The District is comprised of over 42,000 students and 5,000 employees in 96 schools and other sites. The Chief Financial Officer (CFO) / Treasurer is accountable for the financial accountability framework for Edmonton Catholic School District and coordinates and facilitates the delivery of financial services through a team of management, professional and support staff. The role provides leadership and direction for financial strategies, practices, policies, reporting and corporate planning. The job is also responsible for the development, implementation and operation of all fiscal activities of the District. The job oversees a budget in excess of $500 million and provides sound financial advice and strategic options to meet the complex business challenges of the District's leadership team. Key to this role is providing strategic advice, guidance, direction and feedback on the delivery of services to the Superintendent, Assistant Superintendents, Board of Trustees, school administrators and managers. The incumbent is a member of the District s Senior Administration Team. The position directly supervises two Senior Managers and manages a large team of support and professional staff. This is a permanent, full-time, Out of Scope, Level 11 position with a salary range of $141, $188, to commence January 15, The successful applicant s starting salary will be based on the individual s education, qualifications and directly related experience. Primary Responsibilities: Provides primary support, and is accountable to the Superintendent for the fulfillment of all responsibilities assigned under the Alberta School Act for the stewardship of all resources allocated to the District; Ensures that the District's fiscal plan is in compliance with the general guidelines established by the Board of Trustees, and that financial affairs are conducted in accordance with good business practices and Public Sector Accounting Standards; Provides strategic leadership to the Audit and Finance Committee, Board of Trustees and Superintendent; Provides strategic leadership to the District Strategic Leadership Council and site-based management teams and fosters a positive working environment that supports communication, collaboration and high performance as well as staff engagement, satisfaction and professional development. Qualifications: Degree in Commerce or related area, plus five years of directly related management experience; accounting designation is mandatory; Advanced knowledge of financial management including budgets, forecasting allocation of funds, revenue and expenditures; Knowledge of financial policies and procedures and Human Resource management principles and theories; Strong commitment to the philosophy and pedagogy of Catholic education; Knowledge of Alberta Education policies, procedures and regulations related to finances and program funding; Understanding of collective agreements and Human Resource policies and procedures; Excellent written and oral communication skills including facilitation and presentation skills; Strong leadership, project management, time management, organizational skills and the ability to work under pressure and short time frames; Advanced consultation, facilitation and consensus building skills and the ability to mediate and influence decision-making. As the financial and fiscal head of the District, the Chief Financial Officer (CFO) is responsible for the financial accountability framework for Edmonton Catholic School District and coordinates and facilitates the delivery of financial services through a team of management, professional and support staff. The job is responsible for the development, implementation and operation of all fiscal activities of the District. The CFO also provides leadership and direction for financial strategies, practices, policies, reporting and corporate planning. Provides senior and executive management with comprehensive strategic advice, analysis, creative opinions and recommendations with regard to complex financial challenges, issues and strategies in the context of their impact on the District's ability to meet its business plan objectives and strategies 2. Provides primary support, and is accountable to the Superintendent, for the fulfillment of all responsibilities assigned under the Alberta School Act for the stewardship of all resources allocated to the District 3. Ensures that the District's fiscal plan is in compliance with the general guidelines established by the Board of Trustees, and that financial affairs are conducted in accordance with good business practices and Public Sector Accounting Standards 4. Leads the budgeting, forecasting and reporting processes and ensures all requirements are met in accordance with timelines established by legislation 5. Ensures that the appropriate internal control frameworks, financial strategies, policies, practices, plans, financial information systems and financial management forecasting systems are developed, implemented and operating effectively, using best practices, to support the District s multi-year fiscal plan and the effective management of resources 6. Provides strategic leadership to the District Strategic Leadership Council and site-based management teams and fosters a positive working environment that supports communication, collaboration and high performance as well as staff engagement, satisfaction and professional development 7. Supervises the department s management team and indirectly manages a team of professional and support staff 8. Participate in the District Strategic Leadership Council and Assistant Superintendents' Strategic Leadership Council and engage in dialogue with the team 1

Lead the annual budget process as a member of the District Core Budget Committee 10. Demonstrate, model and promote safe, prudent and healthy work behaviors and practices within the workplace 11. Lead department management team including short- and long-term strategic planning PROBLEM SOLVING: Describe difficult or challenging situations the position is typically expected to solve; the degree of originality of the solutions; assistance available; and any problems or decisions that must be referred to a supervisor for resolution or approval Managing the development and delivery of strategic and operational financial services in accordance with the Alberta School Act and within Public Sector Accounting Standards diverse stakeholders/clients who often have differing needs and objectives. Finding creative solutions to financial management issues in an environment of change and constraint requires innovative problem solving. Implement an equitable resource allocation and management framework that enables the delivery of approved programs and achievement of District priorities. Incorporate risk identification and management strategies into the budget planning and management practices of the District to ensure effective use of resources. Ensure the District s budgets, forecasts and multi-year fiscal plans are managed in a highly efficient manner. There are typically a very large number of active budget issues at any one time and issues often are highly fluid and have multi-year implications. ORGANIZATIONAL DATA: Identify any measurable areas upon which the job has either direct or indirect impact. Measures that may be included are: number of staff supervised, annual operating budget, number and size of projects, clients served or any other significant values. The financial strategies and services that are developed, coordinated and implemented through this position have a significant impact on the overall performance and achievement of the district goals and objectives. The work directly impacts 11 departments, 96 schools and indirectly students and parents at the respective schools. The CFO is a strategic position with responsibility for leading the fiscal and budget planning, internal control frameworks and financial reporting operations within the District. In addition, the role will be responsible for the development of District specific financial policies and procedures. The work done for the Superintendent and Board of Trustees will have district-wide impact and potential impact on a widerange of external stakeholders. 4 Senior Manager, School Financial Operations and Puchasing Services Administrative Assistant The primary focus of the job is the delivery of school financial and accounting services, financial systems and training services and strategic planning through a team of managers, professional and support staff.
