No Number of direct reports: TBC Number of indirect reports: TBC Level of Role Manager Evaluated grade: ICE 4 Section 1: Purpose and context Purpose of the Position Work directly with the Head of Corporate Strategy to lead, develop and refine SW s corporate strategies and supporting strategies. This includes: - Supporting the GM C&SR and HO Corporate Strategy to design and develop Sydney Water s Corporate Strategy - leading the development of Sydney Water s 3-5 Corporate plan, and reporting progress and performance to the Executive and Board against this plan, as required - defining, reviewing, measuring and analysing performance against strategic success measures - leading and coordinating supporting strategies across Sydney Water and ensuring the approach is consistent and aligned to the Corporate Strategy - lead the engagement of stakeholders and definition of strategic policy positions that align to Corporate Strategy - develop and manage sustainable, collaborative relationships with key external city shaping stakeholders. - manage the coordination and preparation of Group, Executive and Board Strategy days and papers, as required 1 Manager Strategy, City Shaping and Policy Page 1 of 7

2 The role also leads the development and review of environmental and health policies. These policies help inform and influence directions, pathways and concepts that enable urban water management to meet needs and aspirations for Greater Sydney and its communities. Lead and facilitate direct engagement between Sydney Water and Greater Sydney Commission, UrbanGrowth NSW, Department of Planning and Environment (including OEH and Metropolitan Water Directorate), Infrastructure NSW, Councils, and State and National agencies to influence urban planning outcomes, including the coordination and involvement in the development of city shaping and policy. TBC Section 2: Key accountabilities and outcomes/tasks Leadership expectations This role leads a high performing team that engages across the organisation that must deliver: Supporting the design and development of Sydney Water s Corporate Strategy Group, Executive and Board Strategy Days and papers, as required Strategy analysis, insights, measures, recommendations and development; scenario analysis; strategy shaping and facilitation, as required Stakeholder management and business partnering Technical accountabilities Manage the identification of key point on which strategies, systems and process and investment decisions are made in relation to SW environmental and health impacts. Provide expert advice to internal teams on the prioritisation of risks from changes to legislation or regulation or other initiatives from government relating to SW management of environmental and health impacts. 3 Provide expert advice on SW health and environment obligations under SW operating license, legislation and regulation Identify knowledge gaps for prioritised strategic environmental issues that may lead to focused investigations and research Lead, manage and develop Sydney Water s 3-5 Corporate plan, and reporting progress and performance, as required Provide communications on the corporate strategy and outcomes to internal and external stakeholders, when required. Ensure engagement and availability to internal and external stakeholders to discuss corporate strategy, when required. Ensure effective governance mechanisms and procedures are followed by the team Lead the development of policy analysis, city shaping and related advice on future trends affecting the corporate long term planning, and position of Sydney Water, in the Australian water industry Manage the co-ordination of advice to external forums (e.g., WSAA, the Metropolitan Water CEOs Committee) Provide oversight for the management of the currency of policies and procedures affecting Sydney Water Manage the dissemination and understanding of future trends throughout Sydney Water, including at the Executive level (eg PESTEL and mega trend analysis) Develop and maintain policy analysis capabilities within the team and ensure continuity and accessibility to these capabilities Manage a network of external experts to advise on policy positions and provide public comment as required. Develop and manage sustainable, collaborative relationships with key city shaping stakeholders across State and Local Government, industry associations, community groups and major developers Partner with strategic external stakeholders across urban strategy, urban planning and development processes to enable integrated water management, water sensitive urban design and liveability outcomes Provide and foster thought leadership and expert advice relating to the integration of urban water management and liveability into Greater Sydney s growth, urban planning and urban design agenda Provide expert advice on External trends in population, demographics, urban form, growth and economic development, Growth forecasts and development market conditions Expectations of Governments for cities Recommend for Executive approval, the bases for Sydney Water s provision of growth related infrastructure, and the application of capital funding towards developer-delivered works Recommend external sourcing of growth-related Government funding Develop and evaluate water servicing concepts in response to identified gaps, to inform and influence business development and internal planning, and external urban planning and design. Systems accountabilities N/A Process accountabilities Help support, manage and enable corporate strategy development Urban planning and review processes Health and Environment Policy review Internal working relationships Work with Long Term Strategy Program Director, representatives of Executive and Board to help coordinate their input into corporate long term strategy development, review, alignment and execution. Work with and provide advice to all relevant teams including, Liveable City Solutions, Customer, Strategy and Regulation, and Finance Work in collaboration with People and Culture to ensure organisational culture in initiatives are aligned with strategy purpose and direction. 4 Customers (external) Create sustainable and collaborative relationships with key city shaping stakeholders to influence urban planning outcomes include: State and Local Government Local Councils Industry Associations Community groups Greater Sydney Commission UrbanGrowth NSW NSW, Department of Planning and Environment (including OEH and Metropolitan Water Directorate) Infrastructure NSW Work with industry peers on developing and applying corporate strategy learnings. Advise key government and regulatory agencies on SW's strategy, as required. Work with other Commonwealth and State planning agencies, Universities, ThinkTanks, NGOs, Professional service consultancies on SW s strategy Work closely with policy stakeholders including the Climate Change Adaptation Program Impact of position Contribution Spectrum 2 Strategic This position has a broad impact on all Sydney Water employees, and requires capabilities across corporate planning and engagement with key city shaping stakeholders. Financial The financial budget will be held by the Head of Corporate Strategy and Innovation, and will be distributed to the teams accordingly. This role will need to manage projects in line with allocated budget and headcount targets. Innovation and Complexity Innovation Lead innovation and change This role is highly innovative and complex in the management, support and enablement of the corporate strategy for the entire Sydney Water group and through building strong partnerships with key city shaping and public sector agencies and stakeholders to help influence decision making. Safety Ensure the safety and wellbeing of all Sydney Water employees and contractors working within the unit, from implementing actions from personal safety action plans, to demonstrating visible safety leadership. 5 Section 3: Knowledge/skills/experience Formal Qualifications: Relevant degree in urban planning, social sciences, economics, engineering, geography or other relevant fields, with an MBA qualification Skills: Demonstrated leadership in long term corporate planning, including ability to set direction, build commitment, and foster high performance Deep understanding of urban planning, development, the implications of population and economic growth, and the emerging challenges faced by our cities and communities Demonstrated understanding of the role that urban water management plays in achieving urban aspirations and outcomes, including concepts such as integrated urban water management, and water sensitive cities Demonstrated ability to form and maintain strong, constructive business relationships and partnerships, ideally with an established track record in establishing and sustaining effective relationships across government agencies and the urban development industry Demonstrated ability to build trust, strategically influence and communicate effectively in all forums and at all levels Understanding of strategy architecture and approaches which lead to improved alignment, prioritisation on execution of strategy Expert capability in Microsoft Office applications Strong business acumen Strong team player with proven ability to collaborate with others to achieve goals. Strong project management skills in a collaborative environment and is highly capable of leading a number of project teams to address cross-divisional issues. Ability to manage and prioritise projects and working to tight deadlines, across multiple stakeholders. Experienced in operating in a matrix environment with the flexibility to manage multiple deliverables and meet tight deadlines. Works well under pressure and is flexible and adaptable to respond to unplanned and unexpected events and issues/crisis. Highly analytical and able to distil complex concepts and information into accurate, concise and simple messages that are easily understood and meaningful. Understanding of research methods and business application Demonstrated ability to prepare options papers and briefing notes to senior management and the Executive/Board Experience: Minimum 10 years experience in strategy, planning, city shaping, policy or equivalent roles including management of these functions Demonstrated experience partnering with senior level management, Executives, the Boards and relevant stakeholders Demonstrated experience in working within the machinery of government to achieve outcomes Additional notes: Additional Knowledge and Skills (Desirable) Experience in both public and private sector organisations. Utilities and government organisations are preferable. Knowledge of future social, environmental and economic challenges and drivers for the industry Sydney Water expects all staff to do other projects and perform additional duties as required.
