3 Executve summary The Brtsh Antarctc Survey (BAS) Busness Plan 2014 sets the agenda and prortes for the Survey to acheve ts objectves durng Fnancal Year 2014/15 and presents a frm budget for 2014/15 and 2015/16, wth an ndcatve budget for 2016/17. Although the Government has protected the cash value of the scence budget from sgnfcant cuts over the perod 2010/11 to 2015/16, the mpact of nflaton s startng to sgnfcantly constran BAS actvtes. For the frst tme, ths plan ncludes an ndcatve partton of the budget for 2014/15, 2015/16 and 2016/17 between BAS s Scence Programme and Antarctc operatons. Fundng and expendture wll be formally parttoned from 2015/16 onwards. The budgets for 2014/15 and 2015/16 are based on relatvely secure ncome, whereas 2016/17 s relant on the Government contnung to protect the scence budget, whch wll only be known after the forthcomng one-year spendng revew. The budgets for 2015/16 and 2016/17 have been presented as balanced; however ths assumes 1.4m and 2.4m respectvely of aspratonal ncome, whch s yet to be secured. The BAS Board beleves these ncome targets are achevable through dversfcaton of our actvtes, mprovements to the grant applcaton process and commercal and academc partnershps developed through the new Innovaton Centre. However, should these targets fal to be realsed, BAS would need to scale-back ts operatonal actvtes to mantan a balanced budget. In addton, there s no contngency for unforeseen events or the mpact of nflaton and/or currency movements. Ths further emphasses the need for urgent acton to secure robust fundng from a varety of sources to avod the rsk of downszng our actvtes. 3

6 1. Drector s foreword Ths s my frst ntroducton to the BAS Busness Plan, havng arrved n October It comes at a tme of enormous change and opportunty for BAS. In May 2014 we welcomed two new Drectors to BAS, Tm Stockngs and Beatrx Schlarb-Rdley to lead our Operatons and Innovaton sectors. They wll jon Davd Vaughan, who was apponted as Drector of Scence n February I would lke take ths opportunty to welcome Davd, Beatrx and Tm nto ther new roles. These changes wll lead to some re-organsaton of the management structure wthn BAS and a refreshed strategc plan for the organsaton that s currently beng developed, to be announced n the latter part of Professor Jane Francs Drector Brtsh Antarctc Survey NERC s new strategy, The Busness of the Envronment, underscores the essental requrement to delver excellent scence but also places far greater emphass on the mpact of our scence, and the utlsaton of our sklls and assets to contrbute to the wder Government agenda and busness needs. Our Busness Plan has been developed wthn ths context. As a publcly-funded organsaton, BAS has had the unque advantage of a cash-protected resource budget snce 2010/11. Ths was further affrmed by NERC s publc commtment to fund BAS at flat cash levels for the perod to 2015/16. In addton, the Government has been encouragng captal nvestment and ths has beneftted BAS and wll contnue to do so for the next two years. In Aprl 2014 the Government announced fundng of over 200M for a new polar research vessel to operate from 2019/20, as the James Clark Ross and Ernest Shackleton near the end of ther lves. Nevertheless, BAS s real resource ncome s reducng year-on-year as we see the mpact of prce and modest wage nflaton. Success n bddng for compettve NERC Research Programme (RP) and NERC Responsve Mode (RM) fundng has partally helped to fll the gap, but more needs to be done to dversfy our scence ncome streams beyond NERC and the EU. We have been successful n brngng n ncome through chargng for the use of our shps, arcraft, and research statons, but the varablty of ths ncome makes plannng more dffcult. Plannng work s contnung on the BAS Innovaton Centre that s beng developed jontly by BAS and Cambrdge Unversty. Buldng work wll begn n md-2014, to be completed by March Ths s an exctng opportunty that we wll explot to ts maxmum potental by creatng an envronment that wll support new nnovatve collaboratons wth commercal and academc partners. We expect ths to lead to a broadenng of relatonshps wth the global scentfc communty and a dversfcaton of our ncome streams. Durng 2013, NERC announced ts new strategy and new fundng model. BAS has contrbuted to both of these ntatves at varous levels and reflected the changes n our Polar Scence for Planet Earth (PSPE) strategy and busness plannng. The fundng model changes are lkely to have a sgnfcant mpact on BAS n the comng years and ther effect wll need to be carefully revewed. Four other NERC research centres are currently undergong an exercse to evaluate ther strategy, capabltes and fundng. Ths s expected to result n a revsed ownershp and governance model for these centres, the form of whch wll be announced n October The results wll undoubtedly have an mpact on BAS n future, partcularly our relatonshp to NERC, to the other centres, and n many knds of support that we have receved from them n the past. At a strategc level, the pressng ssue facng BAS s determnng the mpact of the parttonng of our budget between Antarctc and non-antarctc actvtes. An ndcatve partton has been prepared for 2014/15 wth full mplementaton planned for 2015/16. Durng the course of the comng year the focus wll be on determnng what the partton wll mean n practce and how t wll affect the management and governance of BAS. One of the key tools avalable to us for success n a changng world s ths, our Busness Plan. It sets out our top level objectves for the medum and longer-term and n detal our ntentons for the forthcomng years. These, n turn, are backed up by detaled fnancal forecasts. In 2011 we ntroduced the BAS Management Tool and, after a perod of learnng how best to use t, we now have a tool that provdes enhanced capablty for managng BAS. We do recognse that the web nterface requres mprovement and ths wll be addressed. We contnue to focus on our three sectors of actvty: Scence; Expertse; and Impact (see page 9). Importantly, these radate outwards from our core Vson and Msson to specfc team and group targets and actvtes, whch n turn nform all ndvdual Forward Job Plans. In ths way, each one of us can see our role and contrbuton to makng BAS a successful organsaton. The content and format of the BMT wll be updated durng 2014 to reflect the new strategy for BAS once t has been announced n the autumn of For external readers, ths Busness Plan wll, I hope, prove useful n provdng you wth nformaton about our actvtes and ntentons. For BAS staff ths s a very mportant source of nformaton. 6

NERC s strategy The Busness of the Envronment The fundamental objectves of the new NERC strategy are: To understand and predct how our planet works To manage the envronment responsbly as we nnovate n new ways of lvng, dong busness, escapng poverty and growng economes Key actons of the strategy are: To foster UK and nternatonal partnershps so that busness, Government, cvl socety and scentsts can work together To address the great envronmental management opportuntes and challenges To utlse exstng knowledge To drve UK nnovaton, economc growth and socetal wellbeng BAS s Busness Plan has been developed to delver these objectves and support these actons. 3. Scope and purpose of the Plan BAS Busness Plan 2014 marks the sxth full year of the BAS scence programme, PSPE. It contrbutes to NERC s exstng Scence Strategy establshed n 2013, The Busness of the Envronment, through a programme of world-class polar research and by the delvery of Natonal Capablty to provde survey, long-term observatons and nterdependent research. The BAS scence programme also helps sustan for the UK an actve and nfluental regonal presence and leadershp n Antarctc affars. The Plan reflects the fnancal agreement reached wth NERC and sets the agenda and prortes for the Survey to acheve ts Msson durng Fnancal Year 2014/15. The Plan was approved by the BAS Board and s used to shape the work, drecton, and management of BAS durng 2014/15. It s publshed on the BAS Intranet ( ac.uk) and webste ( 4. BAS strategc prortes 4.1 Short-term overvew. Polar Scence for Planet Earth s now establshed as the scence centrepece of the BAS Vson and s producng strong scentfc outputs. Clearly these need to be mantaned, and the qualty of the scence enhanced further. BAS has been ncreasng scence actvty n the Arctc, usually n partnershp wth others; ths trend needs to contnue. However, PSPE wll be revsted and updated to reflect changes n the external and nternal envronment snce 2009, n consultaton wth the NERC communty. BAS s commtted to ongong support and delvery of the UK s polar scence n an excellent, effectve and effcent way. A formal decson s due on whether to extend the Royal Research Shp Ernest Shackleton (ES) lease contract beyond In the comng year BAS, jontly wth Cambrdge Unversty, wll start buldng work on the newly funded Innovaton Centre that s planned to open n Aprl From 2015/16 onwards BAS wll partton ts budget n recognton of the need to rng-fence the Antarctc element of ts actvtes. 4.2 Medum-term overvew (2-5 years). In ths medum-term tme frame, BAS expects to dversfy ts scence fundng and commercal ncome, wth specal emphass on explotng the newly created Innovaton Centre. A lfe extenson reft (to 2019) of the JCR s planned to be completed by summer Other nfrastructure work that should commence durng ths perod ncludes the next phases of Rothera Research Staton refurbshment. Also BAS may need to operate n new ways, f the ownershp model for the other NERC Research Centres alters. The budget partton wll be fully establshed and workng effectvely. One of the major nfrastructure ssues n ths tme frame wll be the desgn and procurng of a new polar research vessel. Development work wll begn ths year wth a vew to commssonng the new shp n 2019/20. The NERC Research Arcraft Servce has been ntegrated wth BAS ar operatons. A decson wll be made on the contnued use of the Dorner 228 arcraft beyond the end of 2014/ The longer-term (5-10 years). BAS wll contnue to ncrease ts actvtes n the Arctc, delver NERC and EU scence, and meet the requrements of HMG n the Antarctc and sub-antarctc regons. It s lkely that BAS scentfc polar expertse wll be appled to questons away from the poles where ths s possble and effectve. The refurbshment of Rothera Research Staton should be completed and optons for the upgrade of offces and laboratores at Cambrdge wll have been consdered. 7

8 4.4 Supportng NERC s Strategc Actons. BAS Management Tool BAS ensures lnkage between ts strategc objectves and ts operatonal actvtes through use of the BAS Management Tool (BMT). A schematc of how the tool ads the drectng of the work of all employees of BAS s provded on the followng page. By lnkng the Vson and Msson to strategc targets, to group targets and fnally to ndvdual work plans, we am for algned, effcent and effectve delvery of organsatonal objectves. The vson and strategy for BAS wll be refreshed durng 2014 wth the appontment of three new drectors for Scence, Operatons, and Innovaton and Impact. Detaled strategc plans wll be announced n Autumn 2014, whch wll be ncorporated nto the BMT. 8

10 The latest (March 2014) BAS Management Tool Strategc Ams, gudng actvty n a one-to-three year tme frame are as follows: SCIENCE Scence Areas Strategc Ams S1 Chemstry and Past Clmate To understand how the Earth and ts clmate wll react to, mtgate, and amplfy external changes, we can observe the past and study the present only then can we predct the future. Important processes n regulatng the Earth System take place n or near the polar regons, and the a range of records for understandng the way the Earth has worked n the past (ce, lake and marne cores, and terrestral deposts) are found there. The Chemstry and Past Clmate programme concentrates on the Quaternary perod (the last 2.6 mllon years) and the perod snce the Last Glacal Maxmum (the last 20,000 years). Ice-core and other palaeorecords can be analysed for that perod. Although many aspects of the Earth were smlar to the present, large clmate changes, as well as perods warmer than today, can be observed. BAS scentsts nvestgate how dfferent parts of the Earth System nteracted to produce the large clmate changes that occurred naturally n the past, and complement ths wth nvestgatons on how changng sea-ce and ocean condtons affect the present chemstry of the polar atmosphere. S2 Clmate The polar regons exert controls on global sea level, the carbon cycle, and atmospherc and ocean crculaton. The clmate of the polar regons s controlled by complex nteractons between the Sun, the atmosphere, ocean and sea ce, makng accurate predcton of regonal clmate a formdable challenge. Predctng how polar clmate may change s therefore an essental part of understandng the global clmate system. The Clmate programme uses observatons from both polar regons to mprove our understandng of how natural and human-nduced factors contrbute to clmate change. S3 Ecosystems Polar ecosystems have global ecologcal and economc mportance. They have unque bodversty, play a major role n clmate processes, and support ndgenous communtes and commercal fsheres. Polar ecosystems have adapted to cold and hghly seasonal condtons, makng them senstve to clmate and human mpacts. Recent global, clmate-drven changes, combned wth expandng commercal fshng, threaten the balance of these unque marne and terrestral ecosystems. By understandng ther response, we can use them as a warnng system for clmate change across the planet. The Ecosystems programme undertakes ntegrated analyses of Antarctc ecosystems and develops understandng of the large-scale operaton of Arctc ecosystems and the role of polar ecosystems n the Earth System. S4 Envronmental Change and Evoluton Earth s envronment and lfe are an ntegrated system of many parts. These nteractons show complex behavour on all scales from mnutes to mllenna, rocks to contnents and genomes to communtes. We need to understand ths behavour n order to make better predctons of future envronmental changes. The Envronmental Change and Evoluton programme addresses key aspects n the polar regons of geologcal and ce-sheet structure, marne and terrestral bodversty that nfluence the unque role of the polar regons n envronmental change and evoluton. S5 IceSheets The loss of ce from ce sheets n Antarctca and Greenland s a major source of current sea-level rse, and one that s acceleratng rapdly. A report from the Intergovernmental Panel on Clmate Change (2007) hghlghted that the greatest uncertanty n projectons of future sea-level rse s due to a lack of knowledge about ce sheets. Improved understandng of key ce-sheet processes s urgently requred to allow relable predctons of future sea-level change. The IceSheets programme examnes the role of ce sheets n the Earth System, and the processes that control cesheet change. It montors current change and sets ths n context wth the past. BAS scentsts produce tools to predct how ce sheets wll change over tme, allowng more accurate projectons for ncreases n global sea level. S6 Polar Oceans Global ocean crculaton s one of the few mechansms by whch polar processes can drectly nfluence the whole Earth System, ncludng the UK, and possbly on tmescales as short as decades. Its mportance results from the enormous capacty of the ocean to store and redstrbute heat, fresh water, carbon doxde and other clmatcally-mportant substances. The polar regons are dsproportonately mportant n determnng the strength and shape of global ocean crculaton. The Polar Oceans programme nvestgates the role of processes and changes both n the shelf sea and n open-ocean envronments, and wll further our understandng of polar control of the Earth System. S7 Scence Strategy, Facltes and Fundng The Scence Board sets the overall scence strategy for Brtsh Antarctc Survey through the development of Polar Scence for Planet Earth, and evaluates the excellence and mpact of BAS s scence. Scence Facltes provde effectve support to the scence programmes, and mantan and develop ther nfrastructure. The expertse of the scence, techncal and support staff s developed and utlsed to generate external ncome both through the UK Research Councls, the EU, busness and elsewhere. 10

Governance structure In May 2014 two new drectors joned BAS, Beatrx Schlarb-Rdley headng the Innovaton and Impact sector and Tm Stockngs as Drector of Operatons. They jon Davd Vaughan, who was apponted as Drector of Scence n February These appontments wll lead to a reorgansaton of the operatonal structure at BAS, bult around our three core sectors of Scence, Innovaton and Operatons, supported by our corporate servces team (ncludng Fnance, HR and Research Support). Each new Drector wll be workng wth the Centre Drector n consultaton wth BAS staff to defne and shape the vson and strategc goals for these sectors, whch wll be communcated to the organsaton n the latter part of Followng the new Drectors appontments the management structure at BAS wll be renewed. Two management teams wll be responsble for the governance of BAS, wth the Drectors Executve Team leadng strategc plannng and the Senor Management Team responsble for operatonal decson-makng. 11

12 8. Grant fundng and submssons 8.1 Preparng submssons for external fundng. Staff must dscuss emergng deas for external fundng bds wth the most approprate Scence Leaders, Scence Programme Co-ordnators, or n the case of Operatons and Engneerng, Head of Department or Drector. The BAS Programme Offce (BPO) currently co-ordnates the submsson of all external bds and can assst substantally n ther preparaton (see Scence Co-ordnaton Offce on the Intranet for further detals). Ths offce (n future called the Research Support Team) s beng enhanced to provde support for more dverse fundng sources. All external fundng bds wll be subject to scrutny pror to submsson by Drector of Scence to ensure they are of the hghest qualty and n lne wth BAS strategy. 8.2 Improvng grant success. BAS ams to further mprove grant award outcomes by focussng on submttng proposals that are of hgher qualty and, where possble, fully recoup the cost to the organsaton. Improvement of qualty n proposals requres close adherence to the deadlnes publshed on the BAS Intranet. 8.3 NERC Research Programme (RP). RPs are a key mechansm for NERC to delver ts strategc scence objectves. None of the recentlyannounced nvestment ( 50M) n RPs has an explct polar component but several could support polar scence. It s essental for BAS scentsts to engage wth the UK communty to develop programmes that provde opportuntes to develop UK polar scence. In the comng year, NERC wll be changng the way t develops ts RP portfolo and BAS scence wll need to be engaged n the emergng process. It s expect that n future some tradtonal RP programmes valued at approxmately 10M wll be developed, but that there wll also be programmes fast-tracked through the NERC approval processes to provde a flexble response where opportuntes for leverage arse. 8.4 Responsve Mode (RM). NERC s approach to RM research s currently unchanged as shown at but mprovement n the peer revew processes wll be mplemented n 2014/15. It wll be crtcal for BAS to ensure that only the hghestqualty proposals are submtted to avod sanctons. 9. BAS Natonal Capablty NERC s currently undertakng a revew of NC fundng and the outcomes from ths revew are not yet clear enough to be reflected n ths Busness Plan. Polar Scence for Planet Earth (PSPE) The BAS scence strategy, PSPE, was establshed n 2009 and requres a re-fresh. Ths wll be carred out n conjuncton wth the NERC communty later n the year. Untl then we wll pursue the present strategy The key themes of PSPE are to unlock the past, understand the present, predct the future, and explore the unknown. PSPE addresses questons of global mportance or of a fundamental nature about the Earth System through research n, or wth relevance to, the polar regons: our premse beng that the polar regons have key functonal roles wthn the Earth System. The BAS Scence Board provdes advce on scentfc prortes and ensures our delvery of PSPE. Currently, PSPE comprses sx nterdependent scence programmes: Chemstry and Past Clmate Clmate Ecosystems Envronmental Change and Evoluton IceSheets Polar Oceans For detals on the strategc objectves of these programmes refer to secton fve Scence qualty assurance. BAS fully endorses the NERC Ethcs Polcy and the RCUK Polcy and Code of Conduct on the Governance of Good Research Conduct. All our staff have a responsblty to ensure that these hgh standards are mantaned. In partcular, countersgners have oversght of specfc areas of scence. 12

13 11. Collaboraton and partnershps 11.1 UK collaboraton. BAS contnues to strengthen ts scentfc lnks and collaboratons wthn the UK, across NERC, wth Hgher Educaton Insttutes (HEIs) and wth Government departments. The exstng scentst-to-scentst collaboratons wthn the NERC centres and wth HEIs are an excellent foundaton for the ncreased collaboraton requred by the NERC Strategy. The new Innovaton Centre at BAS wll ntally act as a platform for ncreasng collaboratons wth Cambrdge Unversty n partcular, and wth ndustry. All arrangements nvolvng exchange of resources are codfed, normally n Letters or Memoranda of Understandng (see Programme Offce Agreements) Internatonal leadershp. The leadershp of nternatonal partnershps s a strategc BAS prorty, n lne wth NERC s requrement for Research Centres to provde a focus for nternatonal co-operaton and the co-ordnaton of major programmes solvng complex scentfc problems. Our am s to grow BAS s reputaton for a world-class scence, wherever polar scence can be appled, and the UK s leadershp role n polar affars. Ths ncludes mantanng a leadng role wthn the Scentfc Commttee for Antarctc Research (SCAR), the Councl of Managers of Natonal Antarctc Programmes (COMNAP), and ncreasngly, n Arctc affars. BAS has strong and actve workng agreements wth Germany, the Netherlands, Norway, Canada, Chna, South Korea, Malaysa, and the USA. BAS s also leadng several European polar scence ntatves NERC Arctc Offce. BAS hosts and manages the NERC Arctc Offce to facltate the development and delvery of NERC s scentfc nterests n the Arctc and to respond to the growng UK natonal requrement n ths area. Its role s to ntate the co-ordnaton of Arctc scence opportuntes, and provdes a source of advce for the safe executon of Arctc feldwork. In addton, BAS s developng stronger lnks wth Denmark and Norway, ncludng new scence and logstcal opportuntes n Greenland, Svalbard, and the wder Arctc. 12. Research studentshps wthn BAS BAS currently hosts a vbrant communty of around 60 research students. Our students are seen as vtal to the mantenance of strong research groups and project teams, and are thus key contrbutors to the BAS Vson and Msson. All aspects of the admsson and management of research students are ncluded n the BAS Student Manual, whch s publshed on the Intranet. Ths s currently beng updated to accommodate new admsson polces and procedures. BAS s a recognsed Unversty Partner Insttute (UPI) wth the Unversty of Cambrdge, an Open Unversty Afflated Research Centre (ARC), and a member of Vtae s East of England Hub supportng the development of world-class researchers. BAS s a partner n four of the recently announced NERC Doctoral Tranng Partnershps and s fully commtted to delverng hgh-qualty learnng experences through these partnershps ( We may also agree to support CASE studentshps wth any unversty department n the UK, or exceptonally, to support students through a drect contrbuton to the student s stpend. In all crcumstances the Programme Offce must be consulted at the earlest opportunty. 13. People, culture and sklls 13.1 BAS culture. Supportng scence operatons, logstcs and nfrastructure 14.1 The operaton and mantenance of the polar research statons, shps, arcraft and well-found laboratores s funded mostly from BAS NC fundng. The plannng for feld operatons seeks to optmse the use of the logstc nfrastructure for approved scence and ts support wthn the avalable capacty and funds. The Operatons and Logstcs Group wll contnue to modfy the plannng and co-ordnaton of feld actvty and the management of arcraft, shp and research statons as requred by the NERC and BAS strategy Project management. NERC has adopted PRINCE 2 as ts project management methodology. BAS has used ths approach snce 2001 and contnues to apply t wdely. All captal acqustons are assessed to establsh those that need to be managed as formal projects Marne operatons. BAS marne operatons are complex, hghly cost-effectve and delvered n a professonal manner. The James Clark Ross s undergong an extended reft, whle remanng n full operaton over the perod 2013 to Feasblty and desgn work has started on a new polar research vessel to operate from 2019/20, wth fundng of over 200M announced n Aprl Arcraft. Durng 2014/15, BAS wll contnue to ntegrate ts arborne survey capablty wth that carred out by the ARSF. Over the past year the Dorner 228 arcraft operated by the ARSF has attracted new fundng, commercal users and arborne nstruments, most notably an arborne synthetc aperture radar (ArSAR) owned by Arbus Defence. A busness plan s beng prepared to assess whether the Dorner 228 wll contnue to operate beyond 2014/15 through ncreased fundng from commercal users. BAS Twn Otters are beng modfed so that ARSF nstruments can be flown by them, ncreasng nter-operablty and effcency. Enhancements to the Dash 7, such as the creaton of an nstrument hatch, wll expand the arborne survey capablty currently offered by NERC to the scence communty. The wder utlsaton of BAS arcraft wll be managed through a transparent access mechansm smlar to that operated for NERC shps Rothera. A long-term phased redevelopment programme has been establshed for Rothera. Ths s a major undertakng to be carred out over several of years, ncludng the replacement of buldngs, ste servces and the ntroducton of sustanable energy solutons. The frst phase of redevelopment was completed n Further phases are currently unfunded and therefore targeted works are takng place annually. In 2012/13 the generators were replaced. In 2013/14 work started to upgrade the sewage treatment plant whch wll be replaced n 2014/15. A strategc outlne busness case for the full redevelopment of Rothera s beng prepared. 8M of fundng has been secured for the ntal phase of work over four years startng n 2015/ Halley. The new Halley staton (Halley VI) has been completed and was offcally opened n February It s now n full operatonal use wth a range of scence programmes beng undertaken. The prevous staton has been dsmantled and removed from the ce shelf. A key requrement now s to develop new scence projects wth the NERC scence communty and nternatonal partners. Ths has already started wth NASA usng the staton for major research projects Scence facltes. The laboratores supportng scence, both n Cambrdge and on statons and shps, are kept under regular revew. The revews take account of demand by all scence users and external developments n both technology and servces. The Netherland s Drck Gerrtsz Laboratory at Rothera has been completed and s now n full use and producng excellent results. 15. Support to the Foregn and Commonwealth Offce (FCO) and other Government departments 15.1 BAS provdes a range of support to the FCO as part of ts msson to sustan for the UK an actve and nfluental regonal presence and a leadershp role n Antarctc affars. BAS experts are key members of the UK Government delegaton to Antarctc Treaty Consultatve Meetngs, CCAMLR and the Commttee for Envronmental Protecton. BAS also helps admnster Brtsh Antarctc Terrtory, and gves advce on the applcaton of the UK Antarctc Act to FCO as requred. BAS has determned, n consultaton wth NERC, BIS and the BAS Revew Group, what consttutes the Shadow Parttoned Budget. BAS ncreasngly s also beng called upon to provde advce to the FCO on Arctc affars BAS also has a responsblty to provde scentfc advce to polcy makers n other Government Departments, such as BIS, DECC and DEFRA, MOD, DofT and Non-Departmental Publc Bodes, such as the Jont Nature Conservaton Commttee, the UK Hydrographc Offce, the Envronment Agency and the Marne and Coastguard Agency. BAS s contnung ts efforts to transfer polar scence results nto these polcy fora Support for South Georga. BAS took over the UK s presence at Kng Edward Pont (KEP) n South Georga from the Mnstry of Defence n March The arrangements that defne ths commtment are set out n an MOU between BAS and the FCO and the Government of South Georga and the South Sandwch Islands (GSGSSI). The MOU codfes the BAS-drected fsheres research programme and the operaton of the research staton at KEP, South Georga for the FCO and GSGSSI. 14

15 16. Safety, Health and Envronment 16.1 BAS mplements employment, safety, health and envronment and other workplace legslaton effectvely and pragmatcally. Ths ncludes mantanng a culture that s ethcal, nondscrmnatory and safety conscous BAS ams to be postve, open, pragmatc and effectve n ts approach to health and safety. BAS safety polcy s frmly embedded n the NERC Safety Management System, talored n detal to meet the specal needs of the BAS operaton. Accdent, ncdent, near mss, and envronmental reportng allows safety performance to be mproved through lessons learnt. BAS s accredted to the OHSAS standard for safety management for the Cambrdge ste and the shps, whch s audted annually by the Brtsh Standards Insttute Safety Management and Envronmental Protecton are ntegrated nto a cross BAS Management Team led by the Board Member for Operatons and Engneerng. Regular dscussons wth the trade unons on these ssues have proved effcent and benefcal. Health, safety, and envronment are mandatory tems on all BAS Commttee agendas. 17. Envronmental management 17.1 Envronment Offce. Envronmental ssues have sgnfcant promnence wthn the Antarctc Treaty System, and mnmsng our effects on the envronment s a strategc prorty to acheve the BAS Vson. The BAS Envronment Offce acts as the focal pont for envronmental actvty, wth approprate research and montorng organsed jontly wth the scence programmes. The BAS Envronment Offce s also a source of sgnfcant techncal advce to the FCO n support of the work of the Antarctc Treaty Consultatve Meetng, and Commttee for Envronmental Protecton. BAS s regstered to the ISO standard for envronmental management for the Cambrdge ste and the shps Envronmental mprovements wthn NERC. BAS s fully nvolved wth the NERC Envronmental Management Group, the corporate group that s takng forward envronmental ntatves. 18. Fnance 18.1 Income and expendture. Ths Busness Plan marks a perod of contnung fnancal austerty combned wth uncertanty for BAS ncome due to a combnaton of the one-year spendng revew 2015/16, decsons on the budget, and the mplementaton of a new NC fundng model. Despte the hgh level of uncertanty, BAS has produced a robust Plan for 2014/15 and 2015/16 and ths s reflected n our updated Centre Actvty and Resource Plan (CARP). Ths s partly due to the flat cash fundng agreement n place between NERC and BAS, but also due to ambtous, but achevable, ncome targets and cost cuttng measures n place across the Survey. Pay band ncreases are constraned to 1% by Government decree Parttoned budget. Ths Busness Plan ncludes an ndcatve partton of the budget between Antarctc operatons and nfrastructure (ALI) and non-ali actvtes. From 2015/16 onwards the partton wll be fully mplemented, resultng n a segregaton of fundng sources to match to the correspondng expendture. Ths wll place an addtonal constrant on the management of fnancal resources at BAS and careful plannng wll be requred to ensure both our Scence and Operatonal actvtes are fully funded Sustanablty of the BAS Programme. Wth the actons that have been taken, and those planned, the BAS Board judge the resource budget for the 2014/15 fnancal year to be balanced. There s however no remanng flexblty to accommodate unexpected events whether externally derved, such as specfc cost nflaton pressure, or nternally derved, such as nadvertent overspendng. The cost pressure that BAS has been under n prevous years wll contnue for the foreseeable future and as a result there s always the rsk that mtgatng actons wll need to be taken wthn the fnancal year f events dctate. The budgets for 2015/16 and 2016/17 have been presented as balanced. However ths assumes 1.4M and 2.4M respectvely of aspratonal ncome, whch s yet to be secured. The BAS Board beleves these ncome targets are achevable through dversfcaton of our actvtes, mprovements to the grant applcaton process and ncreased commercal and academc partnershps through the new Innovaton Centre. However, should these targets fal to be realsed BAS would need to scale back ts operatonal actvtes to mantan a balanced budget. 16 18.4 Managng BAS budgets. BAS budget holders are held accountable for the effectve management of ther fnancal allocatons. Ths requres budget owners to reman at or below budget unless specfc agreement to do otherwse s forthcomng. Mantanng forecastng accuracy provdes confdence n the overall fnancal management, and helps the BAS Board to judge the approprate level of expendture controls durng a fnancal year when these are needed to avod overspendng. The last two years have been dsappontng n ths regard and renewed efforts wll be put n place ths year to mprove the accuracy of fnancal budgetng and forecastng Captal Investment Programme. There s an ongong need for captal nvestment n BAS scence equpment and nfrastructure and ths s ncreasng as the assets age. For the comng fnancal year BAS has an extensve captal programme that wll requre close montorng to ensure that projects are completed on tme. A formal approval process s mantaned for all captal nvestment actvty and optons. Captal fundng has become much more accessble to BAS over the last two years as the Government has reversed ts ntal decson to cut scence captal expendture by 50%. Ths has enabled BAS to mantan and enhance ts asset base and there s a healthy captal plan n place for the next two years Large facltes replacement. The three-year lfe extenson for the James Clark Ross s expected to be completed n 2015/16. Crtcal future projects for BAS nclude the new polar research vessel due for completon n 2019/20 and the refurbshment of Rothera Prcng gudance. Specal arrangements contnue to apply to certan fundng schemes such as EU grants whlst others nvolve a judgement wthn the overall Treasury accountng gudelnes. Advce should be sought from the Fnance Department when requred. 19. Informaton management 19.1 The BAS Informaton Strategy Commttee sets the strategc drecton for nformaton n BAS and provdes nformaton governance, ncludng rsk, securty and complance. It ensures that all BAS data and nformaton assets are managed effectvely and fully exploted. BAS s commtted to mplementng the NERC Scence Informaton Strategy and wll contnue to play a key role n the mplementaton team. BAS wll contnue to mprove the securty and accessblty of the data n lne wth the NERC Data Polcy, developng nnovatve ways to collect, transfer, curate and vsualse data BAS gves ts full support to NERC-wde nformaton management ntatves and wll contnue to encourage the uptake of Share. In Aprl 2014, the Resource Management System (RMS) upgrade was mplemented n all NERC centres. 20. Innovaton and Impact BAS wll contnue to work wth NERC and the HEI sector to undertake polar scence that, n addton to buldng on the body of nternatonal scentfc knowledge, helps Government and busness sectors to use envronmental scence to shape polcy decsons, accelerate economc growth and manage the natural envronmental responsbly. BAS wll work towards the development of research and nnovaton partnershps and collaboratons that meet the needs of Government departments, scence communtes, busness sectors and wder socety. The new Innovaton Centre, a focal pont for appled collaboratve research, and the appontment of a new Drector of Innovaton, wll be key to forgng new relatonshps wth unverstes, ntatng an enterprse culture and sklls that wll boost the commercalsaton of research products and servces. BAS wll contnue to play an actve role n the NERC Knowledge Exchange Network. 21. Communcatons and engagement Scence and Socety Explanng research outcomes and promotng the economc and socetal benefts of BAS research are core components of BAS scence communcaton and publc engagement campagns. Buldng publc confdence n research and nsprng the next generaton are key objectves for the Communcatons Team. Campagns to delver stakeholder and publc engagement through meda relatons, events, partnershp-workng wth museums, scence centres and others sharng common goals are created, delvered and evaluated. Full detals are avalable n the BAS Communcatons and Engagement Strategy ( Dgtal communcaton strategy. BAS wll use dgtal communcatons channels to engage wth a wde range of stakeholders wthn Government departments, busness organsatons, members of the publc, NGOs, staff, teachers and students. The frst phases of the ntranet development project wll be completed n 2014, wth the objectves of stmulatng employee engagement, enhancng nternal communcaton and creatng a sngle defntve source for accurate and useful nformaton for BAS staff, and facltatng nformaton exchange between BAS and NERC communtes. The publc-facng webste wll undergo a major re-development n 2014/15 to optmse latest web technologes for effectve content management and ste structure. Our ambton s to enable clear and concse communcaton and translaton of BAS research and operatons n a way that wll acheve greater mpact wth specfc target audences. 22. Management of externally-funded projects BAS manages a number of externally funded actvtes, the man ones of whch are the NERC Arctc Staton, KEP Staton on South Georga, the management of the Arctc Research Programme (ARP), and the West Antarctc Ice Sheet programme (STAR). A fundamental prncple s that all external arrangements wth a call on BAS resources are codfed through a Servce Level Agreement, Memorandum of Understandng or Letter of Understandng. 23. Addtonal mandatory requrements 23.1 Internatonal Safety Management (ISM). ISM s an nternatonal martme safety standard that all shp operators must meet. BAS Cambrdge, the JCR and the ES have acheved contnuous accredtaton snce The Martme and Coastguard Agency (MCA) audts BAS Cambrdge annually and the shps every two-and-a-half years. These audts also cover the Internatonal Shps and Ports Securty Code (ISPS). BAS s assstng the MCA and FCO wth expert techncal advce regardng the nternatonal dscussons on the proposed Polar Shppng Code Arcraft regulaton. BAS fully meets the requrements of Ar Safety Support Internatonal (ASSI), whch assumed regulatory authorty for the arworthness of the Survey s arcraft n September Antarctc permts. All UK actvtes n Antarctca are regulated by FCO permts under the Antarctc Act Ths requres the approval of all UK scence actvtes, ncludng permsson for sgnfcant changes such as major new scence projects and logstcal actvtes. All plannng for scence projects and programmes and ther support must satsfy the permttng regulatons. The BAS Drector s an authorsed sgnatory under the Act on behalf of the Secretary of State and one of BAS s roles s to provde advce to all UK scence projects regulated by the Act South Georga permts. The Government of South Georga and the South Sandwch Islands (GSGSSI) has a permttng regme smlar to that used for Antarctca. 16

17 23.5 Rsk management. NERC has a rsk management polcy and a rsk strategy to meet HMG Treasury corporate governance requrements. The purpose s to ensure that organsatons dentfy, evaluate and manage ther key rsks. The Board member for Corporate Servces s the BAS Rsk Manager, and the rsk regster s on the BAS Intranet ( busplan/rsk-regster.pdf). All BAS Board papers nclude a mandatory assessment of the rsk mplcatons. BAS also nputs nto the NERC rsk assessment process Busness Contnuty Management. The BAS Incdent Plan s the Survey s prmary Busness Contnuty Management (BCM) mechansm to meet NERC-wde corporate governance requrements. The Plan provdes a flexble response to unexpected events that are not covered by standard management practces for busness nterrupton, such as system redundancy and the off-ste back up of data. The Board revews ts BCM poston annually Research Councls Shared Servces. Responsblty for BAS Fnance and Human Resource admnstratve transactons transferred to the UK Shared Busness Servces (SBS) on 1st Aprl 2010; formal responsblty for strategc procurement transferred to the SBS on 1st Aprl The SBS was orgnally establshed (and owned) by the seven Research Councls wth the vson of provdng shared admnstratve servces to the Councls. Ownershp has now transferred to the Government department for Busness, Innovaton, and Sklls (BIS) and the customer base has expanded to take n some BIS departments. Further expanson plans are n place and the ablty of BAS to drve busness crtcal changes wthn the SBS are now neglgble. However, care has been taken throughout to retan wthn BAS the resources and expertse necessary to mantan Antarctc-specfc admnstratve functons, such as support of the Antarctc Employment Pool and Personal Accounts. Plannng assumptons 24.1 BAS plannng reflects NERC s emergng strategy for 2014 and ts Delvery Plan NERC Strategy. Plannng s based on the defnng characterstcs of NERC Research Centres, whch are to provde wthn NERC s msson and scence strategy: Excellent scentfc research, montorng and survey not obtanable elsewhere wthn the UK at compettve qualty, tmelness and cost An ntegrated, well-managed natonal capablty to provde relable and ndependent advce to Government and other nterested organsatons A focus for nternatonal co-operaton; for technology expensve projects; and for co-ordnatng dstrbuted major programmes solvng complex scentfc problems The term natonal capablty covers the development and mantenance of traned staff, enablng nfrastructure, data gatherng, and management and delvery Costng prncple. Costngs are based on approved requrements and levels of servce. New requrements are not to be funded wthout approprate pror approval. Unplanned non-pay nflaton has to be managed n year except where there s unavodable cost growth Staff numbers. The Plan takes nto account the prevous redundancy exercses and any other known changes to staffng levels consequental of assumptons regardng ncome and expendture. Future actual staff level changes wll be dependent upon the actual future fnancal poston. Costngs n the fnancal tables reflect salary projectons Scence. Costngs reflect the approved Polar Scence for Planet Earth programmes, longterm montorng and survey and well-found laboratory support for delverng Polar Scence for Planet Earth Cambrdge facltes. Mantenance (and assocated expendture) from 2014 onwards has been costed on the long-term assumpton that the BAS Cambrdge ste wll be mantaned n accordance wth NERC Estate Management standards, the recommendatons of perodc condton surveys and n conformty wth exstng and antcpated safety, fre and securty regulatons Research statons. Support for Brd Island, Halley VI, KEP, Rothera and Sgny s planned on the assumpton of a long-term presence. The KEP staton s governed by the MOU wth the FCO and GSGSSI. 18 24.8 South Georga. GSGSSI and BAS have agreed that scentfc feldwork can be undertaken across South Georga, not just at KEP and Brd Island Shps. Expendture plans for the JCR and ES are based on mantenance n class wth the respectve Classfcaton Socetes (Lloyds Regster and DNV). Mantenance and reft assumes an annual average of 315 operatonal days for each shp. The lfe extenson of the JCR s not expected to take the vessel out of servce for an extended perod as the work s to be completed n stages over the next two years, followng the frst successful phase n RRS James Clark Ross owned by NERC wth crca 160 scence days/ year n the Antarctc and 60 scence days/year n the Arctc RRS Ernest Shackleton bare boat charter from the owners, GC Reber, untl 2014 wth an extenson of up to 2019, wth crca 130 days/year n the Antarctc. GC Reber have exercsed ther opton to tme charter the ES for The ES s typcally avalable for charter for up to 180 days/year Arcraft. Plans for the mantenance of the Survey s arcraft are n accordance wth the schedules lad down by Ar Safety Support Internatonal (ASSI) to the standards requred for a Corporate Operator s Category Certfcate of Arworthness. The operatonal hours of the arcraft are assumed to be: Twn Otters untl 2016, wth an overall potental of 1660hrs/yr for feld operatons per season DHC-7 untl 2016, wth an average of 450hrs/yr for feld operatons and 19 nternatonal flghts to/from Antarctca per year Dorner 228 untl 2015, wth an overall potental of 350hrs/yr for nternatonal feld operatons per year, outsde of Antarctca Note that the assumptons above exclude moblsaton/demoblsaton flyng tme between Canada and Punta Arenas. Where BAS arcraft are requred for survey work outsde of Antarctca t must costed at full cost and charged to the relevant project Kng Edward Pont. Fundng of KEP s through an MOU wth the FCO and GSGSSI and s rng-fenced. Core scence money s not used to fund the project (nor vce versa). The BAS presence s assumed to be long term Vehcles. Expendture plans are based on mantanng a vehcle fleet to meet the needs of the approved feld programme and specfc staton requrements Health and Safety. General nfrastructure and project expendture plans take nto account the health and safety of the Survey s staff and known and antcpated UK and EU legslaton, qualfed only by the practcaltes of mplementaton n Antarctca Envronment and waste management. Captal and recurrent expendture plans are based on the UK s oblgatons under the Protocol on Envronmental Protecton to the Antarctc Treaty and 1994 Antarctc Act (condtons attachng to permts ssued by FCO) Informaton and technology support.
