1 Bankers Institute of Rural Development, Lucknow Invitation of Applications for the Empanelment of Faculty on Contract Bankers Institute of Rural Development (BIRD), Lucknow is a an autonomous institution (Registered under Societies Act, 1860) promoted by National Bank for Agriculture and Rural Development (NABARD) in 1983 for undertaking training, research and consultancy in the area of agricultural and rural development banking. With the increasing need for conduct of programmes in specific areas of rural development banking, particularly for Co-operative Banks and RRBs, BIRD invites applications from retired/experienced senior officers of Banks, other financial institutions and academia for empanelment of faculty on contract. The detailed terms and conditions of engagement are furnished as under: a) Overall Job Profile of the Faculty on contract Assessment of Training Needs of Clients Design of Training Programmes Marketing of Training Programmes Provide faculty support in specific subjects including pre and post training activities and evaluation of Training programmes Coordinating and conducting training/ seminars/ studies Associating with studies conducted by BIRD Evaluation of study reports/research papers/case studies/success stories for publication and circulation Developing course content for e-modules Identification of National and International Level agencies for having collaboration for conduct of training programmes / seminars / workshops etc. Any other work related to the institute The list is indicative and not exhaustive. The Faculty on contract, shall work under the administrative control and overall direction of Director, BIRD, Lucknow or an officer designated by Director. 1
2 2. Categories of Faculty on contract On the basis of duration of engagement, the Faculty on contract shall be categorized as under: 1. Short Term/ project-specific Faculty on contract (upto 30 days engagement) This contract will be used mainly for specific assignments/projects/training programmes in which the content and duration of the services and the required output of the faculty on contract, are clearly defined. The contract will clearly mention the Terms of Reference (ToR) for that assignment and once accepted, the ToR shall be respected and maintained by both parties 2. Medium term Faculty on contract (more than one month and up to maximum one year) This contract will be appropriate when the scope of functions require relatively longer periods of engagement when compared to Short Term Consultancy like conduct of study, consultancy assignment, design and delivery of new training programmes, etc. 3. Long Term:- Faculty on contract (more than one year) This contract is applicable when services are normally not available as and when required and there is a need to secure their availability through a first right by paying a retainership fee over a specified period mutually agreed upon depending on the assignment(s). This type of arrangement may be required in the specialized and emerging areas of climate change, supervision, investment & risk management, digital payments, etc. NOTE:- a. For Medium Term and Long Term, the contract shall be terminated by one month's notice by either party. The notice period will be extended by the number of working days, if any, during which faculty on contract may be absent / on leave during the notice period. In case of shortfall in the notice period on faculty on contract s part, Consolidated 2
3 Monthly Remuneration proportionate to the shortfall in the notice period shall be payable by / recoverable from Consultant by way of Compensation to BIRD. Depending upon availability, housing accommodation/single Room Accommodation (SRA)/hostel room can be provided subject to recovery of rent/charges fixed for the purpose. b. Since the assignment will be given full term for medium and long term consultants, they shall not take up any part time employment or assignments elsewhere or do any business during the period of contract with BIRD. Their engagement shall automatically be terminated if they join any other organization without giving prior information. In such an event, BIRD shall have the right to claim compensation / damages, if any, as it may deem fit. However, with mutual agreement, he/she can take-up some work for a period within the assignment if it is not interfering in our work, but she/he will not get any remuneration during that period and he/she will not be entitled for any travelling expenses on account of such assignment. c. Renewal of Contract: If all other conditions are acceptable to both the parties, the Contract can be renewed for further period (subject to maximum age of 65 at the completion). 3. Qualifications a) Eligibility Qualification:- The applicant shall be holding at least a graduate degree. Higher qualifications such as CAIIB/Post-graduate/M Phil/PhD in the relevant subject (as indicated in the desirable qualifications) shall be preferred. Further, the applicant must be conversant with the computer/ projector/ multimedia tools and other state of the art methods of teaching. b) Desirable Qualifications:- Experience in the field of risk management, information technology (IT), asset liability management, NPA & recovery 3
4 management, credit appraisal of Agriculture, Climate change, MSME sector, Microfinance and Financial Inclusion, Agriculture, HR, investment / treasury management, Government sponsored programmes/schemes. Experience as faculty member in training institution/ educational institution will be an added advantage. 4. Age Limit There would be no minimum stipulation for age. However, the maximum age limit would be fixed in such a manner so that by the end of assignment his/her age does not cross 65 years. For example, if the assignment is for 1 year, the maximum age could be 64 years. 5. Place of Work: The place of work will be as under: Bankers Institute of Rural Development (BIRD), Sector-H, LDA Colony, Kanpur Road, Lucknow (Uttar Pradesh). However, the faculty on contract may have to work at some other place(s) at the time of requirement on studies / consultancies and on-location programmes. 6. Compensation and other perquisites The professional fee to be paid to the faculty on contract will be either worked out on a lump sum basis depending on the assignments or per day basis. The remuneration package of the consultants will consist of the professional fees plus perquisites. The structure shall be finalised by the Director, BIRD. Broadly, the compensation for retired Government officials will be worked out on the basis of the last pay drawn less pension of corresponding category of officers. For other eligible persons with requisite experience and expertise, the above criteria shall be guiding but not limiting factor. 4

Other Conditions: a) All documents/ testimonials in original will have to be produced at the time of interview. b) No travelling allowance will be paid for attending the interview. c) Depending upon the requirement, BIRD shall reserve the right to cancel/restrict/curtail/enlarge the panel of selected candidates or the recruitment process or to extend the validity period of panel, if need so arises, without any further notice and without assigning any reason thereof. d) Contract appointee shall have no right or claim for any regular appointment in BIRD. e) BIRD shall have the right to change / modify / alter any or all the provisions set out above. f) In all matters regarding selection, BIRD s decision shall be final and binding on the candidates and no correspondence shall be entertained in this regard even from any ineligible and non-selected candidates. 8. Selection Procedure: The shortlisted candidates will be asked to appear for interviews for empanelment. 9.
