3 Key Terms to Know VTrans 2040 is the Commonwealth s long-range transportation vision and plan. The VTrans Vision, includes a vision, guiding principles, goals, objectives, and an analysis of critical trends; The VTrans Multimodal Transportation Plan (VMTP), presents multimodal transportation needs through 2025 and recommendations to best address them; The VTrans Scenario Plan, which tests different economic, social, environmental, and technology futures in 2040 to help determine how resilient our future transportation system could be to change, and The VTrans Action Plan, which provides a roadmap for planning and policy actions in the Commonwealth over the next 5 years. 3
4 VTrans & VMTP Framework Demographic and market studies consistently show that workers in the 21 st century economy prefer walkable communities that are served by rail and public transit, as well as roads. If we want to cultivate this work force, which we need to do, we need to get ahead of these trends. Governor McAuliffe June 18,

6 VTrans Multimodal Transportation Plan (VMTP) Identify performance measures, priorities, and projects that can help advance the VTrans2040 Vision. The foundation for this phase of VTrans are the policies established in the Vision and a multimodal needs analysis that rethinks how we measure and establish multimodal solutions. The VMTP will replace the 2035 Virginia Surface Transportation Plan (VSTP) and will serve as a guiding document for modal agency business plans and statewide transportation funding programs. 6
7 VTrans Multimodal Transportation Plan (VMTP) Why is this step of VTrans important? VMTP needs clarify the key multimodal issues that constrain mobility and accessibility for Virginia residents and businesses VMTP recommendations will address these needs through including policy and programmatic direction guiding transportation decisions for years to come VMTP recommendations also will identify projects and strategies to address critical needs strategies that may represent future investments through State and Federal funding 7

PRIORITY NEEDS Consolidated needs identified as top needs by relative contribution to multiple VTrans goals and through outreach with Stakeholders and CTB CONSOLIDATED NEEDS Shorter list of aggregate needs summarized across all geographies (CoSS, RN and UDAs) VMTP Process and Outcomes These Needs will be addressed with project specific recommendations, assessed qualitatively in regards to their potential to score well within Smart Scale and other funding programs criteria. Some may be recommended for further study and given priority for study/planning funds. These needs will all be addressed with general recommendations in this phase of VTrans. 1. ALL MULTIMODAL NEEDS All Corridor of Statewide Significance (CoSS), Regional Network (RN) and Urban Development Area (UDA) needs identified in the 2025 VTrans Multimodal Transportation Plan (VMTP ) Needs Assessment All Projects addressing one of these needs are eligible to be screened into the HB2 Prioritization Process. Not all needs will be addressed by the recommendations development phase. 8

16 Needs Criticality For each need, quantitative and qualitative questions are answered to assign points based on how critical a need is relative to VTrans goals and objectives. The intent is to use data, maps, and need descriptions to help assign points to each goal. 5 point criteria: presence of freight bottlenecks (top statewide and by district), poor reliability and high AADT, significant delay 5 point criteria: auto and transit accessibility scores, connectivity and redundancy, mode choice or multimodal access 5 point criteria: reference a safety need, top 20 district need, top 200 fatal or severe crash locations, non-motorized safety need 5 point criteria: support a designated UDA, reference TDM or mode choice, walkable/bikeable place need, area of air quality concern 16
17 Tiering Needs How these lines are drawn impacts the development of recommendations. The tiers will not change the SmartScale screening process all needs in the VMTP are still eligible for SmartScale evaluation. Recommendations VTrans Vision Framework VTrans Multimodal Transportation Plan 2025 Recommendations Vision, Goals, Objectives, Trends Needs Assessment Priority Needs Screen, Validate, Score, Program Virginia is the first state in the country to use an outcome-based prioritization process to select transportation projects. My team and I were proud to work with a bipartisan coalition from the General Assembly and localities and regional bodies across the state to develop reforms that make the absolute best use of taxpayer dollars by investing in the right transportation projects. No longer are we allowing politics and wish lists determine what gets built. This process is critical to moving people, jobs, and commerce, all of which is essential to building the new Virginia economy. Governor McAuliffe, June 14,

20 What Kind of Recommendations Are Being Developed? Depending on the tier that a Consolidated Need is assigned through the VTrans 2040 process, it will receive the following recommendations: Policies Tier Three Needs: Will be described in the VMTP Recommendations and, as appropriate, the VTrans Action Plan. Strategies Projects Tier Two Needs: Will develop programmatic strategies to be discussed in the VMTP Recommendations; investment strategies will be evaluated along with projects. Tier One Needs: Will develop project recommendations and analyze (qualitatively) consistent with Smart Scale factors, other program criteria, and cost effectiveness. 20
21 VMTP Recommendations Tier II-III Needs Planning, Policy & Program Concepts Planning Example Recommendations for a corridor or sub-area planning study to help better understand needs and develop phased and integrated solutions Policy Example Broader application of DRPT Multimodal Design Guidelines in UDAs, activity centers, and multimodal corridors Program Example Funding priority for State and Federal grant programs in critical need areas, depending on need type 21
