1 ASSISTANT DIRECTOR OF CONSTRUCTION MANAGEMENT THE CONSTRUCTION MANAGEMENT DIVISION The Construction Management Division is responsible for providing project management, inspection, contract administration, and labor compliance services on all construction projects. The division is also responsible for developing and managing construction schedules and budgets, ensuring quality standards compliance, identifying and assessing project construction issues and risk, performing constructability reviews, and providing technical expertise on construction related issues throughout the project lifecycle. THE POSITION PROFILE Under limited direction of the Director of Construction Management, the Assistant Director of Construction Management leads and directs the construction management of all Port construction projects, including construction project management, inspection, survey, materials testing and administrative support. EXAMPLE OF DUTIES Provides leadership and direction for the Construction Management Division; direction on largescale capital improvement and maintenance projects performed by the Port: assists with management oversight of the construction project management, inspection, materials testing and related administrative activities for the Port Provides direct and indirect supervision of all Construction Management Division staff in performing their daily responsibilities; interviews and recommends employees for hire; trains, coaches and mentors staff; evaluates employee performance, prepares annual performance reviews and provides coaching for performance improvement; takes disciplinary action to address performance or other deficiencies. Occupies the number two position in the Division and assumes the responsibilities for the Division in the absence of the Director. Assists the Director of Construction Management with managing the division: establishes staff work schedules; plans and allocates office space for staff; assists in the preparation of the division s annual personnel and non-personnel budgets; oversees resource planning and management; establishes, adopts, enforces and implements the division s policies and procedures; advises Director on staffing and operational protocol issues; works with Director to develop strategic plans; incorporates best management practices and technologies; evaluates the performance of the Division including future incorporation of the latest engineering technologies.

2 Directs employees who oversee the administration of on-call construction contracts including approving task orders and tracking contract cost to verify compliance with budget. Oversees the administration of consultant contracts; prepares Requests For Proposal (RFPs) and Requests for Statements of Qualifications (RSOQs) for the purpose of hiring consultants to complete assigned projects; reviews statements of qualification; prepares short-list of most qualified firms; conducts interviews of the short-listed consultants as part of a panel and chooses consultants; negotiates fees and oversees Port's project team; administers consultant contracts; reviews and validates consultant invoices; controls scope, schedule, cost and terms. Prepares and presents technical presentations to industry leaders, groups, and at engineering conferences; prepares and presents non-technical presentations to the Board of Harbor Commissioners to describe requests contained in the Board Memoranda; gives project presentations to local community groups. Represents Director in his/her absence as requested at senior staff meetings, Board of Harbor Commissioner Meetings or for other queries from senior Port staff; signs correspondence, invoices and other documents as needed. Assists in the planning, supervising and allocation of the Construction Management Division resources and annual budget. CANDIDATE PROFILE The preferred candidate for this position should be an exceptional leader within the Construction Management industry who has successfully managed public-sector projects and is capable of organizing and directing the services and functions of the Construction Management Division. The Assistant Director is expected to have strong leadership, an effective management style, and must be a problemsolver. S/he must be committed to the development of a strong client/customer service ethic, responsive to organizational needs and be flexible, innovative and forward thinking. S/he must be politically savvy and have exceptional public speaking and presentation skills. The successful candidate must be an individual with exceptional verbal and written communication skills who can work effectively with Port stakeholders, including the Board of Harbor Commissioners, senior management, Port staff, tenants, and the community. S/he must have the ability to develop and inspire successful teams of professional staff members from diverse backgrounds. S/he must be able to work collaboratively to achieve desired results and convey superior professional standards and unyielding integrity. S/he must be comfortable working in a deadline-driven and demanding environment.

3 EDUCATION, KNOWLEDGE & EXPERIENCE Requirements for the position include: Education: Experience: A minimum of a Bachelor s degree in Engineering (preferably in Civil Engineering) from an accredited four-year college is required. Must be a registered Professional Civil Engineer in the State of California. A Master s degree or advanced coursework in the above related discipline or management is preferred. Professional Certifications: (Project Management Professional (PMP), Certified Construction Manager (CCM), Leadership in Energy and Environmental Design (LEED) or other certificates in construction management with an emphasis in contracts, scheduling, estimating and claims resolution/avoidance are desirable. Approximately seven to ten years of progressively challenging Construction Management experience in the field of engineering, at least five years supervising staff, including two years in a key management role, and two years of experience working with Port or related Public Works projects of similar scale and complexity is required. This qualifying experience must have been attained after successful graduation from a four year accredited college with a Bachelor's degree, in preferably in Civil Engineering. Position requires the ability to: Exercise broad independent judgment and act to resolve technical and administrative conflicts that may arise within the Division. Demonstrate leadership skills that include maturity and vision, and the ability to articulate the organization s vision and mission to others. Understand, interpret, explain and apply Port policy. Present proposals and recommendations clearly, logically and persuasively in public meetings. Prepare clear, concise and comprehensive correspondence, reports and other written materials. Exercise sound, expert professional judgment and seasoned political acumen within broad general policy guidelines. Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.

4 Establish and maintain effective working relationships with Commissioners, other elected and appointed governmental officials, industry and business executives, executive management, city departments, professional and community groups, consultants, employees and the public. COMPENSATION & BENEFITS The Port of Long Beach has established an annual salary range for this position between $130,000 and $145,000. Placement within the salary range is based on qualifications. The Port s generous benefits package includes: Auto allowance - $350 per month Deferred Compensation several plans available Retirement CalPERS 62, coordinated with social security (with a 6.5% payroll contribution) Group Health Insurance medical (an HMO and a PPO) and dental options (two plans to choose from) available for employee and dependents Life Insurance City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000 Disability Insurance City-paid short-term and long-term disability insurance Vacation 12 days after one year of service; maximum of 20 days after 19.5 years of service Sick Leave 1 day per month with unlimited accumulation Executive Leave 5 days per year Holidays 9 designated holidays per calendar year, plus 4 personal holidays Bereavement Leave 3 days for death or critical illness of immediate family member plus three days of accrued sick leave Annual Physical provided by the City Relocation is not available for this position.
