1 Horizon 2020 Interim Evaluation Maximising the Impact of EU Research and Innovation Investing in our future through research and innovation To shape the future we want, and for Europe to grow in a sustainable way, we need stronger and more impactful investments in research and innovation. Research and innovation boost Europe's productivity and competitiveness, and are crucial for sustaining our socio-economic model and values. In a swiftly changing world, Europe's success and global position depends ever more on our ability to transform excellent scientific results into innovations that can have a real impact on our economy and quality of life. At a glance key findings from the Horizon 2020 Interim Evaluation Horizon 2020, EU's biggest ever research and innovation programme running until 2020, is already strong asset for achieving Europe s ambitions. Highly attractive More than half of all applicants are newcomers Industrial participation is up; over 20% of funding goes to innovative SMEs Enables unique collaborations and partnerships Supports interdisciplinary and cross-sector collaborations, leading to ground-breaking results On track to contribute to jobs and growth Projected to leverage 600 billion and create almost 180,000 new jobs by 2030 Excellence as the cornerstone Patents produced through Horizon 2020 are of higher quality and commercial value than others 17 Nobel Prize winners have benefited from funding A showcase for simplification The single set of rules, simple funding model and pioneering online grant management systems have greatly reduced administrative burden and costs for applicants Provides tangible EU added value Brings economies of scale, scope and speed Strong continent-wide competition and powerful structuring effects across Europe

2 European Union, 2018 Image source: Fotolia.com Lessons learnt to maximise the impact of future Framework Programmes The main purpose of the comprehensive interim evaluation of Horizon 2020 was to draw lessons for the future based on an analysis of both its strengths and weaknesses. This was based on extensive stakeholder feedback and the recommendations in the forward-looking report of the High Level Group chaired by Pascal Lamy 1. The call for an evolution, not a revolution, but one that will set a new level of ambition for the EU's global leadership in science and innovation. The final Horizon 2020 Work Programme for is already testing some of the solutions designed to address these lessons learnt. Invest more ambitiously Horizon 2020 is oversubscribed: an additional 62 billion would have been required to fund all proposals evaluated as high-quality by independent experts So we should prioritise research and innovation in EU and national budgets Continue simplification Need to radically privilege impact over process Support breakthrough innovation Strengthen support for young and fast-growing innovative companies Promote and invest in innovative ideas with rapid scale-up potential through a European Innovation Council Boost impact through mission-orientation and citizen involvement Define research and innovation missions with a transformative potential and which mobilise many actors Better involve citizens through co-design and co-creation Increase synergies with other EU funding programmes and policies Build concrete linkages between programmes from the design stage Strengthen international cooperation Consider how to associate third countries based on excellence in research and innovation Reinforce openness Deepen support for the Open Science agenda, including on Open Access Rationalise the funding landscape Streamline and simplify the current range of EU funding schemes for research and innovation 1 'LAB-FAB-APP: Investing in the European future we want', published in July 2017

3 Reactions of Members of the High Level Group on maximising the impact of EU research and innovation programmes Pascal Lamy The Communication on the Horizon 2020 interim evaluation charts a clear path towards a new level of European ambition in science and innovation. As the Group I chaired strongly believes, we must build on the success story of Horizon 2020 by investing more ambitiously in research and innovation in the coming decade both at EU and national level. This will not only step up economic growth, but also bring about the social and environmental improvements our citizens want to see. Martin Brudermüller We have to make sure that research & innovation will become an undisputed priority on the political agenda, independent from approaching current and new crises. Creating knowledge and transforming it much stronger into technology advances and finally into innovation will help Europe to keep its leading role in the world. Industry has a decisive role in Europe, and must be kept strongly involved in FP9, to make this programme even more successful than H2020. We need more cross-institutional cooperation and mission-oriented approaches addressing overarching challenges, in order to achieve greater and long-term impact. Academia, research institutions and industry mutually build on each other and cooperate with trust; knowledge generation and innovation often occur when boundaries are crossed and inter-disciplinary interfaces are broadened. Lykke Friis As Godmother for this particular issue, I am DELIGHTED to see that our recommendations about increased focus on international cooperation is well reflected in the Communication; especially as regards opening up future EU R&I programmes via new association agreements. I am also happy to see the Commission agrees with the LAB-FAB-APP report s clear statement about the need for investments on a grander scale. We cannot expect research, education and innovation to meet the expected societal impact on a shoe-string. We must see them as profitable investments in the future, not as a financial cost. We need to more directly link education with both research and innovation in order to capitalise on the knowledge production in the future EU R&I programme. A substantial part of knowledge transfer from universities to society goes through the many talented young people who take up careers outside academia. Young talents should be more visible and play a more active role in future EU programmes.

4 Mark Ferguson The interim evaluation clearly shows Horizon 2020 to be a major EU success with clear value for sustaining Europe s socio-economic competitiveness and values. Research and Innovation will become even more important for Europe s competitiveness and growth in the future. I welcome the open and comprehensive evaluation and the plans to evolve from Horizon 2020 to an even more ambitious and impactful European research and innovation programme focused on catalysing breakthrough discoveries and innovations, which will positively impact and transform the lives of all EU citizens. Cristina Garmendia The High Level Group report has been followed with great attention by many stakeholders beyond academia and industry. I note that the debate is currently echoing in civil society groups that were not traditionally concerned with R&D policy. This is a promising start for achieving one of the major goals of our report: namely, encouraging a greater social appropriation of science and innovation in Europe. Harri Kulmala The best researchers and companies do not need European money, but Europe needs the jobs and growth created by the best innovators. None of us is as intelligent as all of us together through mission-oriented research & innovation Europe can combine business and societal interests. Research and development is Europe's life insurance: The less we invest, the more likely it is to fail in the search for jobs and growth. If it is not broken, do not fix it. Nevenka Maher We call for a new and broader definition of innovation in EU policymaking, and for social and cultural innovation to be embedded within lifelong learning. Academia, including social scientists, should be proactive in forming a real bridge towards growth, jobs and innovation. Future EU R&I programmes must be more impact-focused and result-oriented. This is the single best way to address citizens' concerns and wellbeing, bringing about a reflective society in the process. Future EU R&I programmes and other EU funds must follow the same intervention logic, in order to derive maximum impact on the ground.

5 Milena Žic Fuchs The Communication gives a well-grounded overview of what Horizon 2020 has achieved so far, and the points brought up are often aligned with the Lamy High Level Group Report. The strong interdisciplinarity and quality of publications arising from Horizon 2020 projects should be commended. This proves that the programme offers unique collaboration and networking opportunities, and successfully deepens scientific excellence in Europe. This is not the only way to determine excellence: under the Open Science agenda, the establishment of databases and work invested in Research Infrastructures should also be part of the criteria in evaluating excellence. A more holistic evaluation should evolve over time. Better-organised and well-thought out ways of training and education for interdisciplinarity should be included within future EU R&I programmes, especially given that this has been stressed as a major trigger for innovation. Iain Gray It is great to see such positive findings from the evaluation of Horizon However, the note rightly identifies we need to do more and it is good to see strong links to the recommendations from the Lamy HLG. A key to future success is wider communication and public engagement and I am pleased to see the need for more outreach recognised. I am also pleased to see the Communication make specific reference to "the need to educate for the future and invest in people who will make the change".
