2 TENDER SCHEDULE Name of the work: Imparting residential training for 90 days to 100 candidates of Andhra Pradesh state in Security Guards with 100% placements. No.1225/apstep/Trg/15-16 Dated: Preamble: Andhra Pradesh Society for Training and Employment Promotion (APSTEP) of Andhra Pradesh having its Office at Secunderabad, Telangana State, is planning to impart residential training for 90 days to 100 candidates belonging to schedule Tribe of Andhra Pradesh in Security Guards with 100% placements. Technical and Price Bids are invited for providing residential training for 90 days to 100 candidates of Andhra Pradesh in Security Guards with 100% placements at single common venue in the state of Andhra Pradesh. A. FIRMS / AGENCIES ELIGIBLE TO PARTICIPATE IN TENDER: 1. The Authorised Agencies having minimum experience of 2-3 years in relevant field are eligible to participate. 2. The tenderer (s) shall have a valid Authorization like AP Government recognition or past experience in having training partnership with any Government Agencies in the Districts of Andhra Pradesh or any other Government 3. The tenderer shall produce audited copies of balance sheets and income tax returns of accounts for last (3) financial years and the tenderer shall have CST / VAT (TIN) Registration and PAN number B. INSTRUCTIONS FOR SUBMISSION OF TENDER SCHEDULE & EMD: 1. The tenderer shall submit the bids within the time limits specified in the tender schedule. The department is not responsible for Postal/Courier delay in submission of Tender (or) Misplace of Filed Tender etc. 2

3 2. Earnest Money Deposit (EMD) amount of Rs.one lakh (Rupees one lakhs only) shall be paid in the form of valid Demand Draft from any nationalized bank drawn in favour of Managing Director,APSTEP payable at Hyderabad along with Technical Bid. 3. The Tenderer(s) shall submit notarized declaration along with the tender, as per the format furnished under Annexure-III, on Rs.100/- Non-Judicial stamp paper. 4. The authorized person representing the Agency who is signing on the Tender documents and also participating in the Tender opening shall invariably attach a copy of authorization letter from the competent authority of the Firm / Agency as per the By-laws of the Firm / Agency / Company. 5. The EMD of un-successful tenderer(s) shall be returned by the Managing Director, APSTEP after finalisation of tenders. 6. The successful tenderer(s) shall remit DD from nationalized bank for Rs one lakh (Rupees one lakh only) towards additional EMD at the time of agreement. 7. The EMD of successful tenderer(s) shall be retained by the Managing Director, APSTEP concerned and refunded only after satisfactory completion of the contract including one year post training placement monitoring period. This deposit amount will not carry any interest. 8. Sealed Tenders addressed to the Managing Director APSTEP, Secunderabad, should reach on or before 5.00 PM on or drop in the Tender box provided for the purpose in the office of the Managing Director, APSTEP,Secunderabad. This office will not be responsible for missing of Tender or postal delay, if the Tender is submitted by post. 9. The tenderer should put the Financial Bid (Annexure-IV) in Cover-A and Technical Bid (including all the required documents including DD, towards EMD) in Cover-B and put both the Cover-A & B in Cover C. The Cover A of the tender will be opened only who s Technical Bid (which is put in Cover-B) is qualified. Under no circumstances Cover A will not be opened if the Technical Bid is invalid. 3

4 C. SPECIAL CONDITIONS TO THE TENDERER: 1. The tenderer shall have all the specifications mentioned in Annexure -II only. No conditional tenders will be accepted at any cost. 2. The Agency i.e Training partner should impart training at the places specified(as per the list of candidates provided by APSTEP,Secunderabad. 3. Scope of the Work / Quantum of candidates/trainees mentioned are tentative and are subject to substantial variation. D. GENERAL TERMS AND CONDITIONS : 1. The bid validity / agreement period will be for two years from the date of signing the agreement. No escalation charges on any account, will be paid during the agreement period. The agreement period may be extended with mutual consent. In case of extension of the agreement period, no escalation shall be considered even during the extended period. 2. The Agencies who are participating in the tender should indicate the details of Government Departments with whom they have associated in imparting such type training in Security Guards Trade in the past period. 3. EMD of the successful tenderer shall be forfeited & alternate arrangements shall be made if the tenderer does not fulfill as per agreement condition/specification /quality. Alternate arrangements will be made by the department to impart training by other agency at the cost and risk of the tenderer and any additional cost incurred in this regard will be recovered from the tenderer concerned. 4. The responsibility for maintaining the quality and standards of the training programme lies with the tenderer only. 5. The approved tenderer impart training as per terms and conditions within the stipulated time indicated in the work order issued from time to time by the department/apstep. 6. The Government or any officer authorized by the government of Andhra Pradesh reserves the right to accept or reject any tender or cancel the process of tendering at any stage without assigning any reason thereof and the decision in this regard will be treated as final. 7. Qualifying the technical bid shall be the criteria for opening of financial bid. Technical evaluation will be done only based on the documents 4

5 submitted by the tenderer and physical verification of the originals submitted by the tenderer during the evaluation. 8. Physical verification of the Training centre will be attended to where the training is going to be conducted by any of the officer appointed by the Managing Director, APSTEP, Secunderabad, if necessary, and the decision of the M.D,APSTEP or any officer authorized by the M.D.APSTEP in this regard shall be final. 9. The Managing Director, APSTEP, or any officer authorized by the Managing Director, APSTEP reserves the right to cancel/to change the time table reflected in this document or to change the process or procedure to be applied. No reimbursement of cost of any type will be paid to persons or entities who participated in the tender. 10.Any failure on the part of tenderer/training partner to observe the prescribed procedure and any attempt to canvass for the work will prejudice the tenderer s quotation. 11.No unsolicited correspondence/queries will be entertained while the award of business is under review/consideration. No individual queries will be responded to. 12.The Department of Youth Services/APSTEP reserves the right to award the tender to deserving parties and does not bind itself to accept the lowest or any specific tender. The decision of the competent authority of Department of Youth Services/APSTEP will be final and unquestionable. 13.The Department of Youth Services/APSTEP reserves the right to blacklist a tenderer for a suitable period in case he fails to honour his tender without sufficient grounds besides forfeiture of Earnest Money Deposit or security Deposit as the case may be. 14.The Successful tenderer will be informed of the acceptance of his tender. 15.The Training should the commenced to the trainees from the date as may be indicated in the order issued by Department of Youth Services/APSTEP. 16.The Managing Director, APSTEP reserves the right to conduct negotiations on the price quoted by the firms on the same day or any day indicated by the Managing Director, APSTEP. 17.All differences and disputes if arises any shall be got remedied through the Court of Law of jurisdiction where training imparted only. 5

6 18.Tender can be rejected at any stage of the training process, if it comes to the knowledge that any tenderer(s) is involved in any fraudulent practice or misrepresentation of the facts or tried to influence the selection process or indulged in any corrupt activities in competing with others. 19.The tenderer shall be liable for blacklisting and initiating further necessary action as deems fit, if they fail to adhere to the conditions mentioned in this document. E. Quality control : 1. The training programme is subject to quality aspect like supervisory checks at any stage of the period of training. If the tenderer is found to have misrepresented the information or facts, the costs will be recovered from the tenderer in addition to taking penal action even up to blacklisting the tenderer. The logistics and infrastructure if any will be replaced at the cost and risk of the tenderer. 2. Random inspection of training programme will be conducted by suitable committee/team as appointed by the department(department of Youth Services/APSTEP) before/ after the COMMENCEMENT OF THE TRAINING PROGRAMME. 3. Department has the right to depute Officer for verifying the training process and the details of the post training placements. F. Cancellation Failure on the part of the tenderer to abide by the terms and conditions of the tender shall result in cancellation of the bid by Managing Director, APSTEP and forfeit the deposits and the dues if any payable to the tenderer, besides taking such action against the tenderer as may be deemed necessary to recover the loss, if any, sustained by Managing Director, APSTEP. 6

7 G. Terms and conditions for imparting training The Training Institutes should impart the Training in security guards course with qualified faculty and according to the standard curriculum. The Training Institutions should ensure 100% attendance of the Trainees. The Training programme should be organized systematically with utmost discipline and in a purposeful manner that the trainees will be provided with good placement facilities and monitor the post placement retention for at least one year from the date of placement. The authorised representatives of the Training institutions should make available the records, attendance particulars/ registers and other syllabus material to the representatives authorized by MD APSTEP, Secunderabad. There should be frequent periodical interaction between the Training institutions and APSTEP to get feedback of the programme during the period. The training institution should abide by the rules/regulations that are issued by APSTEP/Department of Youth Services and Govt from time to time. The placements should be provided to all the trainees within 15 days after completion of Training programme (100% placement should provided). The training partner is responsible to pay all the relevant taxes for the above training programme organized. In APSTEP, the committee of officers comprising Manager, training and Manager finance and superintendent Youth Services will monitor the Training programme and issue instructions for the programme being completed in a befitting manner. The payment pattern will be through RTGS. 7

8 H Evaluation of tender Technical Bid (Specifications and Standards) 1. All the technical bids will be normally opened by the Managing Director, APSTEP or any officer authorised at the prescribed time. 2. Technical bid will be evaluated by the Managing Director, APSTEP or any officer authorised by the Managing Director, APSTEP. 3. If any document prescribed as mandatory is not submitted in the technical bid, then the tender shall be rejected even if the copy of certified / attested / original document is produced later on during the technical evaluation. 4. Similarly, if certified / attested / original document of any mandatory document which is required for technical bid is not produced for verification during the technical evaluation, then the tender shall be rejected. 5. All the documents shall be attested / certified by a Gazetted officer of the state / central government. I Financial Bid 1. The Price Bids of only those tenderers whose Technical Bids are qualified for acceptance will be opened by the Managing Director, APSTEP or any officer authorised by the Managing Director, APSTEP with due intimation to bidders. 2. The Managing Director, APSTEP reserves the right to cancel the bid if in the evaluation it is found that the prices quoted are too high or too low so as to compromise quality. 3. The rates quoted should be including all the specifications and the prevailing taxes at latest. J. Finalisation of bid and Agreement 1. The Managing Director, APSTEP or any officer authorized in this behalf shall enter into agreement with the successful bidder who satisfies the eligibility criteria and give work order as per the requirement. 8

Managing Director, APSTEP or any officer authorized by the Managing Director, APSTEP reserves the right to enter into agreement with other than the successful bidders who satisfy the eligibility criteria for imparting security guards training in the event of either successful bidders disqualified or does not sign agreement duly complying with the requirements within the stipulated time. 3. The approved tenderer shall enter into an agreement with the Managing Director, APSTEP or any officer authorized by the Managing Director, APSTEP concerned duly incorporating all the terms and conditions. 4. The selection and training commencement order will be issued by the Managing Director, APSTEP to the training partner who is qualified in the tender process. K. PAYMENT TERMS: 1. The payments for successfully completed training partner will be made by the Managing Director, APSTEP or any other authority as authorized by the Managing Director, APSTEP through (e-fms) e-fund Management System within two weeks after submission of bills as per the following pattern. 2. Details of the bank account : The following bank account details of the successful tenderer shall be submitted for the purpose of payments towards work done (a) Name of account holder (b) Account No: (c) Bank Name (d) Branch address (e) IFSC code no. (f) Any other relevant details. 3. Schedule of payment:- (A) 30 % of payment shall be made after commencement of training (B) 40% after completion of training (C) 30% after placement of trainees Note: The placements shall be provided within 15 days from the date of completion of training and furnish the details of placements duly mentioning the place where they are employed i.e address of the organization, salary paid,cell no s etc., for the purpose of verification and record. 11 Note: 1. All the columns of the tender forms shall be duly, properly and exhaustively filled in. 2. All corrections if any must be signed by the tenderer(s) before submission itself. For filing faulty information, the Tender is liable for rejection. The tenderer(s) should sign on each and every page of Tender Schedules and on all the additional documents submitted along with Tender Schedules. 3. The tenderer(s) can enclose additional information, if any, relevant to the Tender separately 4.
