3 THE OPPORTUNITY Reporting to the General Manager, Corporate Services, the Chief Information Officer provides professional leadership and direction related to all Information Services (IS) including social, economic, and topographical data (GIS) and Information Technology (IT) for Parkland County. The CIO will have senior oversight of all information systems as well as the development of policies and programs for the approval of Council. The CIO contributes to the operations of the County in accordance with the objectives, plans, programs, and policies approved by Council and in accordance with the various provincial or federal statutes and the municipal bylaws. KEY RESPONSIBILITIES Strategy and Planning Actively participate in corporate strategy development. Provide technology input to Parkland County economic development activities. Develop and execute annual technology plans to meet corporate strategy and enable business effectiveness. Translate IS strategy into operational plans. Operations Management Develop operational KPIs, focusing on: o volumes; o response times; and, o up time/availability. Define service monitoring roles and responsibilities. Manage technology currency, capacity, and performance. Relationship Management Develop and maintain strong relationships with Executive Council members and Divisional Directors, with particular focus on improving: o stakeholder understanding of IS priorities; and, o IS awareness of stakeholder priorities. Establish and manage strategic relationships with key technology vendors. Oversee procurement of technology services and equipment. Solutions Delivery Develop and implement governance standards based on initiative size and complexity. Implement an IS PMO. Ensure project management discipline is applied to strategic IS initiatives. Prioritize, plan, and execute IS process optimization and business transformation initiatives. Improve IS capacity management capabilities. Act as a liaison between hardware and software suppliers and management, for informational updates and problem resolution. Provide oversight for corporate initiatives, as needed. People Leadership Foster a culture in IS that is: o Client-centric; o focused on root cause analysis/continuous improvement; and, o moves at the pace of business needs. Define core services, identify skill gaps, and work with HR to form staffing and professional development plans. Develop and mentor IS staff. Set targets and manage personnel performance. Financial Management Define operating and capital budgets related to technology. Manage expenditures against budgets. Optimize cost of service through a mix of internal and external sources.
4 FIRST YEAR MEASURES OF SUCCESS Contribute to the selection, long-range planning, and implementation of a new ERP system. Establish trust and credibility with reports, the executive team, and council. Model and instill a culture of customer service throughout the team and as a leader for the organization. Review current technology infrastructure and align it with the County s strategic plans. Identify opportunities to connect, improve, and integrate the current systems. THE PERSON Education & Experience Bachelor s degree in computer science, information and technology, software engineering or a related field. Executive management experience with a minimum of 10 years of diversified Information Technology experience and at least 5+ years leading an IT function of an organization at a c-suite level, preferably in a large, complex, for-profit organization or similar environment. Membership in a related professional association or industry organization is desirable. Exposure to Microsoft 365 and complex EPR systems. Demonstrated experience in developing business and technical requirements for complex IT projects. Excellent verbal and written communication skills that are adaptive to diverse stakeholders, including senior management, staff at all levels, Mayor & Council, contractors, and residents. Customer and Provider Relations Works to understand needs and expectations, solicits feedback and responds in accordance with the County s image and mandate, and represents the County professionally at all times. Searches for the optimal solution to help satisfy client and organizational needs. Open-minded and consistent approach to working with staff and stakeholders. Process Orientation Understands the big-picture perspective while recognizing the value of strong and consistent internal processes. Able to effectively run multiple projects concurrently within a PMO. Can easily map out and identify areas for process improvement that can increase accountability, save time and resources, increase ROI, and reduce project risks.
