2 Oxfam International [Gender Advisor] Annual Salary and Benefits - 27,550-36,547 net per annum Internal Job Grade - Global C1 Contract type - Fixed term 1 year Reporting to - Global Gender Advisor (Development Manager). Whilst on deployment, the Gender HSP will report to the relevant Programme Manager Staff reporting to this post - Variable Locations - Home Based Annual Budget - Variable GHT Team Purpose Shaping a stronger Oxfam for people living in poverty. The Global Humanitarian Team (GHT) works across Oxfam and with others to maximise the quality and impact of Oxfam s humanitarian programme by; Delivering a swift emergency scale up capacity; Supporting programme strategy operational design, for humanitarian preparedness and response; Capacity building across Oxfam and partner organisations; Supporting learning, innovation and advocating for change. Humanitarian Support Personnel Team Purpose To respond effectively and rapidly to major emergencies anywhere in the world, and enable communities to become more resilient to future shocks and stresses. Gender Team Purpose: To ensure gender equality and women s rights are embedded in Oxfam s humanitarian programmes through; Strategic analysis and direction: To provide high quality advice, analysis of external trends, and synthesis of learning from our programmes to help the GHT make strategic programme, policy and campaign choices. Learning and knowledge management: To facilitate learning and knowledge management across the humanitarian programme, with partners and external organisations, through peer support networks, and support the wider organisation in accessing learning from our programme. Programme quality and accountability: To support effective programme planning, monitoring and evaluation systems. To provide analysis and synthesis of programme information to enhance programme quality and institutional accountability.
3 Influencing policies and practices: To work with others to influence development and humanitarian policies and practices, including Oxfam s own, based on learning from programme experience. Job Purpose: The Gender Adviser HSP supports and leads the effective and timely delivery of quality humanitarian action (preparedness, response and recovery) through upholding gender equality and women s rights by using Oxfam standards and IASC gender guidelines. Strategic analysis and direction: To provide high quality advice, analysis of external trends, and synthesis of learning from our programmes to help the GHT make strategic programme, policy and campaign choices. Learning and knowledge management: To facilitate learning and knowledge management across the humanitarian programme, with partners and external organisations, through peer support networks, and support the wider organisation in accessing learning from our programme. Programme quality and accountability: To support effective programme planning, monitoring and evaluation systems. To provide analysis and synthesis of programme information to enhance programme quality and institutional accountability. Influencing policies and practices: To work with others to influence development and humanitarian policies and practices, including Oxfam s own, based on learning from programme experience. Key Responsibilities and Accountabilities: The post holder will undertake a series of deployments normally up to 6 months in duration, for which specific Terms of Reference will be negotiated and agreed with relevant parties prior to deployment, and/or revised in the early stages of the deployment. Often these deployments will be to support fast-moving emergency situations, and/or complex and difficult operating environments, where Oxfam has had to rapidly scale-up its programme and capacity. 1. To support and lead the delivery of Oxfam's Gender Humanitarian Strategy Provide practical advice and support to key programme staff to implement Oxfam s Gender in Emergencies Strategy into effective adapted humanitarian programming, campaigning, recovery development adapted to specific contexts and supporting an enabling organisational environment. Promote integrated, gender - transformative programming which demonstrates accountability to beneficiaries and is consistent with Oxfam policies and international quality standards. Ensure that programme design and implementation is consistent with Oxfam s quality and accountability standards, emergency guidelines and protocols, GiE standards, the IASC gender Handbook in Humanitarian Action, the IASC Guidelines on Gender and Integrating Gender-Based Violence Interventions, donors Gender and Age Marker and the Core Humanitarian Standards; and other external quality commitments. 2. To support lead countries and regions respond to category 1 and 2 humanitarian responses Programming - Support the development of different strategies, including Country Strategies, WASH, EFSVL, Protection, Advocacy, Policy and Communications Strategies and to lead/support the development of Country Gender Strategy linked to the Humanitarian Response Strategy. Provide high -level technical advice to Oxfam staff and partners on how to effectively embed a gender lens throughout the humanitarian response. This includes accompaniment, coaching and
4 Oxfam International [Gender Advisor] advising key staff on practical gender mainstreaming in the different stages of the project/programme cycle. This includes leading/supporting gender participatory assessment or providing technical tools. Provide input on funding proposals using gender and age markers, input in the response logic model and logframe, advise on appropriate gender budgeting and feminist approaches to MEAL. Campaigning - Support policy work on gender equality and women s rights in the response and on the inclusion of clear gender messages by working closely with the Gender Leads and Policy Leads in each region/country teams. Recruitment and staff management - Member of the recruitment team when different affiliates recruit gender staff in the response. Matrix manages gender staff from the country-led affiliate if appropriate. Coordinates monthly gender staff support meeting. 3. To support Country Teams to build their humanitarian capacity Capacity development of Oxfam staff, volunteers and partners staff on gender mainstreaming, implementation of Oxfam s Minimum Standards for Gender Equality and Women s Rights in Emergencies, the donors gender and age marker, the IASC Guidelines on Gender and Integrating Gender-Based Violence Interventions and gender sensitisation. 4. To lead and coordinate the representation of Oxfam in global humanitarian bodies, processes and debates, including global partnerships Represent Oxfam in the regional/country level in relevant cluster and coordination meetings to learn and share good practices on gender in emergencies. Raise Oxfam s profile in different fora and establish rapport with existing and new allies. 5. To track humanitarian information, learning and knowledge developed in responses, research and global fora and ensure these are actively shared and managed internally and externally. Monitoring, learning and documenting of key gender equality approaches in the response for internal and external use. 6. Collaboration and networking Promote collaborative working relationships with key stakeholders in regions and country level staff (Humanitarian Coordinators, Country Directors, country programme and partner staff) and GHT colleagues in the Delivery, Strategic Focus Areas, and Quality and Capacity teams to support the delivery of effective, high-quality humanitarian programmes in line with Oxfam s vision for humanitarian preparedness and response Technical Skills, Experience & Knowledge: Minimum requirements all HSP members are expected to fulfil: a. Ability to deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programmes to meet life-saving needs of affected people. b. Demonstrate Oxfam values and behavioural competencies.

Management skills: HSP deployments usually involve managing a team to deliver the work, HSP members will need to demonstrate management competencies, of international and multi-cultural teams, in difficult and stressful environments. d. Behavioural skills; all HSP deployments require the individual to successfully work with and mentor others, often under challenging circumstances. HSP members should demonstrate competencies around, listening and creating dialogue and, working with others as well as networking skills. Essential: Extensive emergency response (in both conflict and natural disasters) and long-term development complex programme/project management with relevant experience in at least 2 developing countries in different regions; Exceptional technical competence in gender equality, women s rights and reducing Gender Based Violence in humanitarian action and in long term development contexts with gender/women s or related field of study at the BA or MA level; Good critical grasp of latest sector thinking, standards, guidelines and good practice; Demonstrable understanding and practical experience in campaigns and advocacy work, proposal development, and community development; Proven ability in research both quantitative and qualitative methods, statistical skill set and ability to write and present complex engendered contextual analysis; Strong communication skills, both spoken and written, to engage authoritatively with management, technical staff and non-gender specialised audiences; Demonstrable experience of developing and delivering successful capacity building strategies and coaching teams; Strong influencing skills especially in dealing with country and regional management teams and advisers / managers within GHT; A proven capacity to contribute to multi-disciplinary teams and to work with and influence people from diverse backgrounds; Ability to work collaboratively, supportively and respectfully with others in multi-cultural teams and strong networking skills with strong commitment to Oxfam and humanitarian values; Strong conceptual, analytical and critical thinking; Demonstrated tenacity in fast, fluid contexts and insecure environments; Ability to travel to the affected areas in short notice; Excellent written and spoken English as well as written and oral communication in French and Spanish
