FORD CLASSIFICATION STUDY OF THIRTEEN CLERICAL CLASSIFICATIONS RECOMMENDATIONS: It is recommended that, effective May 8, 2005: I. A. The class, positions, and employment lists for Office Assistant ($ /pp) be reclassified, for the purpose of title change only, to Office Technician (Supervisory and General Clerical Group, Clerical Series). B. All positions, incumbents, and employment lists in or for the classifications of Adult School Office Assistant ($ /pp), File and Index Clerk ($ /pp), Intermediate Clerk ($ /pp), and Order Clerk ($ /pp) be reclassified as a result of a restructuring of the classification system to Office Technician. C. Anniversary dates for step advancement shall remain as presently determined except that employees currently at the last step of their respective salary schedules shall not receive a step advancement until the beginning of the 0505 pay period. D. Employees shall be placed on the step of the proposed salary range that contains their current salary rate. E. The class of Office Technician be allocated to the seven-step salary range listed below and that future salary movement be based on that of related classes in the Supervisory and General Clerical Group. $ II. A. The class, positions, and employment lists for Senior Office Assistant ($ /pp) be reclassified, for the purpose of title change only, to Senior Office Technician(Supervisory and General Clerical Group, Clerical Series). All positions, incumbents, and employment lists in or for the classifications of Customer Services Assistant ($ /pp), Data Control Clerk ($ /pp), Engineering Clerk ($ /pp), Intermediate File and Index Clerk ($ /pp), Office Computer Operator ($ /pp), Statistical Clerk ($ /pp), and Word Processor Operator ($ /pp) be reclassified as a result of a restructuring of the classification system to Senior Office Technician. C. The class of Senior Office Technician be allocated to the five-step salary range listed below and that future salary movement be based on that of related classes in the Supervisory and General Clerical Group. $ III. A. All confidential positions and incumbents in the classification of Office Assistant (CPOS) ($ /pp) be reclassified, for the purpose of title change only, to Office Technician (CPOS). B. The confidential positions assigned in the new title of Office Technician (CPOS) be allocated to the seven-step salary range listed below and that future salary movement be based on that of related classes in the Supervisory and General Clerical Group. C. All confidential incumbents be placed on the step of the proposed salary range that contains their current salary rate. $ IV. A. All confidential positions and incumbents in the classifications of Senior Office Assistant (CPOS) ($ /pp) and Word Processor Operator (CPOS) ($ /pp) be reclassified for the purpose of title change only, or as a result of a restructuring of the classification system, respectively, to Senior Office Technician (CPOS). B. The confidential positions assigned in the new title of Senior Office Technician (CPOS) be allocated to the five-step salary range listed below and that future salary movement be based on that of related classes in the Supervisory and General Clerical Group. $ V. Rule 578, Salary Step Advancement for Employees in Regular Assignments, be amended for the purpose of providing for step-advancement in the class of Office Technician up to step four at intervals of seven pay periods. 3 VI. VII. Rule 771, Reinstatement, be amended to enable reinstatement of incumbents in the former classes in the new respective classes. Rule 808, Illness Leave, be amended for the purpose of preserving return rights of persons who have been separated upon exhaustion of paid leave benefits from the subject clerical classes. VIII. A. Current incumbents will be placed in their corresponding new classifications. Seniority in the new classes of Office Technician and Senior Office Technician shall include all seniority earned in the subject clerical classes. B. Former incumbents of the classes of Adult School Office Assistant, File and Index Clerk, Intermediate Clerk, Office Assistant, and Order Clerk shall have their seniority in these classes transferred to Office Technician. C. Former incumbents in the classes of Customer Services Assistant, Data Control Clerk, Engineering Clerk, Intermediate File and Index Clerk, Office Computer Operator, Senior Office Assistant, Statistical Clerk, and Word Processor Operator shall have their seniority in these classes transferred to Senior Office Technician. IX. The procedure for Reclassification by Director s Approval be amended to replace references to the classes that are to be consolidated into Office Technician and Senior Office Technician with the appropriate new classes. X. The classes of Adult School Office Assistant, Customer Services Assistant, Data Control Clerk, Engineering Clerk, File and Index Clerk, Intermediate Clerk, Intermediate File and Index Clerk, Office Computer Operator, Order Clerk, Statistical Clerk, and Word Processor Operator be abolished. XI. The confidential classifications of File and Index Clerk (CPOS), Intermediate Clerk (CPOS), Intermediate File and Index Clerk (CPOS), Office Computer Operator (CPOS), and Statistical Clerk (CPOS) be abolished. BASES OF RECOMMENDATIONS: 1. The Commission staff evaluated the classifications of Adult School Office Assistant, File and Index Clerk, Intermediate Clerk, Office Assistant, and Order Clerk based upon level of accountability and typical duties performed by incumbents. While there is some variation between the classes, the Commission staff believes that these classes may be consolidated into a single class of Office Technician that will encompass the core functions expected of incumbents in these positions. 2. The classifications of Adult School Office Assistant, File and Index Clerk, Intermediate Clerk, Office Assistant, and Order Clerk all fall within the seven-step salary range of the proposed class of Office Technician. Incumbents reclassified to the new class will continue to be expected to perform entry-level, routine clerical tasks that require the skill of keyboarding. Thus, the recommended salary range of $ /pp is appropriate. Case April 13, 2005

The Commission staff evaluated the classifications of Customer Services Assistant, Data Control Clerk, Engineering Clerk, Intermediate File and Index Clerk, Office Computer Operator, Senior Office Assistant, Statistical Clerk, and Word Processor Operator based upon level of accountability and typical duties performed by incumbents. While there is some variation between the classes with regard to function, the Commission staff believes that these classes may be consolidated into a single class of Senior Office Technician that will encompass the core duties expected of incumbents in these positions. 4. The classifications of Customer Services Assistant, Data Control Clerk, Engineering Clerk, Intermediate File and Index Clerk, Office Computer Operator, Senior Office Assistant, Statistical Clerk, and Word Processor Operator fall within the five-step salary range of the proposed class of Senior Office Technician. Thus, the recommended salary range of $ /pp is appropriate. 5. The proposed merger of these classes will achieve several positive results: A. It will provide greater efficiency from a classification, selection, recruitment, and assignment point of view. There will be less effort expended on maintaining the classification plan, only two examinations will be necessary as opposed to 13, the recruitment process will be streamlined, and the assignment process will be simplified by the use of only two classes and eligibility lists. B. It will provide greater flexibility for supervisors in assigning work. C. It will provide improved job security to those incumbents who may be bumped from positions in classifications with few incumbents. 6. Certain rule amendments are necessary in order to implement the proposal. The proposed amendment of Rule 578 would maintain the practice of allowing entry-level clerical employees with a seven-step salary range to advance up to the fourth salary step at intervals of seven pay periods. The proposed amendment of Rules 771 and 808 would enable the return to employment of persons who would normally lose that opportunity when their class was abolished. 7. All the other recommendations deal with relatively minor technicalities. AMENDMENT OF RULES: 578 SALARY STEP ADVANCEMENT FOR EMPLOYEES IN REGULAR ASSIGNMENTS A. 3. In the class of Office Assistant Office Technician, advancement to each successive step up to step four shall occur on the first day of the pay period next succeeding completion of 130 days in paid regular status after entry into the class or prior step advancement. Advancement to step five and higher steps shall be made in accordance with Paragraph A.2, above. Case April 13, 2005
5 771 REINSTATEMENT A. This Rule applies to a permanent classified employee who resigns or is resigned because of absence without authorization. Such former employee may be reinstated in permanent or limited-term status in the former class, in a related lower class, or in any lower class in which the employee formerly had permanent status. For the purpose of reinstatement, Office Assistant Office Technician shall be considered the former class of a person who resigned as an Intermediate Clerk-Typist, School Clerk- Typist, Clerk Typist Adult School Office Assistant, File and Index Clerk, Intermediate Clerk, Office Assistant, or Order Clerk;, and Senior Office Assistant Senior Office Technician shall be considered the former class of a person who resigned as a Senior Clerk-Typist Customer Services Assistant, Data Control Clerk, Engineering Clerk, Intermediate File and Index Clerk, Office Computer Operator, Senior Office Assistant, Statistical Clerk, and Word Processor Operator. ; and Stenographic Secretary I shall be considered the former class of a person who resigned as a Clerk Stenographer or an Intermediate Clerk- Stenographer; School Administrative Assistant shall be considered the former class of a person who resigned as a School Office Manager I, II, III, or IV or School Secretary I, II, III, or IV. Personnel Analyst or Senior Personnel Analysts shall be considered the former class of Personnel Examiner or Senior Personnel Examiner, respectively. Associate Personnel Analyst or Administrative Staff Aide shall be considered the former class of Personnel Assistant or Personnel Aide, School Cafeteria Manager I shall be considered the former class of a person who resigned as a Cafeteria Manager I or II; School Cafeteria Manager shall be considered the former class of a person who resigned as a Cafeteria Manager III or IV, respectively. 808 ILLNESS LEAVE M.... An employee who has been separated because all paid leaves have been exhausted from the class of Clerk-Typist, School Clerk-Typist, Intermediate Clerk-Typist, Adult School Office Assistant, File and Index Clerk, Intermediate Clerk, Office Assistant, or Order Clerk shall have the right of reemployment in the class of Office Assistant Office Technician when able to return to duty. An employee who has been separated because all paid leaves have been exhausted from the class of Senior Clerk-Typist, Customer Services Assistant, Data Control Clerk, Engineering Clerk, Intermediate File and Index Clerk, Office Computer Operator, Senior Office Assistant, Statistical Clerk, or Word Processor Operator shall have the right of reemployment in the class of Senior Office Assistant Senior Office Technician when able to return to duty. An employee who has been separated because all paid leaves have been exhausted from the classes of School Office Manager I, II, III, or IV or School Secretary I, II, III, or IV shall have the right to reemployment in the class of School Administrative Assistant when able to return to duty. An employee who has been separated because all paid leaves have been exhausted from the classes of Cafeteria Manager I or II shall have the right of reemployment in the class of School Cafeteria Manager I and employees in the class of Cafeteria Manager III or IV shall have the right of reemployment in the class of School Cafeteria Manager IV when able to return to duty.
