2 Vision Doing something today to get ready for tomorrow. NOT just about economic development. Focuses on education, infrastructure, tourism, marketing, zoning, planning, etc. OVERALL visioning of the community.

3 Why is this important? Locally-driven solutions for each community s future Developing and recording knowledge within the community for future generations to use and improve upon Anyone can do it - not just consultants! MONEY Can be applied to a variety of subjects: Downtown revitalization Economic Development Housing Land use Housing Workforce development

4 What is Visioning? A process by which the community envisions the future it wants and plans how to achieve it. Visioning Model: Where are we now? (a community profile) Where are we going? (trend research) Where do we want to be? (vision statement) How do we get there? (action plan)

5 Are you ready? Get organized! Form a committee of 8-12 Sets the tone for the project Organizes key events such as community workshops and is responsible for keeping the project rolling Composition is important variety of community interests and organizations

7 Sponsors Chambers of Commerce Banks or other financial institutions Government Economic development organizations (EDOs) Service organizations Utilities Churches Law firms

8 Community Boundaries Who or what comprises the community?

9 Planning Period Specify the timeline 15, 20, 25 years out? Beyond 25 years is difficult Too short of a timeline may result in analyzing issues over which the community has little control.

13 Types of Participants Economic Sectors: Agriculture, construction, logistics, business/personal services, health care, tourism Organizations: Art and culture, education, churches, civic, business, youth, neighborhood, social service, health care, environmental, recreational Local Government Elected officials, planning dept., police/fire, natural resources/water, housing, economic development, workforce development

14 Types of Participants Personal Characteristics: Age (youth/adults/retirees), ethnicity/race, gender, income level, homeowners/renters, blue collar/white collar, have children/don t have children, geographic location (downtown, outskirts, etc.), long-time resident/newer resident Political Views: Conservative/liberal/moderate, pro-growth/anti-growth

15 First Community Workshop 1-2 full days First: Introductions and facilitated brainstorming for vision statement development Next: Identify key topics and create task forces Questions to guide the workshop process: What do you want to preserve in the community? What do you want to create (new) in the community? What do you want to change in the community?

16 What to include in a Vision Statement Positive, present-tense language The region s unique characteristics Inclusiveness of region s diversity Standards of excellence and achievement Focus on people and quality of life Addresses a time period

17 Task Forces Day One: identify important themes Day Two: create task forces to focus on each theme Ask for volunteers Assign leaders Begin developing action plans Are there people missing who could add value? All task forces report to the steering committee Build momentum by scheduling meetings regularly Don t let the process stop!

18 More Emphasize consistent communication between task forces, stakeholders, and public Recognize participants and leaders every chance you get!

19 Other considerations Review pertinent existing plans and programs Projects, zoning, subdivision regulations, building codes, etc. Data Demographic and economic patterns and trends US Census, Bureau of Labor Statistics open, public data Make projections for every 10 years Employment characteristics and trends

20 Caution! Identify BROAD GOALS and STRATEGIES, not just specific projects Goals should be: Achievable Acceptable Measurable Understandable Flexible Motivational

21 Next: Action Plan What is it? A road map to tackle the goals and strategies leading to your long-term vision. How to do it: subgroups working on specific themes develop the action steps. Record the ideas. Report out. Then IMPLEMENT. Build on existing momentum and get crackin! Pick low-hanging fruit.

22 Implementation Tips Pick early winners Gather support along the way from the community Seek outside resources Publicize your efforts Establish a process for follow-up and measuring your success Bring in new people Decide who is going to manage the implementation process Monitor, Evaluate, Revise

23 Success is made up of: Public participation Local leadership Community responsibility Community boundaries Regional perspective Outcomes are NOT predetermined Unique characteristics in each community Unimportance of wealth Visioning is challenging but should be FUN

25 Checklists for Workshops Location: Does the room have adequate seating? Can seating be arranged to maximize participation? Can everyone be seated at tables? If covering 2 days, can we get comfortable chairs? What AV equipment is needed? Can you serve refreshments? Is the room/building accessible to people with disabilities? Is there adequate parking?

26 Other things to think about Equipment: Flip charts, markers, paper, microphone Supplies: Sign-in sheet, name tags, beverages/food, plates/utensils Follow-up: Will there be any info sent to the participants? Results or reports? Who is in charge of answering questions?

28 Sample Exercise Divide the room into small groups. Each group should answer the following questions: What do you want your area to look like in the future? What areas should be developed? What areas should be protected?

29 Sample Exercise Then, ask: List three places you like to take out-of-town visitors. List three places you avoid taking out-of-town visitors. Names three sites you consider public places where people can meet freely and discuss issues Name three natural and man-made features that make your community special and unique Report out. Record answers. Group to similar themes.
