1 Position Title: Team/Workgroup/Department: Reports To: Location: Operations Coordinator Soil Organic Recycling Facility (SORF) Business Manager SORF Soil Organic Recycling Facility (SORF) Dutson Downs PURPOSE OF POSITION The Operations Coordinator will coordinate the production processes and Operations team at the Soil Organic Recycling Facility. Specifically, they will provide leadership and oversee the procedures required to treat a broad range waste types and production processes to produce compost for beneficial reuse. ORGANISATIONAL ENVIRONMENT Gippsland Water is Victoria s second largest regional water corporation and faces an increasingly challenging operating environment. It operates over 30 individual water and wastewater systems and the SORF spread across a region 200 km long and 150 km wide. Based at Gippsland Water s 8000Ha Dutson Downs site, the SORF is an EPA licensed business which utilises a range of technologies to process organic wastes to create a high quality compost product which is currently beneficially utilised in Gippsland Water s regional Agribusiness activities and being supplied to the agricultural industry throughout Gippsland. The SORF work group provides ongoing delivery and achievement of objectives within a heavily regulated, but also continually changing business environment. A 100% compliance performance target and steadily increasing quality expectations from a range of stakeholders (including Board, regulators and customers) ensures a challenging environment, where the degree of difficulty resulting from internal and external factors, such as climate change, technology advancements and financial pressures, are also growing. This is made all the more dynamic by the variable day to day conditions and variability of waste streams accepted and processed at the site. The SORF team s purpose is to manage and operate the SORF to: achieve the outcomes of the business plan; develop and maintain facility safety at the highest level; ensure that the ongoing business activity meets Gippsland Water s corporate governance requirements; consider at all times, environmental and biodiversity responsibilities; identify and manage business risks and opportunities to optimise business outcomes; and establish and maintain market consultation to source and develop these sustainable business opportunities. KEY RESPONSIBILITIES Coordinate the daily production processes of Prescribed and Non Prescribed waste streams, specifically relating to the effective use of waste inputs to maximise the quality and compliance of compost produced. Coordinate daily activities at the SORF site related to compliance with Australian Standard AS4454 Assist in the assessment of new waste streams, particularly contaminated soils, with respect to processing parameters to enable acceptance consistent with the SORF s EPA licence and compost standards. Provide daily support and direction to the Prescribed and Non Prescribed Coordinators and Multi-skilled Operators. In addition, provide direction to all operations through developing objectives and overseeing their achievement. Work with the leadership team to design and implement a strategy for process optimisation and value adding including the use of advanced technologies and processing techniques. Assist with the management of preventative maintenance and works programs to meet the performance objectives of the Soil Organic Recycling Facility. Work with the Business Manager to monitor expenditure of assigned work programs, specific projects and day to day maintenance on a monthly basis and investigate variances against budget Page 2 of 6

3 Engage with SORF operational staff to review existing production process and identify improvement opportunities that lead to positive financial, environmental and safety outcomes Provide and share knowledge to both internal and external stakeholders on the composting process and the activities at the SORF. Coordinate, review, document and respond to all analytical data associated with the SORF. Develop and maintain relationships with customers, service providers and industry groups. Manage critical service contracts associated with the quality assurance process in order to ensure a reliable supply of critical materials or services for operational activities. Promote the ongoing implementation and development of a risk management approach to safety and production, in order to ensure compliance with business objectives. Participate in the development and implementation of the Bioremediation Plan for the SORF. KEY CHALLENGES The Operations Coordinator will assist in developing and maintaining a close team based approach with a workgroup that comprises of a demographically diverse number of staff, located at a remote site. The Operations Coordinator will also need to maintain and foster existing, and develop new relationships with a range of customers and stakeholders. The position will also be required to maintain an effective ongoing risk management approach to operational and production activities to improve performance as well as a high level of compliance. JUDGEMENT & REASONING The Operations Coordinator will be expected to undertake to implement improvements which will improve the efficiency or effectiveness and enhance the quality of the product resulting from these processes. This includes the identification and prioritisation of on-site improvement works to enhance performance in line with existing programs and available resources. They must also have the ability to understand, analyse and interpret existing policies, procedures and standards, as well as draw on their existing technical experience, to make operational and strategic recommendations. The Operations Coordinator will require lateral and innovative thinking ability, as some options will be imprecise or require an amount of inventiveness to depart from or adapt accepted practices and procedures. 4 They will also be challenged by competing priorities in relation to statutory requirements,, financial constraints and customer needs, as well as developing a sound understanding of expectations of existing and potential customers. Their ability to influence and persuade others in the achievement of set objectives as well as gain their cooperation in meeting administration and operational requirements /activities is paramount. They will be overseeing operations in a commercial environment supporting a team of Operators which will require them to discuss technical and administration issues, reach agreement on plans and gain their cooperation and participation in activities required to meet objectives whilst ensuring capacity to satisfy day to day operational requirements. 5 To be successful in achieving this as well as communicating to their team on performance/operational issues, they must have the ability to vary their communication style according to their audience. Their customers and stakeholders vary from operational employees to Managers, regulators and contract suppliers. Demonstrated experience in leading a safety culture Demonstrated supervisory skills and experience in leading operational teams.. Strong presentation, oral and written communication skills. Desirable: Sound waste industry operations skills and knowledge gained by a number of years experience, particularly related to relevant organics recycling processes Tickets/competence to operate various plant and equipment Current network of contacts in the waste/organic waste industry (memberships, consultants, contractors, industry, EPA). Demonstrated ability to think laterally and a focus on continuous improvement. Ability to utilise computer packages such as word, excel and PowerPoint. A current Driver s Licence. Experience in providing leadership in a changing environment Sound understanding of change management principles and process improvement techniques Knowledge of budgeting, expenditure and cost control.
