Position Identification: A) Title: Building Inspector B) Bargaining Unit: Public Employees Union, Local #1 C) Customary Work Hours: 8:00 a.m. to 5:00 p.m. D) Customary Work Days: Monday through Friday E) Reports To: Chief Building Inspector F) Directs the Work of: None G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skill outlined below is qualifying. A typical way of gaining the skills is: Building Inspector I: Education: High School diploma or equivalent. Experience: Two (2) years of recent, full-time experience as a Building Inspector. Building Inspector II: Education: High School diploma or equivalent. Experience: Three (3) years of recent, full-time experience as a Building Inspector, or one (1) year as a Building Inspector I with the City of Yuba City. H) Licenses and/or Certificates Required: Building Inspector I: Possession of a valid California driver s license. Possession of a Building Inspector s Certification issued by the International Code Council (ICC) is required.

Possession of a Combination Building Inspector s Certification issued by the International Code Council (ICC) is required. II. III. FLSA Status: Non-Exempt Position Summary: Building Inspector I is a journey level classification. Incumbents in this classification may be promoted to the Building Inspector II classification after gaining experience at the Building Inspector I level. Building Inspector II is considered advanced journey level. Under supervision, inspects buildings and structures in all stages of construction, alteration and repair to assure compliance with applicable state and local regulations; assists in the review of building plans and specifications; enforces building, mechanical, plumbing, electrical codes and laws; and performs related work as required. IV. Essential Functions: Incumbents may be assigned to varying work schedules, weekend work and be called back to work as needed by the City. 1. Inspects residential, commercial and industrial building construction, plumbing and electrical installations being constructed, altered, repaired or demolished to assure compliance with applicable codes, ordinances and regulations. 2. Conducts final inspections of completed work. 3. Investigates violations of building and zoning laws. 4. Assists in the review of building plans and specifications. 5. Issues building permits. 6. Provides information to the public regarding building and installation requirements. 7. Prepares reports and maintains records of inspections; prepares summary reports, correspondence and other written communications. 8. May develop and issue citations and notices of violation. 9. Inputs and retrieves data from records management system. 10. Develops and maintains positive public relations with emphasis on customer service. 11. Responsible for carrying out the mission of the City and the department and adherence to the City s and departmental organizational values.

Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Federal, State, County and City ordinances and codes relating to building construction and zoning. Modern principles and methods of building construction, building technology and materials, safety standards and Federal and State access requirements. Principles and techniques of building inspection. Personal computers, mathematics and statistics. B. Skills at: Interpreting and enforcing provisions of applicable codes, ordinances and regulations enforceable by the City. Working independently in the absence of supervision, and using integrity, initiative and independent judgment. Communicating clearly and concisely, both orally and in writing in the performance of daily activities. Promoting a customer service focus in forging cooperative public relations. C. Ability to: Maintain regular and predictable attendance. Apply technical knowledge of building trades work, and use sound inspection methods to determine workmanship and materials and to detect deviations from plans, specifications and standard installation practices. Read and interpret technical documents and make quick and accurate mathematical calculations. Stay abreast of contemporary building codes and standards of practice. Keep abreast of new and changing technology relevant to the position. Accept the input of supervisors and co-workers as well as provide input and be a genuine team player.
4 Page 4 of 5 Investigate alleged violations of the City of Yuba City Municipal Code and related policies. Compile statistical data and prepare reports related to building permit activity used by various federal, state and local agencies. Coordinate Building Division s activities with other City departments and affected outside groups. Provide assistance, including managing a case load, of Code Enforcement cases, including but not limited to, issuing citations, conducting field inspections, follow-up, preparing reports, and attending hearings. Build and maintain respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; and provide effective conflict resolution, as needed. Follow and communicate proper safety standards. Identify with department and City goals and objectives and understand City priorities and needs. Establish and maintain cooperative working relationships with co-workers and the general public. VI. Physical Demands/Qualifications: 1. Requires the ability to work safely outdoors in all weather. 2. Stand, climb and walk for extended periods. 3. Work in confined spaces. 4. Lift, push, pull and/or carry equipment about pounds without assistance. 5. Hearing and speech sufficient to communicate and understand conversations, both in person and on the telephone. 6. Work on slippery and uneven surfaces. 7. Ability to sit, stand, walk, stoop, bend, climb, twist, crawl, kneel and walk for potentially long periods of time throughout the workday. 8. Ability to drive a motor vehicle. NOTE: Some accommodations may be made for some physical demands for otherwise qualified individuals who require and request such accommodations. VII. Non-Physical Demands/Qualifications: 1. Communicate information clearly and effectively on a number of different levels, both verbal and written.

Possess a valid California driver s license. VIII. Environmental Conditions: 1. Working conditions in the office are clean, well lit and free from extremes of temperature and humidity. 2. Working conditions in the field are subject to variations in temperature and may include wind, rain and other elements. IX.
