As you know, we took over responsibility for fire sprinkler system maintenance from EHS&RM this past year, and have been working to integrate this new set of responsibilities with those already assigned to our facilities controls technician team to assure these employees have appropriate career ladders. We have worked closely with Human Resources Compensation and their concurrence memo is part of the attached document. We have also confirmed that we have sufficient unallocated permanent funds to cover the $10,636 cost of this proposed action. For brevity, I am not including the position descriptions, but can provide those if you wish. I appreciate your consideration of this request. Dave Riker 1

Zachry Hospitality has offered Robert $48,000 to be the Chief Engineer over a maintenance crew that apparently will be supporting several hotels in the San Antonio area. This offer is nearly $5,000 more than his current compensation ($43,367). I believe with Robert s technical skills and supervisory experience as a Maintenance Leader, he represents the type of employee UTSA should retain for the long term. Also, Robert has demonstrated excellent customer service skills, especially in his day to day interactions with Business Auxiliary Services. Therefore, I propose we make a counter offer. I talked with Robert yesterday and he told me that his main issue was salary. Lately, since construction is rebounding strong in this area, we have lost some of our outstanding project coordinators and senior project managers due to low pay relative to our competitors, including in higher education. We have also found it is difficult to find and hire quality replacements for the same reason. The CAD Operator/Drafter has had an increase in systems and software used in the position. The job is currently a grade 56. In consideration of salary survey market data for this position, I am recommending the grade 58. The attached chart shows the current and proposed salary ranges and the two employees and their salaries. Both employees are paid below the midpoint of the proposed salary range. You may want to consider pay increases for both. Consider their experience and performance as well as position in range. Please let me know what you propose for new salaries if you choose to increase their pay. The grade 58 Sr. Administrative Associate has also gained additional responsibilities to include managing the project record archives as well as the Planning department project schedule database. This position continues to have responsibility for complex administrative activities for the department. The new responsibilities are within the scope of the Senior Administrative Associate position. This job is utilized in various capacities dependent on departmental assignment. I am recommending that the current job title remain the same. Margaret Dettloff s salary is $39,359. The grade 58 salary range is $31,848 $41, 406 $50,964. In recognition of the additional duties, you may want to increase Margaret s pay. I would recommend a salary increase of $1,000 to $2,000. However, Carmen Ortegon in Facilities Business Operations has 28 years of experience while Margaret has 17 years. Since Carmen has more experience than Margaret, I am recommending the same increase for Carmen to maintain internal equity. Please advise on what is decided. Let me know if you have any questions. 33 From: Sent: To: Cc: Subject: Attachments: Dave Riker Friday, December 19, :15 AM Catina Rover Bruce Tingle; Yolanda Ledesma; Denise Moore (Human Resources) RE: Facilities Personnel Action Priorities Facilities Pending Personnel Actions xlsx Catina and all, I wanted to amend the list of Facilities priorities I sent you back on December 10 th, because I am told you have already completed your work on the Facilities on call policy and we are now able to bring our recommendation forward to Mr. Kennedy for consideration. Therefore, item number 5 (highlighted in red) can be removed from the list. There is one other minor change, to move the priority of the Stores Supervisor from its former #7 priority to #3 at the request of our Business and Customer Services Director. I appreciate your continuing excellent work on behalf of Facilities, and look forward to discussing these priorities when you have an opportunity. Here s wishing you and yours a joyous holiday season and blessings for happiness and prosperity in the New Year! Dave David J. Riker, CFM, MSCE Phone: From: Dave Riker Sent: Wednesday, December 10, :03 PM To: Catina Rover Cc: Bruce Tingle; Yolanda Ledesma; Denise Moore (Human Resources) Subject: Facilities Personnel Action Priorities Catina, I am sorry for the delay in sending this, but as we discussed, here is our updated list of Facilities priorities for personnel items potentially impacting compensation that I am aware of. If there are others that have come to you, please let me or Yolanda know so we can discuss with staff and consider whether to add them to this list. Note the first item is shown as priority zero, because it is a proposed progression/reclassification that should not take long to review. If you do not have documentation on any of these, please contact Yolanda, who has copies of all of them. I just did not want to send you a huge scanned document that includes documents you may already have. 1

34 Once you have had a chance to review the list, I would like to discuss with you and/or Denise so we can understand when we might expect to get your recommendations so I can manage expectations of staff. Again, thank you so much for all your assistance. We know we are a high maintenance organization, and we very much appreciate your patience and support these past many months. Best Wishes, David J. Riker, CFM, MSCE Phone:
