ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Technical Services Manager Titles of Positions which report to the Principal Engineer are: Contract Coordinator - Street Lighting Contract Coordinator - Street Furniture Senior Engineer Electrical and Furniture Assets Contractors for which this position is responsible: Various public domain lighting, street pole maintenance and street furniture contractors report to this position on a day-to-day basis. 3. PRIMARY PURPOSE OF POSITION To provide high level contract management expertise in regards to street furniture and public domain lighting. To deliver street furniture and public domain lighting services that meet the standards demanded by City residents, visitors and workers. To develop, implement and manage effective street furniture and public domain lighting inspection and servicing arrangements. To provide high level budget management skills in regards to the City s street furniture and public domain lighting schemes. Provide expert technical advice concerning all aspects of public domain lighting and street furniture. To proactively manage all contracts associated with street furniture and public lighting, including but not limited to agreements with telecommunications carriers for microcells attached to Smartpoles. 4. POSITION OBJECTIVES The major objectives to be achieved by the Principal Engineer are; Title: Principal Engineer, Electrical and Furniture Assets Date: 15 September 2017 Page 1

2 To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. Effectively manage the City s street furniture and public domain lighting portfolio which includes, but is not limited to, in excess of: o 5,000 City owned pedestrian lighting schemes, o 1,700 Smartpoles, o 310 bus shelters, o 150 phone booths, and o 9 Automated Public Toilets. Research, develop and implement street furniture and public domain lighting strategies, projects and policies to enhance the public domain of the City. Develop, implement and manage street furniture and public domain lighting service delivery agreements with Energy Australia, external contractors and internal staff. Assist in developing license agreements for communication microcells attached to Smartpoles and effectively manage those agreements. Ensure effective inspection, maintenance and servicing of the City s street furniture and lighting schemes, including Smartpoles. Develop and maintain a five year rolling program of street furniture and public domain lighting upgrade/improvement works. Effectively manage the City s street furniture and public domain lighting budgets including all income associated with advertising panels and communication microcells. 5. POSITION ACCOUNTABILITIES Regularly consult with staff and/or contractors on matters likely to affect the work of the individual / team / section or unit. Responsible for fostering an environment in which empowerment and consultation are the norm. Ensure that all staff and /or contractors are aware of and comply with all relevant policies and procedures. Regularly consult with staff in relation to developing training plans, performance management and skill development to ensure optimal performance levels are obtained. Develop street furniture and public domain lighting strategies, projects and policies that incorporate community safety, energy efficiency, green house gas emissions, maintenance considerations and life cycle costing. Ensure new public domain lighting works comply with all current standards, policies and procedures. Develop and manage service delivery arrangements for street furniture and public domain lighting systems. Arrange for preparation of designs and associated technical reports as required. Arrange for preparation of briefs for technical consultancies, oversee engagement, examine submissions and make recommendations on the results. 3 Effectively and efficiently manage the budgets for City street furniture, public domain lighting and associated infrastructure, including preparation of annual budgets, accurate and timely reporting of budget performance; and ensuring actual income and expenditure is within approved budgets. Forecast budget requirements using current information and trends. Develop and maintain a five year rolling works program of street furniture and lighting upgrades based on community demand, service levels and safety considerations. Liaise with key staff regarding the development of future works programs, status of current works, State and Federal Grant programs, and contract unit rates etc. Prepare financial and operational reports as required. Coordinate the calling of tenders, evaluating submissions and preparation of reports recommending appointment of Contractors. Undertake other duties as may be required from time to time by the position supervisor. Provide professional advice to internal and external customers, in a manner that is timely, accurate, and complete and demonstrates good judgment. Advise and mentor less experience staff. Produce technical outputs on time and budget, supported by project management and monitoring, and in accordance with agreed targets. Provide quality customer service, in accordance with the City s KPI s that are timely, courteous to the customer. Commitment to going professional development. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. 5 All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. The position has a significant degree of autonomy in developing strategies, programs, policies, service delivery arrangements and managing contracts for street furniture, public domain lighting and associated infrastructure. Matters which have a significant effect on the strategic or policy direction of the Unit, Unit budgets or the City s statutory or financial reporting obligations are to be developed and discussed with the Technical Services Manager. The position manages budgets estimated at over $7,000,000 pa. 9. SELECTION CRITERIA Essential Criteria Tertiary qualifications in Engineering, Contract Administration or a related field. Significant experience in development and implementation of service level agreements. Extensive experience in project management through the development and implementation of project plans and programs. Extensive experience in dealing with urgent day-to-day deliverables Demonstrated performance in Contract management including writing of briefs. Demonstrated financial management skills. Demonstrated understanding of public domain lighting principles. Advanced problem solving and decision making skills. Highly developed oral and written communication skills, leadership skills, interpersonal skills and negotiation skills. Desirable Criteria Demonstrated experience or qualifications in the field of Electrical Engineering. Demonstrated knowledge of the functions, obligations and operations of Local Government.
