1 JUDICIAL COUNCIL OF CALIFORNIA 455 Golden Gate Avenue San Francisco, California Telecommunications Device for the Deaf Web site: EMPLOYMENT OPPORTUNITY JOB TITLE: PRINCIPAL MANAGER 1 ADVERTISING TITLE: LOCATION: PRINCIPAL MANAGER (LABOR & EMPLOYEE RELATIONS) SAN FRANCISCO, CA JOB OPENING: 4406 OVERVIEW The Judicial Council of California s Human Resources office provides timely, responsive, and professional Human Resource management services reflecting best practices to California Judicial Branch employees and Judicial Officers, with the overarching goal of developing the California Judicial Branch as an employer of choice. The Human Resources Office is seeking to fill the position of Principal Manager 1. Under the direction of the Human Resources Director, the Principal Manager 1 will provide expert lead direction for professional staff of the Labor and Employee Relations and Training and Development. Responsibilities include day-to-day operations, program planning, and budgeting of the unit, in addition to the management of staff. The Principal Manager 1 will also be responsible for independently performing a full range of complex and often highly sensitive analytical and consultative work on variety of special projects assigned by the Director of HR. This is a high profile position requiring the ability to establish and maintain effective working relationships with judges, executives, and a diverse cross-section of professionals. RESPONSIBILITIES Provide high-level guidance and support to the Executive Office, Judicial Council staff, and other stakeholders on policy related matters. Provide leadership and guidance to Judicial Council staff in Labor and Employee Relations, Training and Development, and Workers Comp/Integrated Disability Management program areas. Plan, organize, assign, review and evaluate the work of the staff for assigned units. Provide advice and guidance regarding the development and/or application of personnel policies for Judicial Council staff, the trial courts, appellate courts, Habeas Corpus Resource Center, and the Commission on Judicial Performance, to ensure consistent interpretation and application of policies and procedures across the Branch, as well as adherence to government mandated regulations. Respond to questions and inquiries regarding policy interpretation. Review policy issues for potential impact and determine whether current policies need to be amended. Oversee the administration of the Telecommute Policy and program for Judicial Council staff. Provide input and feedback to the Executive Office regarding the programs and propose new strategies for improvements, as needed.
2 Provide leadership to staff in providing support to the trial courts and the Judicial Council, regarding employee relations matters. Confer with and advise managers and supervisors regarding matters involving employee discipline. Oversee the staff assigned to conduct investigations. Review and respond to complaints of discrimination, retaliation, harassment, or general disputes between co-workers. Advise and guide supervisors on performance management policy and program. Provide oversight of the Judicial Council s performance management policy and program. Provide high-level oversight and management of staff in providing labor relations assistance to the trial courts. Guide and direct staff who serve as lead negotiators or consultants in collective bargaining. Advise on contract administration, interpretation and compliance, and strike preparation. Provide expert guidance in responding to unfair practice charges and grievances. Assist trial courts in coordination with Legal Services in responding to highly visible or litigious labor related issues. Guide and mentor staff responsible for training and development programs, both for Judicial Council staff and for court staff on labor relations topics. Collaborate with Judicial Council office leadership to assess training needs for Judicial Council staff and ensure that appropriate courses are being offered. Oversee the design, development, and delivery of variety of staff development courses. Provide direction to staff in preparation for state-wide academies, forums, regional meetings, and other labor and employment training and informational events. Responsible for the selection, training, professional development, and discipline of new and incumbent employees and supervisors. Create performance and development plans for employees, conduct periodic discussions about progress on performance and development plans, and prepare written performance reviews. Participate in the development and implementation of goals, objectives, policies and procedures for the Human Resources office. Provide leadership in the development and oversight of human resources programs. Ensure that priorities support effective and efficient delivery of HR service to the entire branch. WORKING CONDITIONS Work occasional evening and weekend hours. Required to travel statewide as necessary. QUALIFICATIONS Minimum Qualifications EDUCATION AND EXPERIENCE Bachelor s degree and seven (7) years of professional-level analytical or managerial experience in labor and employee relations, including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of increasingly responsible management experience. Additional directly related experience and/or education may be substituted on a year for-year basis. Desirable Qualifications Ability to provide leadership and management oversight to various human resources functions, such as: Labor and Union Negotiations; Employee Relations;
3 Integrated Disability Management; Workers Compensation; Policies and Procedures; Human Resources educational programs; Leadership experience working with unions; Experience in design and delivery of training to managers, supervisors, and non-supervisory staff; Ability to communicate effectively with executive level staff of the judicial branch and executive branch agencies; Strong interpersonal and mentoring skills, in order to promote teamwork and communication in support of programs and initiatives advanced by the Judicial Council; Strong understanding of employment law; Ability to develop and implement high level change management initiatives; Ability to effectively represent Human Resources and the Director internally and externally. KNOWLEDGE OF Applicable federal, state, and local laws, codes, regulations, and/or ordinances; Managerial and supervisory principles; Principles, practices, and methods of assigned function(s) and/or unit(s); Principles, practices, and methods of public and business administration; Principles, practices, and methods of the administration of justice; Principles, practice, and methods of program administration and management; Principles, practices, and methods of budgeting, procurement, and human resource management; Principles and practices of strategic planning; Conflict resolution and negotiation strategies; Principles of, and techniques for, preparing and delivering effective oral presentations; Safe working practices, procedures, and regulations, as assigned; Contract administration and service evaluation, as assigned; Applicable work rules and policies; and Applicable business equipment and desktop applications. SKILL IN Managing the interpretation and application of applicable laws, regulations, and standards; Managing, supervising, evaluating, and motivating staff; Strategic planning and the implementation of organization-wide policy objectives and directives into unit operations; Managing the development and implementation of goals, objectives, policies, procedures, and work standards; Managing standards and quality assurance; Providing mediation, negotiation and conflict resolution; Effectively collaborating with others; Exercising business and political acumen; Exercising confidentiality; Utilizing a computer, relevant software applications, and/or other equipment as assigned; and Effectively communicating and maintaining effective working relationships with colleagues, customers, and the public.
