7 How to realize our vision and mission Poverty reduction programs The local community empowerment programs (Program Daerah Pemberdayaan Masyarakat, PDPM) Urban Poor Program (P2KP) Coordination of community empowerment institutions (LPM BKM) Program to eradicate slum housing 7

8 What we need & how to find the solution We need accurate data to inform policy and program planning Fortunately, there is a new method for socioeconomic (welfare) data collection and analysis, i.e. Community-Based Monitoring System (CBMS), which was developed and introduced by The SMERU Research Institute, Indonesia. 8

9 Towards CBMS We have a plan to conduct a census of families and the lowest level of administration (i.e. Rukun Tetangga/RT) that covers: 46 villages (kelurahan)( ) in 4 sub-districts (kecamatan),( which currently consist of nearly 78,000 families 1,382 RTs. We are trying to strengthen our resources and harness support in order to realize this plan. SMERU has proposed technical assistance and capacity building (with the potential support from the IDRC through P-E-P Network). 9

10 What we expect from CBMS A census of all families in the city that will provide accurate data for planning policies and programs, and monitoring the HDI and MDGs. Baseline data that comprises information on: infrastructure, education, health, head of family characteristics, family consumption patterns, housing facilities, assets, credit and savings, access to information, access to government programs, etc. Welfare ranking of all families in the City of Pekalongan. 10

11 The stages of CBMS implementation Preparation: Build cooperation with other institutions (i.e. SMERU- Pattiro), particularly for technical assistance and capacity building purposes. Coordination within government institutions Preparation of Questionnaires Workshop to socialize the enumeration plan. Implementation: Training of trainers and enumerators, Data enumeration (family census), data entry, management, and analysis. 11

Reporting: Writing the data collection and analysis report, Verification of the data analysis results using community FGDs, Socialization of the results, and Dissemination of outputs (The output will be provided in two forms: final report and an interactive ti CD). 12

CBMS data will provide reliable input for: Formulating local regulations Formulating and planning poverty reduction and other programs Monitoring & evaluation systems for any related programs. 14 What s next? (Cont.) In the future, the City of Pekalongan will become a model for other Indonesian districts and municipalities, due to its participatory p and reliable data for welfare monitoring system using the CBMS method. 14
