1 Chief Operating Officer Pennsylvania and New Jersey Delta Community Supports, Inc. is seeking a Chief Operating Officer who will oversee all programs and operations in Pennsylvania and New Jersey. This is an exciting leadership opportunity with a regionally recognized innovative provider with an outstanding track record in quality service delivery. The Delta reputation stands for excellence in services to children and families and individuals with intellectual disabilities. The Organization Incorporated in 1977, Delta Community Supports (Delta) enriches the lives of individuals and families through outstanding community-based supports and mutually rewarding relationships. Delta serves over 1,100 individuals and their families annually in Pennsylvania and New Jersey through the following services: Children and Family Services: Delta provides a comprehensive array of care options for children and families through the age of twenty-one, including foster care, treatment foster care, medical foster care,, adoption and post-adoption services, supported independent living (SIL) for older teens transitioning to independence, case management, parent training and education programs, The Teen Outreach program, and other specific supports related to family reunification or other permanency outcomes for children in our care. Community Residential Services: Delta provides community-based residential care for adults with intellectual disabilities in typical single family home settings. One to four individuals reside in dispersed community homes with Delta staff in the home providing assistance as needed. Staff assistance might include personal care, shopping, transportation, housekeeping, cooking and other activities associated with living as a responsible community member. Support services may be augmented with specialized supports such as behavioral therapy, augmentative communication, or other services that enhance the individual s ability to live as independently as possible. Community Center: Delta provides habilitation training services to adults with significant mental and/or physical impairments. Services include training in daily activities, communication, socialization, interaction with the community and other skills needed for participation in community life. Under a separate license Delta also provides senior adult daycare services. Delta employs approximately 700 staff operating in six offices across Pennsylvania and New Jersey, and currently has an annual operating budget of $31 million. 2 The Position Reporting to Delta s President and CEO, the Chief Operating Officer is responsible for leading, administering and managing all programs and operations consistent with Delta s 5-year plan. The COO position is newly created to support Delta s planned growth, as well as build bench strength for advancing the organization s leadership. The COO will be responsible for the following departments: Pennsylvania ID Services; New Jersey ID Services; Pennsylvania Children and Family Services; Quality Management and Information Systems; and Facilities Management. He/she will lead the development of dynamic business systems that support current programmatic activities, build the capacity of the organization to support future expansion of all programs, and materially contribute to Delta s long-term sustainability. Delta is a regional human services corporation with the potential to serve a broader geography, deepening its work with children and families and growing its residential and training programs for adults with disabilities. Over the next five years, Delta seeks to remain a leader in the human services industry by: Growing its business model as a regional human services provider that supports a broader geography and a comprehensive approach to the delivery of services. Adapting to a changing reimbursement model to support its growth strategy. Implementing the organization s Balanced Score Card (BSC) system that is data driven and measures outcomes. Continuing the expansion of technology to improve efficiency and enhance communication. Becoming an employer of choice through its recruitment, retention and training practices. The successful candidate will be highly skilled at working with a team to develop and implement business infrastructure systems solutions that respond to the changing environment, support the culture, and advance Delta s programmatic work. He/she will also have a deft hand at management. In the next months, the Chief Operating Officer will be responsible for the following priorities: Providing the New Jersey office additional support in transitioning its reimbursement model to address the following: - Building stronger relationships with state governmental agencies. - Fully implementing the fee for service model. - Promoting full occupancy and shortening the vacancy time within its programs. - Advancing the ongoing development of the management team and enhancing intra-team communication. - Strengthening the organizational infrastructure. Continue strengthening Delta s Balanced Score Card system to support evidence-based outcomes for all New Jersey and Pennsylvania programs. Initiating efforts that will lead to the convergence of all organizational systems between Pennsylvania and New Jersey except where state regulations or practices suggest different approaches. Continuing to seek and support new program opportunities such as Delta s recent Teen Outreach initiative. Continuing to advance the overall sustainability and succession planning work currently in place. Position Profile: Delta Community Supports - Chief Operating Officer 2

3 Key Responsibilities The COO works closely with the President/CEO in advancing Delta s vision and goals. The COO provides day-to-day leadership across the organization and focuses on strategic and tactical planning, quality performance and productivity, building institutional capacity and developing human resources, and leveraging best practices (programmatic and business) in support of the organization. The COO is responsible for establishing effective solutions in response to organizational challenges and opportunities as the needs arise or are anticipated. The COO s key responsibilities include: Operations Management Supporting the New Jersey Office s transition to a fee-for-service reimbursement model as well as stabilizing its programs and workforce. Overseeing managers and staff and the implementation of the agency's policies, programs and administrative functions. Serving as a catalyst for enhancing program development and capacity of staff to advance the mission and value of Delta. Evaluating the results of overall operations regularly and systematically, and reporting these results to the President/CEO of Delta, and the Board. Ensuring that all organization activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations Planning and Development Collaborating with the President/CEO and Board to articulate the organization s vision and strategies for growth. Charting short-term and long-range plans and budgets to advance broad corporate goals and growth strategies mutually established with the President/CEO of Delta and the Board. Becoming a leader in best practices in the field of Individuals with disabilities, behavioral health and family and children services. Pursuing new revenue opportunities for existing and new programs to include contracting with nonprofits and governmental agencies. Relationship Management. Providing external leadership focused on increasing the visibility and influencing of policies and funding critical to Delta s mission. Providing internal leadership focused on sustaining and increasing the quality of current programs as well as expanding into new communities in both New Jersey and Pennsylvania. Cultivating and managing relationships with external partners, community leaders, government agencies and influential leaders. Position Profile: Delta Community Supports - Chief Operating Officer 3

4 Experience and Attributes The ideal candidate for this position will share Delta s commitment to providing excellent programs, services and support to individuals and families served. Delta is seeking the following experiences and attributes in the selection of a Chief Operating Officer: A self-starting, dynamic/entrepreneurial leader with well-rounded, senior-level organizational management experience that can make things happen. 15+ years of progressive senior management experience including organizations of comparable size, the field of human services or allied health; experience in the Mid-Atlantic region preferred. A track record of successful revenue development contracting with nonprofits and government. Experience in developing infrastructure, systems and processes that effectively and efficiently manage an organization s current activities and planned growth. A demonstrated track record of building strong relationships with and among different partners and constituencies, preferably including behavioral health providers and/or policy makers. A successful track record of collaborative leadership of a management team to achieve strategic objectives as well as to ensure quality services and compliance with relevant contractual and regulatory requirements. The capacity to lead and make strategic and tactical management decisions supported by a strong sense of ownership. A high degree of financial management with budgetary expertise. Sensitivity and appreciation for cultural diversity of employees and for consumers needs and expectations. Experience working in a managed care environment. Strong understanding and appreciation for measuring performance using evidence-based models with emphasis on quality, transparency and accountability. Ability to integrate research and the opinions of people closest to the issues in forming excellent decisions. Strong verbal and written communication skills. Experience in the acquisition of organizations or in fund development is a plus. Driver s license and proof of insurance required for travel between sites. Master s degree in any of the following: behavioral health, organizational management, social services, or other related fields. Salary will be competitive and commensurate with experience.
