2 I. BACKGROUND In Indonesia the equivalent of the UNDAF is called the UNPDF: UN Partnership for Development Framework. The Government and the UN agreed in 2010 to change to the Partnership for Development Framework to emphasize the change from development assistance to an equal partnership. Indonesia has the status of a Lower Middle Income Country and aims to grow towards a Higher Middle Income Country in the next years. Therefore the role of the UN in Indonesia has changed from service delivery to mainly policy advice and technical assistance. The first UNPDF started in 2011 and will end in This UNPDF focuses on 3 pillars: equity, resilience and participation, and 5 outcomes: social services, sustainable livelihoods, governance, disaster management and climate change and environmental sustainability. Cross-cutting issues include: gender, human rights and HIV/AIDS. The regions of Aceh, NTT and Papua were identified as the priority geographical regions for the UNPDF. The second UNPDF will be developed in 2014, and will build on the Government s National Medium Term Development Plan (RPJMN) In addition to the planning phase, this process consists of 4 phases: The full roll-out process has been elaborated on in the UNPDF Roll-out Comprehensive Package. At least the following 18 funds, programmes and agencies will be part of the UNPDF : FAO, ILO, IOM, UNAIDS, UNDP, UNEP, UNESCO, UNFPA, UN-HABITAT, UNHCR, UNICEF, UNIDO, UNOCHA, UNODC, UNOPS, UNWOMEN, WFP, WHO. Guiding principles for the new 5-year strategic plan: The UNPDF needs to highlight the equal partnership between the Government of Indonesia and the UN in Indonesia The RPJMN (National Medium Term Development Plan) as guiding document. The timeline of the UNPDF roll-out will follow the timeline of the RPJMN roll-out. The UNPDF needs to be strategic, flexible and agile. It needs to focus on the higher-level perspective, not including everything all UN agencies do. The UNPDF needs to highlight where the UN has added value and comparative advantage. The UNPDF will be an outcome-only framework (no outputs). The UNPDF roll-out needs to be an open and inclusive process. The roll-out needs to be light: not only focusing on planning, but focusing on implementation. The UNPDF document and framework have an equity focus

3 The roll-out of the UNPDF will be supported by 3 consultants: 1 consultant from August - September 2014 to support the Evaluation, Country Analysis and Strategic Planning phase; 1 consultant from September to December 2014 to support the Development and Writing of the UNPDF and the Results Matrix and 1 consultant in February 2015 to finalize the UNPDF. The 3 nd consultant, the UNPDF Finalization Consultant, will participate in the final consultations with the government in order to align the UNPDF with the RPJMN. The consultant will also work with the UN Staff at different levels in order to include their comments in the UNPDF. The overall objective for this consultant will be to finalize the UNPDF so that it can be signed end of February. The work of the consultant will finish end of February. The consultant will be based in the Office of the UN Resident Coordinator (RC office), with as day-to-day manager and first point of contact the the RC Office. The consultant will report (either verbally or in writing) on a weekly basis to the UN Resident Coordinator (RC) and the UNPDF Steering Group (USG). The USG has been established by the UN Country Team to oversee the operational preparation of the UNPDF , and consists of senior representatives of the UN agencies in Indonesia (at the Deputy or Senior Programme Officer level). II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The overal objective for the UNPDF Development Consultant will be to finalize a UNPDF that all stakeholders agree upon and that is ready for signing by end of February The consultant will align the UNPDF with the latest available version of the RPJMN, i.e. linking each outcome to the RPJMN and explaining what role the UN will play to support the government in achieving the corresponding RPJMN objectives. During the final Consultations with the Government, the Government and the UN will decide on how to align the UNPDF with the national medium term development plan (RPJMN). The consultant will work on integrating the results of these consultations into the UNPDF document. The consultant should review the Draft RPJMN dated January 8, and a translation will be provided at commencement of the consultancy period. The consultant will also liaise with relevant technical UN staff to include their inputs into the UNPDF. The UNPDF will be an outcome-only UNPDF that individual agency country programmes will link into. It is important to keep the UNPDF on outcome level in order to ensure that the UNPDF is flexible and can adapt to the fast paced development of Indonesia and the emerging RPJMN priorities. It will allow the UNPDF to be a strategic, visionary, high-level document that serves as a framework and allows UN Agencies to adapt their joint areas of work to the evolving national context. A UNPDF at outcome level will also be easier to monitor and evaluate, as the UN s attribution and contribution to outcomes is difficult to measure. Allow adaptability to emerging RPJMN priority areas; improve the ability of agencies to adapt joint areas of work; reduce the prescriptiveness of the UNPDF for agencies and future work; and/or create a UNPDF that can articulate the vision but allow individual priority areas to be defined by specific thematic working groups. The consultant will have the final drafts of the document ready by Monday, 23 February The UNPDF will be signed on Friday, 27 February and the official UNPDF ceremony with Bappenas will take place on Thursday 26 March. III. METHODOLOGY AND APPROACH UNPDF - Include inputs from consultations with the government into the UNPDF. - Refine UNPDF elements, such as forewords, executive summary, introduction and management arrangements. - Refine narrative for the different outcome and priority areas describing the strategy and UN response for each outcome, including the normative role of the UN - Maintstream the cross-cutting issues in the UNPDF - Revise the UNPDF based on the inputs provided by the different technical colleagues from respective UN agencies, as well as government (as applicable) and USG - Refine the UNPDF results framework with relevant indicators for each outcome and division of labor

4 among agencies - Consult technical teams of each UN Agency so that they can provide inputs to the UNPDF. - Ensure buy-in from the RC, UNCT and the Government for the narrative of the UNPDF. General: - The consultant will work on a daily basis with the RC Office and will update the Resident Coordinator weekly on the progress of his/her work. The UNPDF Steering Group will receive a weekly update in writing, and the consultant will verbally update the USG during the USG meetings. - The consultant will incorporate changes to the UNPDF after consultations with the government, the UNPDF Steering group and technical staff when needed. - The consultant will participate in a debriefing session with the UNPDF Steering Group at the end of his/her assignment to validate results. IV. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Advanced university degree (Master's degree or equivalent) in, international relations, international economics, law, public or business administration, social sciences or other related area. A first-level university degree in combination with 15 years of qualifying experience may be accepted in lieu of the advanced university degree. II. Years of experience: At least 10 years of professional development related work experience at the national and/or international level. Experience must primarily relate to senior levels of programme management or the management of complex national level M&E framework and/or strategic plans involving multiple stakeholders. III. Functional Competencies: Knowledge of and experience in the UN s role in a Middle Income Country, UN reform processes, UN programming at the country level, and UN Development Assistance Frameworks. Experience in Monitoring and Evaluation at the higher-level strategic level. Ability to compile qualitative data and to carry out analysis within a logical framework. Knowledge of and experience in applying evaluation methods in a wide range of evaluation approaches. Process management skills, such as facilitation skills and ability to negotiate with a wide range of stakeholders. Very good understanding of development operations coordination issues, tools and challenges, especially in programmatic areas. Knowledge of the application of the five UNDAF programming principles: Human Rights Based

5 Approach, Gender Equality, Environmental Sustainability, Results Based Management and Capacity Development. Demonstrated ability to create and build networks, partnerships and alliances Ability to meet goals, work under pressure and meet demanding deadlines. Excellent oral and written communication skills. Ability to speak and write clearly and convincingly, adapting style and content to different audiences Ability to present information in a clear and concise manner. Strong interpersonal skills Ability to contribute effectively in a team-based setting. Computer literacy. V. Language Requirements: Fluency in both written and spoken English. Working knowledge of Bahasa Indonesia is an advantage. V.
