2 JOB STATEMENT The Occupational Health and Safety/Risk Officer is to facilitate the development and establishment of continuing best practice occupational health and safety and risk management programs throughout the organisation. KEY RESPONSIBILITY AREAS Risk Management Provide administrative support to Coordinator Risk Management (CRM) including processing insurance claims and risk management projects. In conjunction with the CRM, provide input on OH&S requirements to tender specifications and evaluation processes. Contractor Safety Promote a culture of Occupational Health and Safety (OH&S) awareness throughout the organisation to all Contractors and Council stakeholders. Assist in the provision of a safe working environment for all Contractors and Council Stakeholders in accordance with the regulations of the Occupational Health and Safety Act Liaise with external agencies (including regulatory authorities and other councils) on Contractor OH&S and safety related issues. Provide reports on Contractor Safety to the CRM as required. Assist in the maintenance and auditing processes of Council s Approved Contractor Safety Information System (ACSIS). Undertake Contractor desk top safety audits and monitor contractor safety performance as programmed and required by the CRM. Occupational Health & Safety Assist the CRM to facilitate the development of suitable OH&S practices throughout the organisation to ensure a uniform approach and achieve optimal effectiveness in safety management. Assist the CRM to provide effective and timely advice to managers, team leaders and staff on matters relating to interpretation of OH&S (and other) Acts, regulations, codes of practices and relevant Council Policies. Undertake incident/injury reporting; including investigation of Non Workcover Related incidents and subsequent implementation of action plans, as required when the incident reports have been received from the Learning & Development Officer. Responsible for the coordination of Councils OH&S Committee. Establish, implement and maintain documented procedures for staff involvement and consultation in OHS. Undertake OH&S related audits and recommend actions for improvement as programmed and required by the CRM. Provide support to the CRM as required. Provide reports on OH&S matters to the CRM as required. Assist in the maintenance and development of Councils Occupational Health & Safety Management System (OHSMS) as directed by the CRM. Assist in the use of electronic communication systems to promote OH&S within the organisation such as intranet and s as directed by the CRM. Assist the CRM to develop, implement and review OH&S policies and procedures. Liaise with external agencies (including Regulatory Authorities and other Councils) on OH&S and safety related issues as required.
3 Staff Education Assist the CRM to develop, conduct, evaluate and revise safety education programs for all WSC staff. Assist in the OH&S induction of all new WSC staff. Assist in on-the-job safety training of WSC staff; including: o Correct and safe use of equipment in use; o Correct and safe use of all new equipment and processes introduced to the o workplace; Observation of work practices with a view to introducing correct procedures or revised methods, where necessary. Maintain a high level of staff awareness in regard to accident prevention, hazard identification, health promotion and safe work practices. Maintain up-to-date resource material for all occupational health and safety issues and topics. General Demonstrate commitment to support and embrace continuous improvement in OHS related activities with Council s contractors and within the organisation. ORGANISATIONAL RELATIONSHIP Reports to: Supervises: Internal Liaisons: External Liaisons: Coordinator Risk Management Nil Council staff at all levels Victorian Workcover Authority, Insurance, medical personnel, legal personnel and contractors JOB ENVIRONMENT Terms and Conditions of employment are in accordance with any Wellington Shire Council industrial agreement. Band 5 38 hours per week Approximately 60% indoor and 40% outdoor environment required) Some travel necessary (pool vehicles available) Local Government (some inspections etc.
4 PERSON SPECIFICATION Accountability and Extent of Authority The OHS/Risk Officer is directly responsible for: Providing accurate advice on OH&S management. Drafting procedures. Coordinating designated work groups (DWG s), and OHS representatives in relation to OHS matters. Maintaining and enhancing Wellington Shire Council s OHS Management System (ACSIS). Development, implementation and facilitation of audits, reporting documentation and Management advice under direction of Coordinator Risk Management. Carrying out research on OHS matters and providing information to the Coordinator Risk Management. Judgment and Decision Making Act within the constraints of Council s goals and policies, the Occupational Health and Safety Act 2004 and the conditions imposed by Council s insurers however there is scope to exercise discretion in the application of procedures and standards. Identify and develop appropriate processes and procedures to meet the OHS needs of the organisation. Authority to make choices within prescribed procedures or guidelines. Guidance and advice are available at all times. Specialist Knowledge and Skills Competence in operating a personal computer, including Microsoft applications including Word, Excel, PowerPoint, Outlook and other relevant systems. Demonstrated high level verbal, written and report writing skills. Ability to interpret Occupational Health and Safety Act, Regulations and Codes of Practice. Well developed knowledge of the Occupational Health and Safety Act 2004 and associated roles and responsibilities. Understanding the relevant policies, strategies, processes regulations and procedures associated with Occupational Health and Safety. Management Skills Ability to set priorities, plan workloads, meet deadlines and achieve objectives through the efficient use of time. Ability to manage projects from conception through to implementation. Ability to implement change and continuous improvement initiatives. Demonstrated ability to work independently without direct supervision as well as to participate in activities as a team member.
5 Interpersonal Skills Ability to engage positively with members of the public and staff. Ability to discuss and resolve problems. Must be able to maintain a high level of confidentiality and discretion. Qualifications and Experience Experience in OH&S systems. Formal qualification in Occupational Health & Safety or related field highly regarded. Drivers license required. KEY SELECTION CRITERIA Demonstrated ability to effect cultural change towards safe work practices. Demonstrated ability to manage Occupational Health and Safety projects from conception through to implementation. Understanding of theory, practice and legislation in regard to Risk Management and Occupational Health and Safety. Excellent verbal and written communication skills. Ability to use and maintain a comprehensive OHS Management System.
