages) on the candidate s research work, clearly showing how your field of competence can be applied to the proposed research field. For each research project you have conducted alone or in collaboration with others, you will specify: - the subject and purpose of the research project - its scientific value - the work programme and methods used - the results obtained 3- a list of your publications (this list need not be exhaustive). The file must contain these 3 parts and must be sent in.pdf format: your name.report.pdf (no accent, space or punctuation mark must be added) Candidates should pay special attention to making their report legible. They must use conventional fonts and single line spacing. Keep to the number of pages indicated above, as any additional pages will not be taken into account by the selection board (pages with only graphs or illustrations are not counted). 10

12 Candidates must carefully follow the instructions given for compiling the CD-Rom or USB flash drive. Each file must be saved in PDF format. The CD-Rom or USB flash drive must only contain the 3 elements requested (dissertation, publications, report). The name given to the files must follow the example given: your name.dissertation.pdf, your name.publications («your name.publication1.pdf», («your name.publication2.pdf», etc. ), your name.report.pdf. No accent, space or punctuation mark must be added. Candidates are not allowed to add anything extra on the CD-Rom or USB flash drive. To be read attentively SCIENTIFIC RECOMMENDATIONS With regard to the presentation of your past and current research work, results obtained and acquired competence, the selection boards (jurys de concours) will pay special attention to the following points: - When writing their scientific report, candidates must make sure they show the relevance of their field of competence to the proposed research field for each position they apply for. The juries will pay special attention to how well the report is written and to the candidate s creativity and scientific rigour. - If your doctoral dissertation is written in a language other than French or English, it is recommended that you add a summary of it (1 to 2 pages) in French or English to your file. - Candidates who have not yet acquired postdoctoral training will be required to do so, preferably abroad, after their probationary period (1st year) and before being eligible for promotion to an Experienced Research Scientist position (CR1). - An excellent level of English is strongly recommended. - The selection board may ask candidates questions concerning the different profiles which are part of the same open competition. The selection board may offer a candidate a position which is not that which he/she directly applied for. - Candidates must take care to send in a complete application package. No document can be added to the administrative or scientific section after the submission deadline. PRACTICAL RECOMMENDATIONS Candidates wishing to submit applications to different open competitions must submit one completed application package for each application (administrative + scientific sections). For each package submitted, please clearly specify the name of the relevant open competition on each application package. On the other hand, candidates interested in several profiles of the same open competition, should submit only one application package. Candidates must ensure that the CD-Rom or USB flash drive contains all the elements recorded and that the files are not damaged. It is recommended to check by opening the files on a computer other than that used to record the CD-Rom or USB flash drive. Please enclose 1 unstamped self-addressed envelope. You must notify the Human Resources Department, Recruitment and Mobility Service ( concours_chercheurs@paris.inra.fr) of any change of address during the period of the open competitions. Candidates must not enclose any letters of recommendation/references in their application package. 11

13 STEP 3: SUBMITTING YOUR APPLICATION The completed application package, consisting of the administrative section (on paper) and the scientific section (on CD-Rom or USB flash drive) must be submitted before the submission deadline on Tuesday 28 February 2012, postmarked no later than midnight 28 February 2012 (please refer to the decree on INRA s French website les hommes et les femmes ). Any application package submitted after this deadline will be rejected. The application packages can: - either be handed in, before 17h, Tuesday 28 February 2012 at the INRA Head Office reception desk: 147 rue de l Université Paris 7 ème - or sent by post, before midnight, on Tuesday 28 February 2012 to: INRA DRH Service Recrutement et Mobilité Concours CR 147, rue de l Université Paris cedex 07 If you send your application package by mail make sure to allow for sufficient postage. Mail with insufficient postage will not be accepted. If you send your application package from abroad make sure that you have paid for all potential customs duties. Before submitting your application package, make sure it is complete. After the submission deadline, no extra material may be added to your administrative and/or scientific file (e.g.: corrections, new publications, new version of your dissertation, etc.). The Recruitment and Mobility Service will check your application package. A letter of acknowledgement will then be sent informing you of your eligibility status and specifying that the submission is acceptable, on condition of fulfilling the administration requirements (i.e. that you comply with the qualification conditions specified under Article 17 of Decree no dated 30 December 1983, or the conditions to benefit from an equivalence; supply precise information in your application package; send in all the items required in support of your application). On conditions that they fulfil the administrative conditions stipulated above, candidates will then be accepted to apply for the open competition. This decision approving the application is issued by the President of INRA and published on the INRA website. 12

14 SELECTION PROCESS For each open competition, the selection process will be in two rounds. At each step, applications will be reviewed by separate selection boards (jurys). 1 st ROUND: SHORTLISTING (admissibilité) Chaired by the President of INRA or her representative, each board has a minimum of eight members. All are of grade at least equal to that of the position to be filled: INRA personnel, selected from a list drawn up by the President of the Institute, upon the advice of the Scientific Advisory Board of each relevant Research Division, Non INRA personnel (between ¼ to ½ maximum of the board) chosen by the President of the Institute from a list drawn up upon the advice of the Scientific Advisory Board, One elected member from the scientific advisory authorities. On condition that an application fulfils the required administrative conditions, it shall deemed acceptable and submitted to the preliminary selection board (jury d admissibilité). The preliminary selection board (jury d admissibilité) examines the scientific value of the candidates. This involves studying the scientific section sent by the candidate (contents detailed on pages 10 and 11). The board determines whether the candidate has the scientific expertise and skills required for the position. After examining the applications, the preliminary selection board draws up the short list of candidates by order of merit. Following this preliminary selection process, checks are made on the administrative conditions for acceptable applications (compliance with the qualification condition provided for under Article 17 of Decree no dated 30 December 1983, or with the conditions necessary to benefit from an equivalence; supply precise information in your application package; send in all the items required in support of your application). The names of the board members will be listed on INRA s French web site «les hommes et les femmes» as soon as they are published in the Bulletin Officiel de l Enseignement Supérieur et de la Recherche (BOESR). 2 nd ROUND: FINAL SELECTION (admission) The composition of the final selection board (jury d admission) is identical in its form to that of the preliminary selection board (jury d admissibilité). The final selection board (jury d admission) interviews the shortlisted candidates. The purpose of the interview is to clarify details of the scientific file and to get a better idea of the applicant s personality, teamwork skills, ability to fit into INRA s environment as well as his/her career growth potential. The final selection board, having interviewed the shortlisted candidates, establishes the list of successful candidates by order of merit and, in some cases, establishes a complementary list (liste complémentaire). The names of the board members will be listed on INRA s French web site «les hommes et les femmes», after signature by the President of INRA. The President of INRA can decide to offer a position to a candidate from the complementary list in the event that one of the successful candidates decides not to accept the position or in the event of a job vacancy occurring between two open competitions. In this case, the candidate from the complementary list will be contacted by mail. 13

15 The validity of the complementary list comes to an end automatically when the following open competition begins or, if there has been no other competition session in the interval, 2 years at the latest after the establishment of the list. Selection boards are considered to be the supreme authorities regarding the selection of candidates. Their debates are confidential. There is no appeal against their decisions. Candidates can therefore not ask the selection board to convey their remarks or assessment of their application. Please note that no contribution will be provided towards any travel expenses incurred by candidates. NOTIFICATION OF DATE OF INTERVIEW In order for all candidates to be treated equally, notification that they have been shortlisted for the final selection stage will be sent on the same date by mail, as well as by if there is little time before the interview. This notification will include all the necessary information on the date, time and venue of the interview and any other specific instructions. Candidates living abroad or in French overseas departments or territories will be advised systematically by as well as by mail, to avoid any delays due to postal delivery. RESULTS The list of successful candidates in the 1 st and 2 nd rounds will be posted: - on INRA s French internet site: ( Les hommes et les femmes ) - at INRA head office: 147, rue de l Université Paris 7 ème The Recruitment and Mobility Service notifies individually all candidates by post of the result of both rounds (shortlist + final selection) within a fortnight. It is therefore essential that you notify the Human Resources Department, Recruitment and Mobility Service ( concours_chercheurs@paris.inra.fr) of any change of postal or address during the period of the competitions. No result will be given by telephone or by . SPECIAL ARRANGEMENTS FOR APPLICANTS WITH DISABILITIES (candidats handicapés) Disabled persons applying for a position in the French Civil Service who have an official disability card may be entitled to special arrangements, depending on the nature of the disability. These arrangements will only apply to the material conditions of the organisation of the final selection test. Contents of interviews will be the same for all shortlisted candidates. 14

16 Examples of arrangements: The service in charge of organising the open competition may provide, for example, personalised assistance to persons with mobility or dexterity difficulties, hearing or visual impairment, etc. Extra time may be granted during the interview. Candidates can be provided with the assistance of a secretary or a voice amplifier, etc. Should you wish to apply for such arrangements, fill in the request for special arrangements part of your administrative file and enclose a valid official disability card. Please enclose also the medical certificate issued by an authorised French Medical Doctor accredited for disability assessments stating which arrangements are required. 15
