1 COURSE TITLE: Fundamentals of Health and Safety COURSE CODE: HSEV 1008 LEVEL: 1 CREDIT POINTS: 3 Parent Programme: Date validated: July 2011 National Engineering Technician Diploma NETD Date modified: TOTAL STUDENT WORKLOAD: 90 hours ( ) Typically the weekly hour s commitment to the course will include 3 hours (3+0+0) per week of formal delivery with students expected to manage directed learning and independent study in support of the course at the rate of 3 / 4 hours per week. PREREQUISITES: None COURSE DESCRIPTION/AIMS The primary aim of this course is to provide students with a comprehensive knowledge at the introductory level, in the area of Health and Safety( HS). The overall objective is to enhance the students awareness and sensitivity to HS practice in industry and equip them with the ability to embrace further industry specific training necessary for them to function safely in local, regional and international industrial environments. An overview of the applicable T&T statutory requirements and local industry expectations coupled with standards; protocols, conventions and other global initiatives given at the beginning of the course, provides the framework to illustrate the mechanisms in place to maintain HS at the workplace. The knowledge and skills needed to anticipate, identify, and control safety hazards and risks; through recommendation of appropriate controls and safe operating procedures and a description of incident reporting and emergency response are all presented in the next section of the course. This course culminates with a practical application of HS through a site visit to a specific workplace with the aim of analyzing the HS issues existing and discussing solutions in place. Where necessary the students should recommend appropriate cost effective solutions which will be presented in the form of a report.
2 LEARNING OUTCOMES The student will be able to Knowledge and Understanding 1. identify and interpret selected applicable T&T Health and safety statutory requirements, local industry requirements (STOW & PLEA), standards, protocols, conventions and other global initiatives relevant to HS practice 2. describe and classify workplace hazards and potential injury /damage 3. summarize hazard control techniques employing the hierarchy of hazard control 4. state the importance of risk assessment and Identify methods and tools used 5. give an overview of the procedure and role of incident reporting in achieving continuous improvement and loss prevention in the work place Cognitive skills 6. analyze, evaluate and apply relevant information from a variety of sources to resolve unsafe work conditions 7. explain the principles and practice of risk assessment to include an overview of HAZOP, HAZWOPER, JSA, What If analyses, Fault Tree analysis, PHA, HAZID and LOPA for selected engineering disciplines (Chemical and petro chemical ) Practical and Professional skills 8. describe and practice safe operating procedures in the workplace to include good housekeeping practices, LOTO, Lock Tag Try, permits to work 9. perform a JSA and develop a safe operating procedure for a specific job or a HAZOP/HAZWOPER for chemical/process operation Transferable Skills 10. work as a member of an HS team to conduct a review of a workplace to analyse the existing HS hazards and control methods in place and generate a report summarizing the findings 11. technical Report writing 12. presentation skills through a research assignment
3 AREAS OF STUDY LEARNING OBJECTIVES Unit 1-Health and Safety Management in context a. Explain the importance of HS in industry, describe the benefits to employers and employees b. Define the elements of an effective HS programme at the workplace and discuss the reasons why a company would implement such a programme c. Outline ways in which HS standards are maintained by describing types of legislative instruments- law, act, bill, regulation, guidelines, giving an overview of: OSH Act- general duties of employer and employee and fines; d. Give an overview of major safety disasters and occupational health fatalities recorded -locally, regionally and internationally and consequent law amendments etc.- short research to present Unit 2: Recognition and Control of Workplace Hazards a. Overview of Hazard Recognition and Control i. Describe the need to identify hazards and risks ii. Distinguish between hazards and risk iii. Overview of different work place safety hazards and effects- 6 categories- physical (light, noise, EMR, extremes in temperature and vibration), mechanical, chemical, biological, ergonomic, psychosocial; applicable OSH regulation iv. Overview of different workplace (occupational) health hazards- 4 categories- chemical, physical, biological, ergonomic ; applicable OSH regulation v. Distinguish between safety hazard and health hazard vi. Identify sources of hazard data information- MSDS, Work Process, Inspections vii. Illustrate the hierarchy of hazard control as a method for controlling hazards viii. Perform an exercise to identify workplace hazards and recommend controls- in class practical application b. Chemical Hazards i. Give a brief overview of the procedure for communicating, storing, and transporting chemical products; HAZCOM ii. Distinguish between chemical substances and preparations; flammable and combustible substances and the possible hazard and controls iii. List the factors to be considered for a preliminary assessment of workplace health risks from chemicals iv. Describe the use and limitations of Workplace Exposure Limits; long term vs. short term exposure limits (TLV, TWA, STEL, BEIs, etc) v. Distinguish between acute and chronic health effects vi. Identify the effects of selected hazardous substances viz, asbestos, benzene, lead, vinyl chloride and other chemicals that you may encounter at the workplace vii. Outline control measures to reduce workplace hazards from chemicals; include NFPA signage and regulations for transportation viii. List the elements of a PPE programme and describe the relevant respiratory and other PPE to safeguard from Chemical Hazards c. Overview of Safe Operating Procedures at Workplace

Walking and Working Surfaces Hazards (Slips, trips and falls) i. Identify the hazards of walking and working surfaces in the workplace and discuss hazard control measures and regulations to reduce occurrence ii. Identify the hazards due to the movement of vehicles in the workplace and describe the control measures to reduce the risks they present. e. Manual and Mechanical Handling Hazards i. Describe the hazards and risks associated with manual handling activities and determine ways to minimize these hazards and risk ii. Identify the hazards and control measures for safe use of lifting and moving equipment including lifts, conveyors, Cranes, hoists and forklifts; most recent OSH reg. f. Electrical Hazards i. Identify the hazards, and describe control measures for the use of electricity in the workplace ii. List different forms of hazardous energy and describe the procedure for LOTO, Lock Tag Try g. Fire Hazards i. Define fire, and describe fire triangle and tetrahedron; fire as chemical reaction ii. Describe the American and European fire classification and identify the classification used for Trinidad and Tobago iii. Explain the basic principles of fire prevention using the fire triangle and describe the prevention of fire spread in buildings iv. Identify the different types of extinguishers for first aid response and list the corresponding class of fires they could extinguish v. Outline the relevant regulatory requirements under OSH Act vi. Identify the appropriate fire alarm system and fire-fighting equipment for a simple workplace vii. Demonstration of a fire extinguisher; the PASS acronym (Tutorial session) h. Introduction to Risk Assessment Emergency Response and Incident Reporting i. Identify the aims and objectives of risk assessment and distinguish between qualitative and quantitative assessment ii. Review the hierarchy for hazard control and discuss role in risk assessment iii. iv. List some risk assessment tools and outline the procedure for a JSA Define incidents and explain the purpose of, procedures for, and legal requirements for investigating incidents
5 v. Classify the different types of emergencies; outline factors for implementation of successful evacuation/emergency response plan i. Noise Hazards and Control i. Describe the potential sources of environmental noise and their consequences ii. Explain the short and long term effects of noise iii. Describe the methods available for the control of environmental noise. iv. Outline the legislation in Trinidad and Tobago used to control noise TEACHING AND LEARNING STRATEGY Lectures will be delivered by exploring the concept of multiple intelligences, supplemented by the use of power point presentations, DVDs and various visual props. Directed and independent study will include independent research and site visits to apply the material covered in the course to real life situation and analyse the effectiveness of the systems in place to deal with HSE. 6 ASSESSMENT STRATEGY The in class assessments intend to encourage students to actively participate in anticipating, identifying, evaluating and developing mitigating solutions to safety and health issues assessed through the learning outcomes of the course. The team project helps to develop the student s ability to work as a team member, to resolve workplace safety and/or health issues, and assess practical and professional skills. The home assignment may include either an Accident Reporting activity or JSA or HAZOP or other area to encourage the student to conduct research to find solutions and bench markers to prevent injuries, illnesses, and damage to the environment, and assess practical and professional skills. The final examination tests the knowledge, understanding and cognitive skills gained during the introductory level to Health and Safety statutory regulations, standards, industrial practice and solutions. Aggregation and reassessment rules The final course grade will be determined by aggregating the individual elements according to their weighting. Students must pass both the overall course work assessments as well as the final examination to pass this course INDICATIVE READING No textbook is required. However, selected notes and handouts will be given in class. The use of reference material will be encouraged. 1.
