1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 1/09/017 Reference: PNG/PNG Consultancy Title: Communications Consultant Project Name: Governance Period of assignment: 130 working days commencing from 01 October, 017 Duty Station: Buka, Autonomous Region of Bougainville, Papua New Guinea Consultancy Proposal should be ed to no later than COB 3 rd September, 017 clearly stating the title of consultancy applied for. Any proposals received after this date/time will not be accepted. Any request for clarification must be sent in writing, or by standard electronic communication to the address or indicated above. UNDP will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants. Incomplete, late and joint proposals will not be considered and only offers for which there is further interest will be contacted. 1. BACKGROUND The United Nations Development Programme (UNDP) has had a long and proud history in Papua New Guinea (PNG), working in all areas of development over the last 30 years, since the first UNDP office opened in PNG in With the support of the Government of PNG, and partners and donors, UNDP has forged strong bonds and built successful working relationships in all PNG provinces. Communicating UNDP s mandate, supporting activities and publicizing results are crucial to enhancing awareness of the Government and the general public of Papua New Guinea, development partners and donors, as well as the global network of UNDP and the Autonomous Bougainville Government, of UNDP s work in Papua New Guinea. This will strengthen UNDP s reputation, public perception, credibility and trust, thus, providing the basis for resource mobilization.. SCOPE OF WORK The aforementioned project will focus on documenting and communicating UNDP s work in Bougainville, investigate the use of innovative practices to improve data collection, continue localization of the SDGs and increase awareness and knowledge of the Bougainville Referendum in 019, as well as strengthen technical capacity of UN PBF s selected partners on peacebuilding media and communication. Refer to Annex I -Terms of Reference for details. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATION Qualifications: Bachelor s degree in Arts, Communication, Journalism, Media or related field. 1

2 Experience: Minimum 5 years of overall relevant professional experience working in the fields of communication, peacebuilding media and/or innovation including setting up of mobile-based tools for data collection and communication, in post-conflict regions; Proven experience in providing media and communication skills trainings, including Conflict Sensitive Communication and Theatre for Conflict Transformation, to different target audiences; Previous working experience within Papua New Guinea, as well as proven knowledge of key issues relating to Bougainville and the Bougainville Peace Agreement; Previous experience working within the UN system; Demonstrated expertise and experience in the implementation of mobile for development initiatives in Papua New Guinea; Experience working with and strong understanding of the Sustainable Development Goals; Competencies: Demonstrates integrity by modelling the UN values and ethical standards; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Treats all people fairly without fear or favour. Service oriented Demonstrable leadership skills Good understanding of PNG/Bougainville culture and politics is strongly desirable Demonstrates knowledge working with NGO s, the Corporate sector and Government in post-conflict regions; Promotes knowledge management in the UNDP system and learning environment in the office through leadership and personal example; Actively works towards continuing personnel development and expertise; Stimulates learning among colleagues and applies newly acquired skills; Demonstrated ability to collaborate and build strong relationship with key internal and external stakeholders; Consistently approaches work with energy and a positive, constructive attitude; Strong analytical, evaluation and conceptual thinking skills; Demonstrates openness to change and ability to manage complexities Leads teams effectively and shows mentoring, coaching as well as conflict resolution skills; Remains calm and in control even under pressure 4. EVALUATION CRITERIA Cumulative analysis The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below: When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weighting; 70% * Financial Criteria weighting; 30% Only candidates obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation. Interviews may be conducted as part of technical assessment for shortlisted proposals.

(Successful consultant will be required to submit signed P11 on contract issuance) 3

Travel expenses to and from home and duty station (economy class) plus living expenses at the duty station and any other miscellaneous cost that may be incurred during the duration of the consultancy, if applicable.) 5 Annex I Terms of Reference Background and Rationale The United Nations Development Programme (UNDP) has had a long and proud history in Papua New Guinea (PNG), working in all areas of development over the last 30 years, since the first UNDP office opened in PNG in With the support of the Government of PNG, and partners and donors, UNDP has forged strong bonds and built successful working relationships in all PNG provinces. The UNDP also works in Bougainville which is an Autonomous Region of PNG. In 001, the Bougainville Peace Agreement (BPA) was signed between the National Government of Papua New Guinea (GoPNG) and leaders representing the people of Bougainville. The BPA marked the end of a decade-long civil conflict in which up to 0,000 people died and many more were left without family, access to basic services and infrastructure, traumatized and scarred for life. More than a decade on, the progress of ARoB towards political, economic and social normality is still slow. The combination of persisting trauma and societal fragmentation, continued prevalence of small arms, excessive consumption of alcohol and other substances by some, high rates of unemployment and violence against women, a lost generation without education, and a still young and inexperienced autonomous administration are among the complex challenges facing the region. Communicating UNDP s mandate, supporting activities and publicizing results are crucial to enhancing awareness of the Government and the general public of Papua New Guinea, development partners and donors, as well as the global network of UNDP and the Autonomous Bougainville Government, of UNDP s work in Papua New Guinea. This will strengthen UNDP s reputation, public perception, credibility and trust, thus, providing the basis for resource mobilization. The aforementioned project will focus on documenting and communicating UNDP s work in Bougainville, investigate the use of innovative practices to improve data collection, continue localization of the SDGs and increase awareness and knowledge of the Bougainville Referendum in 019, as well as strengthen technical capacity of UN PBF s selected partners on peacebuilding media and communication. Scope of Work The Consultant, with overall guidance from the UNDP Peacebuilding Fund Programme and the UNDP PNG Assistant Resident Representative (Governance) will undertake the following: 1. Develop a plan to visit key locations across Bougainville to create communication products to promote the work conducted, and in many cases completed, via the Peacebuilding Priority Plan.. Assess communications needs and priorities for UNDP s work in Bougainville and develop a Communications Strategy responding to these needs and priorities. 3. Provide communication support to immediately help the office formulate and disseminate more and better information, and its key functions. 4. Regularly contribute written and visual content to UNDP PNG s website, Facebook page, and local media. 5. Use mobile technology as a tool to: a) increase knowledge and awareness of the Bougainville Peace Agreement, and its three pillars (with a particular focus on ensuring that the population of Bougainville is informed in regard to the Bougainville Referendum in 019), b) further localize the Sustainable Development Goals across Bougainville, and c) collect data for UN PBF projects in Bougainville 6. Establish an innovation and knowledge hub, with this site to become a one-stop-shop for innovation and knowledge amongst the regions youth demographic. Here, youth can gather and find information they need, as well as being a place where they can engage with one another and government. 5

Provide trainings to ABG officials, media workers and other partners using: a) adapted practical guides to peacebuilding media, including guides on radio talk shows, listening/feedback/participation, use and abuse of social media, gender mainstreaming, trauma, crisis coverage, investigative journalism, and safety for journalists, etc., and b) Concepts such as Theater for Conflict Transformation to support communities to discuss difficult and complex issues on the BPA and the Referendum 8. Provide series of workshops for UN PBF s media partners (managers, producers, editors, journalists) on Conflict Sensitive Communications 9. Use these workshops as mediums to develop a Media Code for ABG on Conflict Sensitive Communication. 10. Plan and support production of a documentary through film and pictures to document the implementation of the UN PBF projects in Bougainville. 11. Other tasks related to media and outreach as directed by the PBF Project in Buka and the UNDP PNG Assistant Resident Representative (Governance). 7 The Consultant will be supervised by the in Buka with overall guidance from the Assistant Resident Representative (Governance) in the UNDP PNG Country Office. He/She will work closely with the BHoR Parliamentary Committees on SDGs and Gender, Peace and Security. The Consultant will also work closely with the UNDP International Communications Consultant, who may also provide direction and guidance, as necessary to complete critical tasks. 7
