Recruitment Salary Range $105,000 to $115,000 per annum, dependent on experience Position Overview Primary Function of Position Responsibilities To provide specialist human resource management advice and expertise to assist the Chief Executive and managers with their people management responsibilities. Contribute to the development of human resource policies and procedures for the organisation. Contribute to development and implementation of human resource strategies and practices. To provide accurate and timely advice to the Chief Executive, management team and staff To manage and coordinate payroll functions To develop human resource policies and procedures To support and oversee robust recruitment (EEO), performance development, remuneration, performance management, development processes and leave management To provide employee assistance to support Health and Safety good practice and risk management
2 Budget To provide information and analysis to support the development of budgets and the assessment of expenditure To support change management processes and other such events, providing assistance to managers and employees when required HR & Training budgets managed within delegation. Key Relationships Direct Reports Others Payroll & HR Administrator Senior Management Team Managers Staff Public Service Association (PSA) Legal counsel (under the authority of the Chief Executive) Other Councils Accountabilities KEY RESULT AREAS EXPECTED OUTCOMES Provide quality human resource advice Ensure accurate and timely HR advice and information is provided to the Chief Executive and managers to enable them to make consistent and informed HR decisions Assist in the development of quality human resource strategies, policies and procedures Managers are assisted and supported in the delivery of robust recruitment processes, performance development, remuneration, change management, performance management and other employee relations issues Ensure own expertise and knowledge is maintained through appropriate professional development Ensure delegated responsibilities are clearly communicated to managers and staff Advise the Chief Executive of human resources matters and employment relations issues Facilitate and participate in appropriate meetings, team briefings and information sessions. Contribute to the development of human resource practice guidelines and standards and ensure they are available throughout the organisation
3 Facilitate Good Employee Relations Health, Safety and Risk Work with managers to ensure compliance with human resource policies and statutory requirements by ensuring managers receive appropriate advice and training Establish and facilitate appropriate consultation with managers and staff Ensure documentation reflects good practice, Masterton District Council policies and legal requirements. In conjunction with payroll and finance, Managers are provided with regular reports on leave, and necessary HR costing Liaise with the unions and bargaining agents to ensure that harmonious relations are maintained Provide an advisory service on the interpretation of the Employment Relations Act, other legislation applicable, and employment agreements Assist managers in dealing with issues relating to Employment Relations, e.g. disputes and personal grievance Negotiate employment agreements, where appropriate, within parameters defined by management Provide HR advice and assist with management of change processes Consult with staff on matters affecting conditions of employment. Ensures own and others safety at all times Complies with policies, procedures and safe systems of work Ensures all staff are trained in Health and Safety Policy and Procedures and maintain adequate safety standards through consultation, training and supervision Ensure all staff are oriented to the organisation and aware of potential risks Reports all incidents/accidents, including near misses, in a timely fashion Actively participate and provide training in the hazard management and identification process Escalates Risk as per the Risk Management Policy Ensure the Council complies with the Health and Safety Reform Bill Assist the Council in setting annual Health and Safety Objectives
4 Operate within allocated resources Other Duties To act within legal boundaries and the Masterton District Council policies Undertake an annual Health and Safety Self- Assessment Promote and oversee Masterton District Council s Wellness Programme. Ensure equipment and supplies are used economically and efficiently Assist in ensuring the physical office environment and equipment is safe and functional Participate actively in office housekeeping duties. Participate in, and lead, projects as required by the Chief Executive Any other relevant tasks may be undertaken in negotiation with the Chief Executive. Ensure that all records are maintained accurately and in accordance with legislation and Masterton District Council policy Provide appropriate information in accordance with the Privacy Act and other relevant legislation and Masterton District Council policy Through practice and performance demonstrate knowledge and application of the principles of the Treaty of Waitangi. Person Specification Education and Qualifications Experience Awareness and Understanding of A degree level qualification in Human Resources or related discipline. Essential Excellent people skills, including the ability to adjust to a range of audiences. Significant demonstrated experience across the range of employment processes including the development of strategies, policies and processes. Desirable Experience in local Government environment. Experience in the development and implementation of HR frameworks. Capability in the collection, interpretation and reporting of human resource data. Essential Current NZ employment legislation and environment. Desirable The Treaty of Waitangi applicable to local government.
5 Skills and Competencies Excellent written and oral communication skills. Strong interpersonal skills, including group and team work. Able to work under pressure and to tight deadlines. Able to work independently with minimal supervision. Experience in the use of Microsoft Office applications including spreadsheets. Performance Development Review An initial review of performance will be conducted after three months, with an annual performance development planning session annually thereafter. This is in the context of regular discussions and a no surprises annual review.
