2 PURPOSE OF THE POSITION Reporting to the Chief Executive Officer, the Education Manager advises Matawa First Nations Management, Matawa First Nations political leadership, and Matawa First Nations Education Authorities on matters related to education, early learning, elementary, secondary, post-secondary levels and the Matawa Learning Centre. The Education Manager will facilitate meetings of the Matawa Regional Advisory Committee on Education, which will be a primary vehicle for on-going communication with the Matawa member First Nations in matters related to education. The Education Manager is also responsible for the management and administration of the Education d epartment and the Matawa Learning Centre, including budgeting, planning and supervision of all personnel. SCOPE A major responsibility of the Education Manager is to provide advice to the Matawa leadership and the Matawa Regional Committee on Education. The Education Manager will also provide advice to Matawa First Nations Management and work with other managers to ensure their understanding and awareness of education-related programs, concerns and issues in the Matawa member First Nations. The Education Manager will develop regional approaches to address current and future educational needs and concerns, based on direction from Matawa leadership and the Matawa Regional Committee on Education. Working with the Regional Advisory Committee on Education, the Education Manager will develop and implement a regional strategy on education and monitor and evaluate the strategy on a regular basis, with regular reporting to the Matawa Board of Directors and the Matawa Chiefs in Assembly. The Education Manager will be representing Matawa on various local, regional, provincial and national committees; the Education Manager will provide input and obtain information related to current education practices and education initiatives originating in various government departments or organizations. Information will be reviewed, shared and advice provided to Matawa First Nations Management; the Matawa leadership and/or the Matawa Regional Advisory Committee on Education. As a manager within the organization, the Education Manager is responsible for the preparation of all proposals, budgets, work plans, quality assurance and reports for the Education Department including the Matawa Learning Centre. In addition, the Education Manager will ensure department staff read, understand and accept all MFNM Policies and Procedures, and will supervise and evaluate department staff as per Matawa personnel and financial policies and procedures. The Manager will manage the day-to-day operations of the Education Department and the Matawa Learning Centre. Note: all references to Education Department include the Matawa Learning Centre.
3 RESPONSIBILITIES 1. Planning Develop and implement annual work plans and related budgets for the Matawa Education department and its various programs and initiatives Review the Matawa Regional Strategic Plan for Education on an annual bases and revise when required, with input and advice from the Matawa Regional Advisory Committee on Education Assist with the preparation of Education Department annual and long-range plans, and related implementation strategies for Matawa First Nations Management Coordinate and facilitate Education meetings with various stakeholders, including the Matawa Regional Advisory Committee on Education 2. Organizing Monitor the Education Department work plan, activities and financial revenues and expenditures on a monthly, quarterly and annual basis Adjust work plan activities and financial revenues and expenditures as required Assign duties to department staff to ensure completion of identified work plan activities in a financially efficient and effective manner Oversee maintenance and replacement of Education department inventory, including furnishings, resources, computers, IT devices and office equipment Implement and monitor MFNM s Quality Management System to ensure quality assurance, and that all ISO 9001 requirements are met within the Education Department 3. Staff Supervision Provide leadership and supervision to Education Department staff to ensure consistent, high levels of job performance Supervise and monitor day-to-day duties and activities of Education Department staff Assign staff as necessary to ensure completion of special projects in a timely manner Recruit and provide recommendations to the CEO for hiring of new or replacement staff within the Education Department when required Review and revise job descriptions for Education Department positions as required under the MFNM Human Resources Policy and Quality Assurance Conduct performance reviews of all Education Department staff on an annual
4 basis, or as required under the Matawa Human Resources Policy and Quality Assurance 4. Controlling/Monitoring Monitor activities and of the Matawa Education Department programs and initiatives, and take corrective action when necessary to ensure the efficient and effective use of financial and human resources and capital assets within the Education Department Review financial statements for the Matawa Education Department programs on a monthly basis and provide any feedback to the Finance Department when required 5. Reporting Work with other internal departments to ensure reporting deadlines and requirements are met Prepare and provide reports for funding agencies for funding received to support the Education Department programs and activities Prepare and present reports as required to the Chief Executive Officer, Matawa Board of Directors, and Matawa Chiefs in Assembly Prepare and present reports to the Matawa Regional Advisory Committee on Education as part of their regular meeting agenda Provide general updates where appropriate to other external agencies 6. Matawa Learning Centre (MLC) Supervising and overseeing all operations of the MLC Ensuring all government policy and legislation are adhered to Ensuring MFNM s QMS is implemented throughout MLC s operations and records Supervision of the Principal including performance evaluation Work cooperatively with the Principal on MLC personnel (i.e. teachers) including supervision and performance appraisals Ensuring all personnel secure and maintain proper certification Ensuring student records are maintained as per legislated policy Ensure MLC has proper resources for high performance and productivity (i.e. personnel, IT and facilities). Develop, implement, monitor and evaluate strategic planning for the MLC in conjunction with the Principal, personnel and the Advisory Council
5 7. Quality Management System (QMS) : Adhere to, implement, review and improve Matawa First Nations Management's Quality Management Systems as it relates to all duties and the department and the ISO 9001 standard for Quality Management. 8. Perform other related duties as required
6 KNOWLEDGE, SKILLS AND ABILITIES Knowledge Comprehensive knowledge of various educational systems Knowledge of current educational programming for First Nation members Understanding of federal, provincial and First Nation education policies, legislation and jurisdictions Knowledge of member First Nation Governments, cultures and life styles Understanding of MFNM and organizational operations including work planning, budgeting and other processes Knowledge of quality assurance (quality management systems) and ISO 9001 Knowledge of human resource and finance management and supervision Knowledge of Ojibway considered an asset Skills Minimum of a Bachelor of Education or Bachelor of Administration with at least 5 years of management experience in the Education Field Experience as a Principal would be an asset Superior communication skills (verbal and written) Superior presentation, negotiating, research and analytical skills Demonstrated advanced interpersonal skills Superior administrative and supervisory skills Demonstrated ability to achieve results through a consultative and strategic approaches Ability to work effectively with First Nations partners and external organizations to meet project and department deadlines and objectives; Ability to work effectively with other staff, administration, government and First Nations organizations Ability to resolve conflicts and disputes in an effective and efficient manner Demonstrated ability to solve problems in a variety of contexts and with various stakeholders Experience with computer systems and related office equipment (Microsoft Office, PC and Apple/Mac environments) Valid Ontario driver's license Personal Attributes Strategic Thinking is Critical and task- and results-oriented Respect for individuals, and for differing points of view and opinions Demonstrated positive and effective leadership Maintain confidentiality and have sound ethical and political judgment Reliable, honest and consistent Willing to travel as required
7 WORKING CONDITIONS Physical Demands The Education Manager will travel throughout the region (northern Ontario) in all weather. She or he may have to lift, carry and manage equipment and supplies. The Education Manager may have to work odd or long hours at a time to complete special requests or projects. The Education Manager may have to spend long hours sitting and using office equipment, computers and attending meetings. Environmental Conditions The Matawa Building and satellite offices are busy facilities. The Education Manager may have to manage a number of people and projects at one time, and may be interrupted frequently to meet the needs and requests of member First Nation leaders and community members. The Education Manager may find the environment to be busy, noisy and will need excellent organizational and time- and stress-management skills to complete the required tasks. Sensory Demands Sensory demands can include reading and use of the computer which may cause eye strain and occasional headaches. The office environment may be noisy and busy making it difficult for the Manager to concentrate. Mental Demands The Education Manager will have to manage a number of requests and projects at one time, and must be aware of all Tribal Council business in the community and all relevant legislation, policies and procedures. She or he will have to complete a number of tasks and responsibilities at one time, and must be prepared to deal with emergencies and stressful situations at any time.
