4 1. Introduction This document is summarizing the main outcomes of the WP6 Assessment and Strategy. The main purpose is to formulate the key facts for EDITS, including the basic concept and vision behind, as well as the results based on the user assessment, the workshops and the elaboration of the business plan. The objective is furthermore to formulate recommendations to potential EDITS stakeholders for a future deployment of EDITS. Figure 1: Overview of WP6 page 4

Key Facts of EDITS 2.1 The vision of EDITS Multimodal traveller information services need to cross borders especially when travelling abroad: Therefore interoperable, multimodal traveller information services should not stop at national, regional or even the organisational borders of the respective service providers. But this reality looks differently today. Starting in 2012 the European project EDITS (implemented through the Central Europe Programme) tackled this problem by creating a system that allows for transnational and transorganisational cooperation. 13 partners from five European neighbouring countries in Central Europe committed themselves to exchange transport-related data covering public transport as well as road transport with the aim of providing accurate and seamless services to travellers. The EDITS partners, mainly coming from public institutions and transport operators in Austria, Czech Republic, Hungary, Italy, and Slovakia started to work together deploy and operate crossborder multimodal travel information based on harmonized traffic data and information gathered on transnational level. First of all the EDITS project has started with a vision - EDITS is to enhance the personal mobility of Central European citizens by providing interoperable and multimodal traveller information services based on a harmonised platform for Data and Information exchange. This can be achieved by the set up or improvement of existing traveller information services as well as by the improvement of traffic management solutions resulting in traveller information services. 2.2 The basic concept of EDITS: Common framework and specifications The provision of interoperable and multimodal traveller information services is seen as major contribution to ensure mobility in and between cities and regions, besides they address the challenges of modal split, increasing congestion and greenhouse gas emissions in the transportation sector. Based on these presumptions various European cities, regions and transport operators have started to provide journey planners for public transport as well as motorized individual transport in order to serve their citizens and travellers. An important basis for multimodal traveller information services are the underlying digital maps and graphs from the different transport modes (passenger car traffic, public transport, cycling, walking) to enable multimodal routing and interchange information. Based on these facts the project EDITS developed an approach to foster interoperable, cross-border multimodal traveller information systems, in a sustainable way by tackling the issues stated above. Therefor it has to be stated that the concept of EDITS is not based on the page 5

6 principle of setting up a new central multimodal journey planner within the involved EU member states. This is especially due to the fact that a lot of structures and systems are already existing in the national administrations the challenges now are to improve, update and harmonize the existing systems in a common way to finally ensure the provision of seamless cross-border services to the single traveller. So the first step was to create a common framework that will enable the development and deployment of services in a harmonised way taking into account the existing systems. Therefor the EDITS Multimodal Traveller Information (MTI) Service has been defined, which means, in terms of a common framework, the one defined EDITS MTI Service that shall be deployed within Central Europe to support travellers before and during their trip with options and information on all transport modes. Within this one common definition different modules have been defined, which can be developed and deployed, based on the current state-of-the-art of the involved regions, but taking into account the common framework of EDITS. Figure 2: The EDITS MTI Service So looking at the involved stakeholders (public administrations, service providers, end-users) within the domain of traveller information provision are usually quite heterogeneous as they come from different organisations with different focus areas. Therefore, this modular approach with the definition of specific EDITS Modules based on the transport mode categories enables the required flexibility when it comes to real deployment based on the regional existing systems and services. The EDITS MTI can be seen as kind of toolbox that enables the harmonised deployment of services taking into consideration the already existing systems. page 6

7 Based on the common framework the EDITS partners elaborated detailed specifications for the exchange of data between the involved EDITS partners. This includes on the one hand the specifications for the exchange of GIS data, as EDITS partners have realized that multimodal transport graphs within the single regions based on common specifications plays an important role as the very basis for the creation and adaptation of partner specific enhanced EDITS services. The ED- ITS-GIP format has been developed within the project, as the interface for the exchange of GIS data between the EDITS source systems (e.g. GIP in Austria, KIRA in Hungary, DYNAVIX in Czech Republic, etc.). It covers the GIS data of transport infrastructure (for individual transport and public transport) as well as transport data for individual transport. On the other hand specifications for the exchange of various kind of data next to the GIS data needed for the provision of end-user services (e.g. public transport information, time table data, road related information etc.). These specifications are based on existing European and national standards (like the Austrian GIP Standard, DATEX II, DINO, etc.). The definition of the EDITS service, the EDITS GIP format specification, as well as the specifications for the exchange of other data (e.g. in DINO format for public transport, DATEX II for individual transport) have been made available to the public directly on the EDITS webpage in order to avoid any further proprietary systems and spread the lessons learned and the common specifications. 2.3 The EDITS services The services developed and defined within EDITS are based on the common framework and specifications. Based on the current existing systems and the organisational structures in the regions the EDITS service can look different varying from region to region. The EDITS project has shown that different kind of services can be developed within this common framework, adaptable to the specific needs of the involved stakeholders. Therefor around 10 different web- or appbased EDITS-related traveller information services are operative now and available directly via the EDITS webpage -> EDITS Service, showing how the various faces of EDITS can look like, when it comes to the deployment of different end-user services. 2.4 The demonstration and current coverage of EDITS Based on a harmonised system architecture and common specifications for the cross-border data exchange the EDITS service has been implemented and tested within three main demonstration areas, covering the CENTROPE region (Austria, Slovakia, Czech Republic and Hungary), the triangle area including Austria-Italy-Slovenia, as well as the Italian bordering provinces of Modena and Ferrara. As mentioned before the EDITS project demonstrates 10 different end-user services with different characteristics within different pilots in the demonstration areas. page 7

8 The demonstration area CENTROPE covers the Vienna Region (including Vienna, Lower Austria and Burgenland), Southern Moravia, the western part of Hungary and the city of Bratislava. Within this demonstration area 5 web-based EDITS Services (1 from Hungary, 1 from Austria and 3 from the Czech Republic) and 2 mobile Applications (provided by the Czech partners) are available. The EDITS services in CENTROPE provide different cross-border traveller information services, including routing for pedestrians, cyclists, motorised vehicles and public transport. The Demonstration area AUSTRIA-ITALY-SLOVENIA covers the cross-border triangular area linking the cities of Villach (AT) Udine (IT) Ljubljana (SI). The EDITS Services within this demonstration area focuses on individual transport and demonstrates the cross-border exchange of traffic messages among the motorway operators ASFINAG (Austria), AutoVie Venete (Italy) and DARS (Slovenia) in order to provide cross-border information about traffic states. In accordance with the European specifications the EDITS partners within this triangle area early users of a European Standard as common basis. Therefore the EDITS partners are taking a leading role in Europe as they demonstrate the exchange of data in the DATEX II format. The EDITS Services in this demonstration area provides traffic information along with routing recommendations in the covered area to drivers planning a trip or looking for route alternatives on their way to their final destination. Information is provided on basis of the current traffic situation including weather conditions. The demonstration area ITALY covers the Italian provinces of Modena and Ferrara. The regions demonstrate the cross-regional exchange of GIS and public transport data implemented within a common EDITS traveller information platform. The services in the different demonstration areas are the first starting point, showing how the ED- ITS approach can work in reality. All partners have committed themselves to keep these services operative at least until the end of But further adaptions and enhancements can be expected based on the plans of the different partners. 2.5 The organisation behind EDITS As mentioned before the EDITS partners are mainly coming from public institutions and transport operators in Austria, Czech Republic, Hungary, Italy, and Slovakia. A detailed analysis of the current partners structure as well as of the business model behind EDITS has shown that public institutions play an important role within the organisation of EDITS. EDITS targets the public hand to fulfil their tasks in the provision of traveller information services. Their main purpose for taking part in EDITS is to deliver high-quality services for their customers, fulfilling the official task better. Having a look at the organisational model behind EDITS the organisational/value chain model is relatively basic and can be adapted very flexible to the needs of the different partner regions. The different roles can be fulfilled by different kind of organisations. So based on the basic concept page 8

9 behind EDITS different constellations of private and public organisations are able to work together to provide services. But when analysing the EDITS approach in terms of organisational partnerships the first results have shown that basically the public hand needs to be on board single roles can be fulfilled by private companies, but EDITS is driven by public authorities (minimum case PPP Public Private Partnership). For the future deployment of EDITS this is important to consider the role and tasks of public bodies or organisations fulfilling their tasks connected to cities and regions. 2.6 The benefits of EDITS When defining the benefits of EDITS it has to be distinguished between the two different levels services within EDITS. On the one hand there is the business2consumer level, when talking about the EDITS end-user services provided. The benefits of the end-users of EDITS are clear: Accessibility of cross-border traveller information. This pre-assumption has also been confirmed by the EDITS user questionnaire. Furthermore it has been identified that the main target groups for the end-user services are commuters and business travellers, as well as tourists. On the other hand EDITS covers also the business2business level, targeting public administrations and transport service operators. The exchange of data between different organisations across the borders enables additional benefits that can be achieved through the EDITS approach: As we have seen in the previous chapters the public bodies play an important role in the provision of the EDITS services. By implementing the EDITS approach these stakeholders will be enabled to offer value-added services to their customers, but furthermore it support and enables them to fulfil their public task in a better or more efficient way, also when it comes to fulfil requirements deriving from the European guidelines e.g. from the European ITS directive. The results of a specific stakeholder questionnaire have furthermore supported the hypothesis that ED- ITS can really make a difference regarding the provision of value-added services, cooperating across borders and fulfilling the tasks of the public hand in a more efficient way. The approach of EDITS is an appropriate way to set up cross-border cooperation in a sustainable way that meets the needs of the different stakeholders. The stakeholders support this approach because of expected higher efficiency on local and regional level than they expect from other approaches. And last but not least the stakeholders from the public side appreciate the flexibility to adapt the deployed services within the main framework of the EDITS MTI according to their local needs! 2.7 EDITS in the policy context The EDITS concept has already raised awareness within the European Commission as an important topic and practice example how the problems in the transport sector can be dealt with. In particular the EDITS concept is mentioned as one of the key concepts within the Action Plan accompanying the European Union s Strategy for the Danube Region (Communication from the page 9

10 Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions SEC(2010) 1490 final) where one of the key actions in priority area 1 (to improve mobility and multimodality) is focusing on the deployment of multimodal services. Furthermore the common specifications defined within EDITS can deliver valuable input for the specifications on multimodal traveller information services in accordance to the European ITS Directive (2010/40/EU) that are currently developed. These specifications will be are a delegated act under the ITS Directive and will be binding on all stakeholders but no obligation to deploy services. This shows that EDITS is clearly linked to European and regional strategies and has the potential to contribute to the goals defined on European level. 2.8 EDITS next steps for the future Based on lessons learned within EDITS project, the feedback from user s and stakeholders and the plans of the individual EDITS partners based on the first demonstration these next step could have been identified for EDITS: - Extension of the geographical coverage of EDITS: This includes the further spread of EDITS to additional regions (in comparison to the current pilots in the demonstration areas). o Further regional coverage: On the one hand this includes the extension of the covered regions of the already existing EDITS partner countries (Austria, Italy, Czech Republic, Hungary, Slovakia), to allow the different demonstration areas merge. o National coverage: For the partners in the CENTROPE region one important topic was not only the regional extension, but the coverage on nation-wide level (especially for Austria, Czech Republic and Hungary this has been discussed intensively within the final events). o Coverage of the Danube Region: The extension of EDITS to the (whole) Danube Region has been identified as one of the important strategic goals on the long-run. This includes also further cooperation with additional partners in the considered regions and countries. - Enhancement of existing services: The further extension of the recently implemented services will be of relevance for the upcoming activities. This can include the enhancement in terms of additional data, dynamic data, as well as of additional modes. - From the exchange of data and information towards ticketing and booking: The discussions and results have shown that one of the main topics for the stakeholders is the integration of ticketing services into the EDITS approach. But all stakeholders have agreed page 10

11 that this is more than one step ahead and a lot of work has been done to let this become reality. - Harmonised planning: Based on the aforementioned steps one possible long-term perspective can be the harmonisation of planning activities across borders. - Harmonised planning: Based on the aforementioned steps one possible long-term perspective can be the harmonisation of planning activities across borders. As we have learned from the discussions the EDITS approach is feasible and has some advantages that enable the actual deployment of cross-border services. But there are more challenges to be faced. The first steps have been taken but they are just the beginning. There is much more to do in the future and EDITS will further pursue its vision to enhance the personal mobility of Central European citizens by providing interoperable and multimodal traveller information services! 3. Conclusions and Recommendations Based on the main results of the EDITS project there are some main conclusions, especially from the stakeholder and user assessment that can be formulated as recommendations: - The EDITS approach is feasible and can be adapted to the needs of the different stakeholders. The basic concept of EDITS - not based on the principle of setting up a new central multimodal journey planner within the involved EU member states but instead of that improving, updating and harmonizing existing systems in the partner regions in a common way to finally ensure the provision of seamless cross-border services to the single traveller has been seen as one of the key factors for the real deployment of services in Centrope by the stakeholders. - The system architecture and defined common specifications enable a more harmonised deployment of cross-border traveller information services. - The services of EDITS can have different faces in terms of various end-user services, based on the common framework, in order to meet the given requirements in the involved partners regions. - Main target group for the end-user services are business travellers, followed by tourists and commuters. - The main benefits of the business2business target group (including public administrations and transport service operators) are the provision of value-added services for their customers, improvement of cross-border cooperation and the better fulfilment of the tasks of the public hand through the implementation of the EDITS approach. page 11

12 - The services deployed with EDITS have been a first step. The involved partners committed themselves to operate the services at least until the end of But the furthermore all partners already have considered the next steps for improvement or enhance of their services. - The next steps for EDITS, as seen by the stakeholders, will be the extension of the geographical coverage of EDITS beyond the current demonstration areas, the enhancement of the existing services and the expansion of EDITS from information towards other service areas (e.g. ticketing). - Although single roles can be fulfilled by private companies EDITS is driven by public authorities (minimum case PPP Public Private Partnership). For the future deployment of EDITS this is important to consider the role and tasks of public bodies or organisations fulfilling their tasks connected to cities and regions. Summarizing this it can be concluded that EDITS is a feasible approach for the future. The further development of EDITS, in terms of additional data, new partners or complementary regions, is demanded by external stakeholders. Public institutions will furthermore play a crucial role when it comes to the further spread of EDITS. page 12
