1 REQUEST FOR EXPRESSIONS OF INTEREST (Long Term Individual Consultants, Environmental and Social Safeguards - Energy Sector) 01 BP 1387 Abidjan 01 Côte d'ivoire Téléphone : The (AfDB) Bank hereby invites Individual Consultants to indicate their interest in the following Assignments as Environmental and Social Specialists. 2. The services to be provided under the assignment includes support to the Safeguards and Compliance Department (SNSC) in particular through : (i) Environmental and Social (E&S) support to the Bank s energy sector projects and programs, (ii) addressing environmental and social issues in energy sector project during the identification, preparation, appraisal, supervision and project completion stages; (iii) Reviewing the Environmental and Social Impact Assessments (ESIAs), Strategic Environmental and Social Assessments (SESAs), Environmental and Social Management Plans (ESMPs), Full or Abbreviated Resettlement Action Plans (RAPs), Environmental and Social Management Frameworks (ESMFs) and Environmental and Social Management System (ESMS) and prepare where applicable summaries for disclosure on the Bank s website; (iv) Analyzing and mainstreaming relevant and cross-cutting environmental and social issues into energy sector projects, particularly those relating to the provision of guidance on stakeholder engagements, natural resource management and climate change; (v) providing policy guidance to Bank teams on safeguard issues to enhance their awareness and the capacity of the projects and programs to comply with the ISS; (vi) monitoring compliance of operations with the Bank s environmental and social safeguards, policies, and guidelines consistent with the Bank s ISS; (vii) undertaking compliance audits on the design and implementation modalities and E&S reporting requirements of projects and programs; (viii) Contributing to the development and implementation of capacity building and training programs for staff within the Bank and in RMCs. 3. SNSC invites Individual Consultants to indicate their interest in providing the abovedescribed services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.). 4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Procurement Policy for the recruitment of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 5. The estimated duration of services 12 months. The estimated starting date is April 16, The duty station of the consultant will be Abidjan. The consultant will be expected to undertake frequent duty travels outside Abidjan. 6. Establishment of the Short list A shortlist of three to six individual consultants will be established at the end the request of expressions of interest for each position. The consultants on the shortlist will be judged on the following criteria on the basis of their cover letters and updated CV: General qualification and years of experience in general Experience in the specific assignment described Experience with international donor agencies Experience in Africa 30 points 50 points 10 points 10 points 9. Qualifications and Experience At least a Master s Degree in Environmental Studies, Natural Resource Management, Environmental Policy, Earth/Geoscience, Social Development Studies or any other environment-related discipline; A minimum of ten (10) years of relevant professional experience in the areas of environmental management, natural resource management, environmental assessment, environmental monitoring and environmental compliance, engagement and public consultations; Experience in preparing and managing the implementation of ESIAs, ESMPs, ESMF, Full or Abbreviated RAPs, including social aspects of development projects (e.g. health and safety, involuntary resettlement and gender components), operations monitoring and evaluation, and compliance assessment; Knowledge and experience in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects, especially in Africa; Well-rounded understanding of critical issues in sustainable development, international environment and development policy, climate change, gender, social enhancement measures, labor, youth employment, etc.

3 TERMS OF REFERENCE (TOR) FOR CONSULTANTS ON ENVIRONMENTAL AND SOCIAL SAFEGUARDS, POWER PROJECTS 1. Introduction 01 BP 1387 Abidjan 01 Côte d'ivoire Téléphone : The Safeguards and Compliance Department (SNSC) of the (AfDB) Group wishes to recruit two individual Consultants-Environmental and social Specialists to provide E&S safeguards services within the Energy and Power Complex of the AfDB. The SNSC Department provides services on a broad range of public and private sector projects across the entire Bank. SNSC is responsible for supporting project teams in developing and monitoring operations in a socially and environmentally sustainable manner. The consultants will support the E&S due diligence and operational activities of power projects through the identification, preparation, appraisal, approval, supervision, and completion of projects and programs. The Consultants shall be situated within the Safeguard and Compliance Department (SNSC). 2. Duties The Consultants will work under the general guidance of the Director, Safeguard and Compliance Department (SNSC) and supervised by Bakia Mbianyor, Senior Compliance and Safeguards Officer, SNSC. The Consultants shall be assigned tasks related to Energy operations being designed, implemented, and monitored. His/her core duties shall include the following: Reviewing Environmental and Social Impact Assessments (ESIAs), Strategic Environmental and Social Assessments (SESAs), Environmental and Social Management Plans (ESMPs), Full or Abbreviated Resettlement Action Plans (RAPs), Community Development Plans (CDPs), Livelihood Restoration Plans (LRPs), Environmental and Social Management Frameworks (ESMFs) and Environmental and Social Management Systems (ESMSs) and prepare where applicable summaries for disclosure on the Bank s website; Analysing and mainstreaming relevant and cross-cutting environmental and social issues into Energy sector operations, particularly issues relating to biodiversity and ecosystems services, air emissions, pollution/hazardous material management, gender, involuntary resettlement, stakeholder engagement and the social implications of climate change; Monitoring compliance of operations with the Bank s environmental and social safeguards, policies, and guidelines consistent with the Bank s ISS; Undertaking compliance audits on the design and implementation modalities and E&S reporting requirements of projects and programmes; Undertaking any other duties as assigned by SNSC Management. 3. Identified Deliverables Counting on strong analytical and writing skills, the Consultants shall be expected to make written contributions and participate in the following:

4 (Draft relevant sections of the Executive Summaries of the E&S documentation (ESIAs and/or RAPs) for review by SNSC, posting on the Bank s website, and distribution to the Bank s Board of Directors in line with the ISS public disclosure requirements. Draft and/or contribute to drafting relevant sections of other required E&S reports/ documentation, risk notes, PEN, PCN, and Project appraisal reports. Coordinate with investment officers and appraisal teams in the Bank and provide pragmatic suggestions/solutions on E&S issues to ensure that internal approvals meet tight deadlines. Draft and/or contribute to drafting report templates for monitoring E&S impacts. Contribute to drafting Management responses to Board queries highlighting environmental considerations linked to projects and programs. Provide relevant information on environmental and social impacts for inclusion in reports in cases where projects/ programs are subjected to the IRM. Participate in due diligence missions related to the identification, preparation, appraisal, supervision, and completion of projects/ programs. Participate in transaction meetings/conference calls in relation to E&S issues involving external E&S advisors and E&S specialists from sponsors and other lenders. Review bidding documents and contracts in particular environmental and social clauses and properly advising the Project Appraisal Team as well as participating in lenders meetings. 4. Selection Criteria At least a Master s Degree in Environmental Studies, Natural Resource Management, Environmental Policy, Earth/Geoscience, Social Development Studies or any other related discipline; A minimum of ten (10) years of relevant professional experience in the areas of environmental management, natural resource management, environmental/social assessment, environmental/social monitoring, environmental/social compliance, stakeholder engagement and public consultations; Experience in preparing and managing the implementation of ESIAs, ESMPs, ESMFs, Full or Abbreviated RAPs, including social aspects of development projects (e.g. health and safety, involuntary resettlement and gender components), operations monitoring and evaluation, and compliance assessment; Knowledge and experience in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex energy projects, especially in Africa; Well-rounded understanding of critical issues in sustainable development, international environment and development policy, climate change, gender, social enhancement measures, labor, youth employment, etc. Excellent organizational, administrative, and time management skills with proven ability to work promptly and efficiently under pressure and meet tight deadlines. 5. Contract Duration The estimated duration of services 12 months. The estimated starting date is April, Duty Station

5 The Consultant shall be stationed in the Bank s HQ in Abidjan or will work from home as agreed with the recruiter and on the basis of workload and timing of specific tasks to be performed. He/she shall also undertake frequent duty travels to project locations as and when required.
