2 ABOUT THE ASSOCIATION OF PROFESSIONAL ENGINEERS AND GEOSCIENTISTS OF ALBERTA (APEGA) The Association of Professional Engineers and Geoscientists of Alberta (APEGA) regulates the practices of engineering and geoscience in Alberta on behalf of the Government of Alberta through the Engineering and Geoscience Professions Act. We are the largest association of self-regulated professionals in Western Canada. Our Members work in diverse industries, contributing significantly to Alberta s economic success and enhancing the quality of life Albertans enjoy. Our main regulatory function is licensing individuals and companies that want to practice engineering and geoscience in Alberta. Applicants and companies that meet APEGA s standards for ethical, professional, and technical competency earn the right to practice and use reserved titles and designations. APEGA, our Members, and our Permit Holders companies and other organizations that practice engineering, geoscience, or both have a shared commitment to public safety and well-being through the self-regulation of the professions. Serving the public interest is our privilege and our responsibility. On behalf of our Members, we also take part in the national conversation on engineering and geoscience issues through our involvement with Engineers Canada and Geoscientists Canada. APEGA Responsibilities License Professional Engineers and Geoscientists Set practice standards Develop codes of conduct and ethics that govern Members and Permit Holders Investigate and discipline Members and Permit Holders Investigate and take action against individuals and organizations that practice our professions without licences or permits Investigate and take action against individuals and organizations that use our protected titles without licences or permits Provide services to Members and Permit Holders to support them in their professional practices Vision Statement APEGA will earn the confidence of the public and instil pride in its Members. Mission Statement Regulate the practices of engineering and geoscience to serve the public interest in Alberta. Structure APEGA has a council of elected Members who determine the strategic direction of the organization. This direction is monitored and implemented by the CEO, who is responsible for the operation of the organization. APEGA also has boards and committees that assist Council and staff on strategic and operational matters. To learn more, visit:
3 THE OPPORTUNITY Reporting to the Registrar & Chief Executive Officer (RCEO), the Senior Advisor & Council Relations plays a vital role in providing guidance, assistance and advice to Council and Council s Executive Committee to ensure their mandated duties and responsibilities are carried out. This includes regular engagement and collaboration with the President, Councillors, Committee Chairs, RCEO, and APEGA s Executive Leadership Team (ELT). The Senior Advisor & Council Relations also plays an integral leadership role, and acts a trusted advisor to the RCEO, providing expert advice to enhance the overall strategic goals of APEGA. In addition, this position will be accountable for tracking and managing issues and concerns, ensuring commitments are acted upon in a timely manner, and striving to work effectively with Council, APEGA s ELT, staff, and key stakeholders. This position will be responsible for managing two Executive Assistants and performs all functions in a manner consistent with the Engineering and Geoscience Professions (EGP) Act, Regulations and Bylaws and all other applicable legislation related to the individual functions, business, and strategic plans and in alignment with the RCEO. KEY ROLES & RESPONSIBILITIES Council Support and provide information to Council, ensuring all 19 Councillors (16 professional members and 3 public members) have sufficient information and resources to fulfil their duties as Councillors in a manner that is comprehensive, complete and timely Engage regularly with Council and the Committees of Council to ensure they are providing meaningful input to the strategic direction of APEGA Executive Committee Governance Committee Nominating Committee In collaboration with the Chief Financial & Administration Officer (CFAO), Audit Committee Ensure governance activities are compliant with APEGA s policies, relevant legislation, regulatory regimes and the requirements of related agreements, providing advice and feedback to Council on APEGA policies and procedures Maintaining accurate record of the Councillor and Executive Registry Ownership of the full Council cycle process Coordinate the annual Council Schedule for Council and Council Committee meetings Facilitate annual Council orientation and any additional meetings or events, such as the Council retreats In collaboration with the RCEO and President, accountable for the timely preparation and submission of Council s agenda In collaboration with APEGA s Management Team and Statutory Committee Chairs, accountable for development and distribution of meeting materials Council meeting event management and execution Record of meeting minutes and decisions, including the recording and retention of all Council and committee minutes and decisions in APEGA s Document Management System Follow up on resolutions and decisions of Council Responsible for the planning and execution of the Nominating Committee Process
4 Facilitate all Public Member appointments (11 appointments across various committees; Board of Examiners, Appeal Board, Investigative Committee, Disciple Committee, etc.) Provide administrative, governance, and general support to the President, Executive Committee, Councillors and Council Committees Acting as the liaison between Council and APEGA, being the key communicator in Council meetings Providing a framework for committee agendas Developing and maintaining the process of capturing meeting minutes Other various administrative support by committees, as required Maintain and continue working relationships with Past APEGA Presidents Overall APEGA Contribute to and influence the strategic and tactical direction of APEGA by acting as the senior advisor to the RCEO and APEGA s ELT regarding all topics that relate to Council Relations Brief APEGA s ELT of any initiatives which are likely to impact other functional areas or the Association s overall operations or direction, including managing large amounts of information and disseminating the information where appropriate and as often as necessary Contribute to the evaluation and fine-tuning of the organizational structure, playing a key role in all change management processes Ongoing monitoring and reporting Consult with RCEO and internal/external stakeholders to develop appropriate options and recommendations for addressing issues Ensure the RCEO is engaged on a frequent basis with internal and external organizational activities Actively monitor and implement continuous improvements in APEGA s Council Relations function, working with APEGA s ELT, staff, and Council to promote and support the interests of APEGA, its members, and the public interest Proactively develop broad engagement of appropriate stakeholders, using tact and diplomacy to ensure the reflection of APEGA s core values and the strengthening of APEGA s desired direction Expedite inquiries and requests from stakeholders and responds to stakeholder concerns efficiently and effectively whether individually or by drawing on appropriate resources in APEGA Collaborate with the member facing programs to engage community and government leaders in President s visits across the province on an annual basis Collaborate in partnership with various internal departments (i.e., Communications or Event Planning) to ensure key stakeholders are represented in APEGA events Operational Provide leadership, guidance, coaching, recognition, corrective action (when required) and day-to-day management of the Council Relations Department, including: Timecard approval, monitoring overtime hours Provide regular, formal and informal, performance evaluations for the department, setting clear results-orientated goals with realistic and measurable outcomes, ensuring career development plans are set for staff
5 Cross-training team members and creating succession plans, when applicable Manage the day-to-day operations of the department with a focus on exceptional customer service and ensure that all staff adhere to company policies and procedures Ensure support staff have the tools, resources, and information to meet expectations while maintaining professionalism and quality service Prepare and control the Council Relations annual operating budget, as it aligns with APEGA s annual Operations Plan, ensuring efficient allocation of financial resources Maintain the department by ensuring appropriate resources are available to effectively and efficiently deliver on department objectives, including recruiting, selecting, orientating, and training staff Resolve internal and external concerns and queries, escalate as needed Other Duties Foster and maintain collaborative relationships with key internal and external stakeholders to support the achievement of deliverables and overall objectives Other duties as assigned THE PERSON QUALIFICATIONS AND EDUCATION REQUIREMENTS Bachelor s degree in a related field 10+ years of progressively responsible senior level advisory experience, including demonstrated experience in delivering complex programs, services and business management, including policy and program development, program administration and resource management Experience in administration of public interest, legislated, self-regulated professional associations or similar organizations are considered an asset Governance experience in a corporate governance environment would be considered an asset KNOWLEDGE AND SKILLS & ABILITIES Leadership: Demonstrates a strong participative leadership style; is an advocate of open, honest and consistent communication.
