1 BREAKTHROUGH CHARTER SCHOOLS CHIEF FINANCIAL OFFICER JOB DESCRIPTION THE BREAKTHROUGH NETWORK Breakthrough Charter Schools ( Breakthrough ) is a nationally recognized network of high-performing, free, public charter schools in Cleveland, Ohio. Their mission is to create more high-quality school options for Cleveland s children by opening new schools and raising city-wide expectations. Their schools have been recognized by local, state, and national organizations for excellence in teaching, leadership, and student achievement. Breakthrough was formed in 2010 by four of the highest-performing, nonselective, college preparatory, K-8, urban public charter schools in Cleveland -- Citizens Academy, Entrepreneurship Prep & Village Prep, and The Intergenerational School. Over the past two years, they ve grown by replicating each of the original school models and by adding Citizens Leadership Academy, a new Expeditionary Learning-based middle school model. Their vision is for children in every neighborhood in Cleveland to have access to at least one highperforming, free public school. Their plan is to serve 7,000 children across 20 schools by They currently have nine schools serving 2,000 students throughout Cleveland. What makes Breakthrough unique? Breakthrough offers choices. Their schools offer distinct educational models to their students, families, teachers, and community. Each of their schools is part of one of these exciting, proven, effective school models: Citizens Schools are defined by a commitment to academic excellence and responsible citizenship. The K-5 Citizens Academy model provides two hours of daily literacy and math instruction with an integrated citizenship curriculum. The 6-8 Citizens Leadership Academy model continues rigorous academics and prepares leaders of tomorrow through an innovative project-based Expeditionary Learning curriculum. Prep Schools are defined by the highly structured school culture found in many of the nation s top-performing urban schools. The K-5 Village Prep schools focus on extended reading and math instruction, integrating technology, and features two teachers in each classroom. The 6-8 Entrepreneurship Prep schools feature a mentorship program, annual trip to Washington DC, and a unique entrepreneurship curriculum. Intergenerational Schools are defined by an innovative academic model that has earned national recognition. These K-8 schools organize classes into multi-age clusters that align with children s developmental stages. Intergenerational Schools create multigenerational learning communities, with senior mentors, to reinforce the philosophy that learning is a lifelong process.

Their students -- 97% minority and more than 80% low-income -- significantly outperformed Ohio public school students (urban and suburban) on average on every subject test at every grade level. Breakthrough Charter Schools (Charter Management Organization) is the nonprofit charter management organization that provides strategic direction for the network and operational support to the schools. The CMO, in which the CFO position resides, consists of the functional areas of Accounting and Finance, Compliance, Human Resources and Talent Management, Facilities, Marketing and Communications, Breakthrough through College, Information Technology, Governance, Performance Management, Strategic Planning and Community Partnerships. The CMO partners with the schools to ensure effective and efficient operations at the network and school levels. Friends of ( Friends ) is their non-profit development and advocacy organization. Friends is responsible for closing the gap in public funding that they need to overcome each year, as well as working with community, business, and political leaders to build city-wide support for highquality public school options for all children in Cleveland. Urban School Reform in Cleveland is being driven by Mayor Frank Jackson s Plan for Cleveland Schools. As the only charter schools sponsored by the Cleveland Metropolitan School District (CMSD), Breakthrough has been a founding member of a unique coalition including CMSD, The Greater Cleveland Partnership (Chamber), the Cleveland Teachers Union, the city s largest foundations, and The Mayor s Office. This coalition achieved broad bi-partisan legislative support for Mayor Jackson s Plan to reshape Cleveland into a highperforming portfolio school district, where students and families can choose from a variety of high-quality educational options. Cleveland has a unique opportunity to become a national model for urban school reform, and Breakthrough has an important role to play. 2

3 THE NETWORK STRUCTURE The Breakthrough Network is currently comprised of 11 distinct organizations, including the 9 schools, Breakthrough Charter Schools and Friends of Breakthrough. The Breakthrough Network Leadership Team, along with the governing boards, is responsible for consensus decision making on strategic and policy topics for. The Breakthrough Network Leadership Team includes the Breakthrough CEO, COO and CFO; the President and Executive Director of Friends; and the leaders of each of the school models in the Breakthrough network. Breakthrough s challenges remain notwithstanding the spectacular academic results of our students and the community s widespread recognition and support of our work. Organizationally, the Breakthrough Support Team is still a relatively underdeveloped service model. While supporting the rapid growth from 4 to 9 schools, the network has also been establishing, adjusting and evolving the shared service structure and operations to better meet the expectations of the schools in an affordable manner. There remain questions regarding which processes and services can be implemented uniformly across the network and which should be tailored to the individual models or schools. After two years of aggressive growth coordinated by a young start-up organization, the Breakthrough network is not planning to open any new schools in the coming year. It has committed to focus its energies on improving network processes, communications, collaboration and trust. The network has collectively developed the Support Team Priorities List to identify the most critical opportunities for enhancing service to the schools and to ensure aligned expectations across the network. THE POSITION The CFO will be an active participant and driver of overall strategic direction, both as a senior member of the management team and as it relates to financial recommendations to the network. The Chief Financial Officer has responsibility for leading and facilitating all aspects of financial management for the Breakthrough Network, which has an annual budget of approximately $26 million, and the Breakthrough Charter Schools CMO, with an annual budget of $3 million. Breakthrough is committed to the continued expansion of its network of schools. As a result, the Chief Financial Officer (CFO) will be critical in leading the effort to budget and forecast the various components of the strategic growth plan, as well as playing a lead role in assuring the long-term sustainability of the network s schools. The CFO will collaborate on matters of strategic and operational planning, organizational change, business decision-making, and the overall leadership of Breakthrough. The CFO establishes and maintains strong relationships with the Board of Directors of Breakthrough and also the finance chairs of the boards of Friends and all the network schools as well as their 3

4 external auditors, sponsors (authorizers), lenders, and major funders. The CFO will also oversee all the day-to-day management of the CMO s financial operations, including the allocation of resources to best serve the network needs. Reporting Relationships The Chief Financial Officer will report to the Chief Executive Officer, Alan Rosskamm. The CFO will have four direct reports and a total team of approximately eleven. Among the direct reports are the School Treasurer and Director of Accounting, Manager of Compliance, Performance and Data Analyst, and the Accountant for the CMO and Friends. Responsibilities As a member of the Breakthrough Leadership Team, the CFO will provide leadership and direction on matters pertaining to network policies, strategic decisions, and long-term planning. The CFO will oversee all of the financial aspects of Breakthrough, and will take the lead in identifying opportunities to achieve financial sustainability, through maximizing use of available public funds and cost efficiencies. The CFO will be heavily involved in overseeing both the development of projections as well as working with Friends to ensure the arrangement of related required financing to support the expansion of Breakthrough schools. Related to these projects, the CFO will work with the President of Friends and the Breakthrough CEO to identify the appropriate financing tools and capital structure. The CFO will lead the annual planning and budgeting process for the network by working with Friends to anticipate revenues and by assisting the schools in their annual budget planning. The CFO will provide leadership and oversight of the network s compliance function assuring that the network and each of its member schools has the support needed to remain in compliance with all state and federal requirements and stays apprised of ongoing changes. The CFO will provide leadership and oversight with respect to the integrity and accuracy of financials and data collection for our Breakthrough network reporting and performance management function with an emphasis on sharing transparent information among the network schools. By sharing financial, operational, and academic data, we hope to identify both best practices to share among our schools as well as any instances of performance concerns, so that we can identify appropriate support from within Breakthrough. Appropriate network-wide dashboards will support continuous improvement in everything we do. 4

5 The CFO will be responsible for identifying an appropriate capital structure for the organization, working with Friends and other constituents to facilitate achievement of that structure and leading the network s capital and cash allocation process. The CFO will facilitate and advise financial decision-making, focusing appropriately on the Breakthrough mission to serve more children, balanced with the network s need for long term sustainability. The CFO will focus on revenue and cost efficiency opportunities and address the timing of cash flows as well as the capital required to support the expansion program. Other, more specific responsibilities include: Conduct analyses to inform operational decision-making and long-term strategic planning for the network. Engage other members of the senior management team to facilitate crossdepartmental collaboration to ensure that financial systems and solutions positively support Breakthrough s evolving strategy, operational delivery, and data collection needs. Provide leadership for the finance organization to ensure that capabilities are adequate now and in the future as Breakthrough continues to grow. Establish and maintain sound financial policies, procedures, systems, and controls for the organization. Enhance financial and accounting systems to provide a platform that supports network, school, and departmental needs. Provide risk management analyses to make sure we proactively review, anticipate, and address potential risks of all kinds affecting the network, and oversee the maintenance of appropriate insurance policies. Recruit, train, develop, and coach other professionals as needs are identified. Location The position is located at the organization s central office in Cleveland, Ohio. THE CANDIDATE Education A bachelor s degree with an emphasis on financial management or accounting. A CPA and/or an MBA or other relevant advanced degree is strongly preferred. Experience The successful candidate will be a business and results-focused leader who has the highest ethical and professional standards, attains respect, and embodies Breakthrough s core values. The Chief Financial Officer must have the leadership characteristics to set the pace of results and be viewed as a role model for the organization. The successful candidate will be an individual who can lead and facilitate the network through strategic and budget planning and influence leadership in key management decisions. Ten to fifteen plus years of broad financial management experience, preferably with some exposure to non-profit organizations, academic institutions or multi-stakeholder environments. If coming from a for-profit institution, non-profit board experience is strongly preferred. Project finance and project management experience. Direct knowledge and experience with fund accounting is desirable. Excellent presentation and communication skills. Open-minded thinker. Effective team player. Strong leadership, facilitation and coaching skills, proactive, and able to reach out throughout the organization. Fully experienced in operational finance/accounting as well as strategic capital structure/financing decisions. Excellent modeling and analytical skills. Experienced identifying economic and demographic trends and regulatory issues that could affect the network and suggest appropriate responses. Strong planning skills and experience interpreting a strategic vision into an operational model. 6

7 Personal Characteristics The CFO must demonstrate passion for the mission of Breakthrough Charter Schools and instill a positive, forward-looking environment. Strong interpersonal skills, ability to communicate and manage well at all levels of the organization; ability to manage and build consensus within multidisciplinary teams in institution-wide projects. The candidate must be comfortable managing in a matrixed organization and maintain a servant leader s perspective in working with the leaders of our network schools. The candidate must effectively influence and elicit respect in situations where he/she may not have direct authority. The candidate will recognize the importance of, and maintain an excellent relationship with, the Board of Directors of Breakthrough as well as key Board leaders of Friends and member school boards. This CFO will be recognized by team members as a leader and will willingly accept leadership roles, as well as seek input and share best practices with team members. The CFO will initiate and promote collaboration. The individual must be able to formulate clear strategies and approaches to clarify and achieve the vision and objectives of the organization. This person will anticipate future issues, difficulties, and changes and build contingencies into strategy and action plans in order to meet future objectives. This candidate must be able to make and communicate timely and tough decisions with conviction and support, even when there is uncertainty or limited information. The CFO must embrace transparency and be willing to challenge and be challenged, in a positive and constructive manner. The CFO must be a good coach and clear communicator in helping others to understand and become comfortable with financial reports and analysis.
