1 ORANGE COUNTY COMMUNITY SUPERVISION AND CORRECTIONS DEPARTMENT JOB POSTING JOB TITLE: Financial Officer DEPARTMENT: Community Supervision and Corrections Department FLSA STATUS: Non Exempt STATUS: Full-Time PREPARED DATE: January 21, 2014 CLOSING DATE: Open until filled SALARY: Based on Experience JOB TASKS: Works closely and cooperatively with the office of the County Auditor, Establishes and maintains an accurate accounting system for budget(s) allocations in compliance with C.J.A.D. requirements and generally accepted accounting principles, Develops and maintains accurate records of financial accounts for supervision fees and other department generated revenues and receipts, and submits to the County Auditor as directed, Opens safe at start of day and verifies cash on hand, Accurately verifies cash on hand at end of day and secures in safe, Maintains an inventory of office supplies for department use, Assists with preparation of daily bank deposit and performs front office duties in the absence of bookkeeper while making bank deposit, Performs purchasing functions as it relates to office supplies or other allowable expenses as directed, Accurately codes payables on a weekly basis, Accurately prepares bank drafts for payments to other governmental entities for fees, fines, etc. and presents to the Director or his/her designee for signature approval on a weekly basis, Makes deposits of department generated revenues and other collections into designated accounts as directed,

2 Presents bank drafts for payments and signature authority to designated personnel of the County Auditor s Office, Receipts monies received from probationers for payment on fines, fees, etc. as directed, Mails approved bank drafts for payables in a timely fashion, Verifies monthly billing submitted by specific contract service providers to assure accuracy and that rates are in line with written agreement for services, Maintains copies of all payables, bank drafts, and supporting documentation for audit purposes, Prepares accurate end of year statistical reports on the Departments caseload activity, Attends staff meetings as directed and is prepared to discuss the status of the budget(s) disbursements, absconder caseload activity, and other matters, Makes travel arrangements and prepares training registration forms for staff attending workshops, conferences, etc. as directed, Accurately and promptly verifies and prepares post travel claims and assures travel reimbursements owed to department are collected, Maintains a current and accurate inventory list of state owned property and any county owned property and equipment utilized by the department, Accurately prepares account reconciliation of investment and regular bank accounts, Generates and transmits reconciliation reports and other reports for the County Auditor and maintains same in preparation for independent fiscal audit, Performs case management functions for assigned absconder caseload by assuring due diligence is maintained to facilitate their recovery through correspondence, processing criminal history s, and search of state data bases for information on whereabouts of offenders, Receives and appropriately routes flash notices of offender arrests obtained through the Criminal Justice Information Network System, Performs daily back up of computer information on to server and provides technical support to department staff related to computer hardware, software, and other office equipment,

3 Maintains departments Community Supervision Tracking System and processes data for state reports on a monthly basis, Generates error reports on data submitted by department staff and provides to management staff for needed corrections prior to preparation of monthly Community Supervision and Corrections Report, Electronically transmits data to the Community Justice Assistance Division as needed for funding purposes, Inputs fee adjustments on offender payment screens as needed to account for early terminations, temporary incarcerations, addition of fee payments, etc., Monitors correspondence to CSCD s from TDCJ-CJAD via and or the Criminal Justice Information Network System and forwards to Director for further action, Prepares accurate profit and loss reports on budgets on a monthly basis and provides to the director for review, Prepares and electronically submits Community Justice plans budgets, etc., to TDCJ as directed, Performs new case file data entry as needed in the extended absence of the receptionist or as directed, Maintains fees collection board up to date on a weekly basis, Prepares accurate report of all fees collected on a monthly basis and provides to Director for analysis, Acts as the departments data liaison with TDCJ, The Software Group, and the County s Information and Technology Department for Management Information Systems, Acts as the departments liaison for independent fiscal audits of department funds, Applies mail-in payments to offender accounts as appropriate and forwards to other county agencies any payments payable to their office, Compiles accurate statistical data reports for submission to TDCJ-CJAD as directed, and Performs other duties as they are assigned.

4 REQUIREMENTS: Education and Experience: Possession of a bachelor s degree conferred by a college or university accredited by an accrediting organization recognized by the Coordinating Board, Texas College and University System. In addition to the above requirement a person must become certified by CJAD certification within the first year of employment as an officer. At least 2 years of full-time experience in a bookkeeping or accounts payable capacity preferred. SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Good working knowledge of and ability to use sound accounting practices, safeguards and controls, Experienced in use of word processing and other computer software Good working knowledge of the operation, use, and care of standard office machines. Ability to comprehend and comply with semi-complex verbal and written instructions. 5 Must be able to read, speak, hear, and write the English language; Must be able to sit or stand alternately for extensive periods of time; Must be able to bend, reach, pull, and push to properly and safely file materials on a continuing basis; Must be able to move, lift, and carry up to 25 pounds for short periods of time; Must be able to use a computer, copier, fax machine, and telephone on a continual basis. ADDITIONAL REQUIREMENTS: Must possess a valid Texas Driver's License (if employee is coming to this position from another state this requirement must be met no later than thirty (30) days following date of hire).
