Project Title : Formulation of a Project Document on Inclusive Development and Public Sector Efficiency ( ) B. Project Description Context and Objective of Project The UNDP Country Programme (CP) for Mauritius has been developed in close consultation with the Government, stakeholders and development partners and been approved by the UNDP Executive Board in June The UNDP CP is anchored in the Government Programme , the Sustainable Development Goals and the SAMOA Pathway, supported by the UNDP Strategic Plan. The programme will bring
2 significant added value in high-level upstream policy support. Investment will strengthen the capacities of national actors, systems and institutions through targeted policy interventions and translation of the goals at the national level, to accelerate sustained growth and safeguard development gains (midterm review, October 2015). The UNDP Project on Inclusive Development and Public Sector Efficiency ( ) will aim at implementing activities within the priority areas identified under the first Pillar of the UNDP Country Programme , which include specific initiatives in sectors such as social protection analysis, community development, women s empowerment and public service delivery. Scope of Work The overall purpose of the consultancy is the formulation of the UNDP Project Document on Inclusive Development and Public Sector Efficiency for in close collaboration with Government, representatives from civil society and the private sector and development partners and the UNDP Country Office in Mauritius. The national consultant will assist the international consultant who will serve as Team Leader for this assignment. The scope of work will include desk review of documentation shared by UNDP Mauritius (prior to the country mission) and in-country stakeholders consultations to guide the formulation of the project document. During the third week of the mission, a validation workshop will be facilitated by the consultants to present the proposed strategy and key actions. To finalize the project document, the team of consultants, led by the international consultant, will need to take into comments and feedback received from the stakeholders during the workshop and through written contributions. The desk review, should include a strong understanding of UNDP Strategic Plan (specifically regarding the thematic focus and targeting) and Integrated Result and Resource framework, a deep understanding of UNDP new Project Quality Assurance criteria, as the project will be assessed using these criteria, and a deep understanding of the new monitoring policy and requirements. The national consultant will give specific insights about Government, line ministries, civil society, private sector and other partners and stakeholders as well as national context. (S)/he will also take the lead in facilitating organizational capacity, focus group discussions amongst project partners in order to address the issues. (S)/he will require arranging and participating in meetings related to gathering
3 inputs prior to and during the field mission of the international consultant and contribute to all requirements for the project write-up. D. Expected Deliverables The national consultant will assist the international consultant in the preparation of a project document as per UNDP format and guidelines (please note that Mauritius is a non-cpap country). The consultants will produce: 1. An inception report presenting the methodology for carrying out the assignment 2. A draft UNDP Project Document on Inclusive Development and Public Sector Efficiency with detailed Results Framework and Multiyear Work Plans for Mauritius, for the period January The draft report should meet the Project Design and Appraisal Quality Criteria. 3. A short report from the workshop during which the strategy and main components of the proposed Project will be presented to stakeholders 4. A finalized and complete UNDP Project Document on Inclusive Development and Public Sector Efficiency meeting the Project Design and Appraisal Quality Criteria,, including all annexes, for the period January In line with the revised UNDP Project Document template (Dec. 2015), the outline of the finalized Project Document will be as follows: I. Project Board Terms of Reference and TORs of key management positions The formulation of the project document will build on the lessons learned from the Mid-Term review of the UNDP Country Programme (October 2015). The formulation of the project document should meet the standards defined within the new Project Quality Criteria, as defined in the Project Quality Assurance system (built on the Design and Appraisal Assessment of the Project Quality Assurance). This includes, but is not limited to, a strong theory of change aligned with the CPD theory of change. The formulation of the project document should also take in consideration the the Social and Environmental Standards. The result framework should built on SMART results aligned with the CPD outcomes. A set of SMART indicators should be defined and includes whenever relevant indicators from the IRRF. Finally the project document should be in line with UNDP new monitoring policy. The Consultant shall be remunerated in accordance with the following time schedule and deliverables: Deliverables/Outputs Tentative Dates Fee (%) Review and Approved by An inception report detailing the understanding/interpretation of the TOR; the methodology for carrying out the assignment in Mauritius 5 th October % UNDP A draft project document with detailed Results Framework and Multi year Work Plans for Mauritius meeting the Project Design and Appraisal quality criteria. 17 th October % UNDP/MOSS/MOFED /MSIEE/MCSAR A brief report of the workshop to present the draft project document to stakeholders A final project document in line with UNDP guidelines and meeting the Project Design and Appraisal Quality Criteria, 20 th October th October % UNDP 40% UNDP/MOSS/MOFED /MSIEE/MCSAR
5 incorporating comments from stakeholders and including all components and annexes E. Institutional Arrangements The national consultant will work in close collaboration with the international consultant, who will serve as Team Leader, and will report to the Acting Head, Socio-Economic Development Unit, UNDP Country Office, Mauritius. F. Duration of Work The national consultant will be offered a 30 working days contract spread over a period from 20 September 2016 to 20 November The indicative dates for the country mission of the international consultant are 3-21 October G. Duty Station The Consultants will be required to be present in Mauritius as specified above. H. Qualifications of the Successful Individual Contractor The international consultant should have: Education: At least a Master s Degree in Social Sciences, Economics, Development Studies or a related field. Experience: Minimum 7 years of work experience in at least 3 areas among Social Protection, Poverty Reduction, Community Development, Gender Equality and Women s Empowerment, Public Sector Delivery and Public Sector Reform. Proven practical experience in UNDP and other development partners project and programme formulation using results-based management principles. Knowledge of UNDP Strategic Plan and of the new UNDP policies regarding Project quality assurance and monitoring is an asset. Experience in mainstreaming gender in projects/programmes and identifying initiatives in supporting the achievement of the MDGs and SDGS. Skills:
6 Strong leadership and planning skills Excellent written and presentation skills (English) Strong communication skills Ability to work in the multi-cultural team environment and to deliver under pressure/meet deadlines Ability to network with partners on various levels The necessary computer skills with competence in MS office package Language: Excellent written and spoken English is required Corporate Competencies Demonstrates integrity by modelling the UNs values and ethical standards; Advocates and promotes the vision, mission, and strategic goals of UN; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; and Treats all people fairly without favoritism. Functional Competencies Ability to adapt in new working environment; Demonstrated strategic technical and intellectual skills in the substantive area; Excellent communication skills (oral and written); and Computer adeptness. I. Scope of Price Proposal and Schedule Payments Price Proposal The financial offer should be quoted as a lump sum amount, all-inclusive. The term All inclusive implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal The contract price is fixed regardless of changes in the cost components. Payments will be effected based on deliverables Payment Schedule 20%-An inception report detailing the understanding/interpretation of the TOR; the methodology of carrying out the assignment in Mauritius with concerned stakeholders
7 30%-A draft project document with detailed Results and Resources Framework and Annual Work Plans for Mauritius 10%-Organization of a one day workshop to present the draft project document to stakeholders 40%-A final project document according to UNDP templates and guidelines J. Proposed Work Plan and Indicative Time It is planned that the consultancy starts no later than 20 th September 2016 and ends 20 th November K. Recommended Presentation of Offer Individual consultants are invited to submit applications & below requirements: 1) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP. 2) Personal CV and P11 (both), indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references. Candidates not submitting P11 will not be considered. 3) Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment. 4) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. L. Criteria for Selection of Best Offer The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the Combined Scoring Method and determined as: 1) Responsive/compliant/acceptable; 2) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below (Technical Criteria weight (0.7), Financial Criteria weight (0.3).
8 Only candidates obtaining a minimum of 70 marks out of 100 would be considered for the Financial Evaluation. Qualified women are strongly encouraged to apply.
