1 Capital Construction DATE: 9/7/2017 CONSTRUCTION/ARCHITECTURAL & ENGINEERING CONTRACT SOLICITATION NOTICE/PROJECT OVERVIEW MTA- CAPITAL CONSTRUCTION IS NOW ADVERTISING FOR THE FOLLOWING: SOLICITATION #: PS866 DUE DATE: 10/03/2017 TYPE OF SOLICITATION: RFP DOCUMENT AVAILABILITY DATE: 9/14/2017 SOLICITATION TITLE: Professional and Technical Staffing and Services on an As-Needed Basis (Federal) DESCRIPTION: MTA Capital Construction, Long Island Rail Road and Metro North Rail Road acting as agents and on behalf of the Metropolitan Transportation Authority, are requesting proposals from a pool of consultants to provide professional and technical staffing support and services in all professional areas that might be required for various MTA projects on an As-Needed Basis. A portion or all of the funding for this Contract will come from a Grant from the Federal Transit Administration. Award of this Contract is subject to funding availability and full approval of the MTA's Capital Program Plan. MTA Capital Construction Company (MTACC), acting as an agent of and on behalf of the Metropolitan Transportation Authority (MTA), both of which are public benefit corporations existing by virtue of the Public Authorities Law Title 11 of Article 5, invite proposals from consultants to provide Professional and Technical Staffing Support and Services on an As-Needed Basis as set forth in APPENDIX A, TECHNICAL STATEMENT OF WORK for MTACC Contract PS866, Metro-North Railroad (MNR) Contract and Long Island Rail Road (LIRR) Contract MTA, MTACC, MNR, and LIRR are hereinafter collectively referred to as the MTA. Each Agency will secure the services of a pool of consultants to provide professional and technical staffing as well as services in areas that may be required to plan, manage and complete MTA projects. Each Agency will enter into contract with a pool of consultants, in which at the time of contract award specific requirements and/or locations where the specific consulting expertise may be needed is not known. Each Agency will issue Task Orders against the base contract for services as each Agency s specific needs are identified. 3 Project Overview MTA Capital Construction Company (MTACC), acting as an agent of and on behalf of the Metropolitan Transportation Authority (MTA), both of which are public benefit corporations existing by virtue of the Public Authorities Law - Title II of Article 5, invite proposals from consultants to provide Professional and Technical Staffing Support and Services on an As-Needed Basis as set forth in APPENDIX A, "TECHNICAL STATEMENT OF WORK" for MTACC Contract PS866, Metro-North Railroad (MNR) Contract and Long Island Rail Road (L1RR) Contract MTA, MTACC, MNR, and L1RR are hereinafter collectively referred to as "the MTA." Each Agency will secure the services of a pool of consultants to provide professional and technical staffing as well as services in areas that may be required to plan, manage and complete MTA projects. Each Agency will enter into contract with a pool of consultants, in which at the time of contract award specific requirements and/or locations where the specific consulting expertise may be needed is not known. Each Agency will issue "Task Orders" against the base contract for services as each Agency's specific needs are identified. These Task Orders will include detailed requirements for the services required. A Task Order is a written directive from the MTA Procurement Officer or Project Manager to the Consultant to provide specific services or personnel as described in the Task Order Scope of Work. Project Description The Consultant shall provide personnel and/or services. Personnel will typically be assigned to work on various MTA projects at various MTA facilities within the five counties of New York City but can also be assigned to other offices within Nassau, Suffolk, Westchester, Putnam, Dutchess, Orange and Rockland counties. Task Orders for services/personnel will contain a detailed scope of work and expected deliverables. The Consultant's primary service and expertise should be in the area of providing consultant services and/or providing professional and technical staffing services. The Consultant should have at least three (3) years of continuous experience in the management and operation of a bus i n e s s engaged in providing professional and technical staff and/or professional services. The Consultant's services will be retained through the issuance of Task Orders. The total aggregate of all Task Orders issued under this contract shall not exceed the total cost of this Contract. The primary purpose of this Contract shall be to provide MTA with consultantservices and professional and technical staff with specific skills, as described in a Task Order Request for Proposal, to fi II vacancies and augment project staffon an as-needed basis. On-Going Responsibility: Proposers are advised that establishing a Proposer's responsibility is an ongoing requirement for award and that award of Authority contracts may only be made to "responsible" proposers or bidders. Proposers shonld be aware that the following criteria are considered threshold criteria that must be met. Proposers found unqualified based upon evaluation of the following criteria will be eliminated from further consideration: Record regarding defaults, debarments, suspensions and non-responsibility determinations Record regarding Integrity and Business Ethics 1 of2

4 The Proposal will be evaluated by a "Selection Committee" composed of MTACC and/or other MTA Agency personnel, experienced in the disciplines necessary to evaluate the Proposal submission. The Committee members will base their evaluation on the criteria listed below which is listed in the relative order of importance. Overall Technical Qualifications, to include such matters as TechnicalfManagerial Proposals will be evaluated based on the Proposer's managerial approach, experience and management plans. Other issues to be evaluated under this criterion include: a. Proposer's knowledge, experience, and demonstrated ability to satisfactorily provide consultant services in the areas set forth in the Technical Statement of Work as well as satisfactorily perform the work associated with providing temporary professional and technical staff, as stated in the scope of work. Proposer must demonstrate that they have, or presently are, satisfactorily performing generally similar work and possess the capability to recruit, screen and refer qualified candidates. Proposer should provide a minimum of three verifiable references. b. Proposer's technical qualifications will include number of years providing consultant services in the areas set forth in the Technical Statement of Work as well as number of years in the temporary professional/technical staffing consultant services business, a list of major accounts serviced; and length of time proposed key personnel have been with the Proposer. Proposer should state the number of years they have provided each resource type or service c. Proposer should demonstrate that they have large database of resumes of qualified Professional/Technical Personnel available; and they have an ability to quickly provide qualified personnel in one or more Program Areas, whenever there is an emergency d. Past or similar experience in handling the services required under this Contract. e. Past performance on MTA or other contracts regarding administrative matters such as timely submittal of contractually required certifications and reports and past performance regarding compliance with subcontracting provisions for DIMIWBE's and proposed plans to achieve subcontracting goals under the DBE requirements of the Contract. f. Proposer's management approach and the appropriateness and responsiveness of the proposal. g. Recruitment method and the firm's policies to assure retainage of personnel h. Other relevant matters, including issues that might be raised after release of the RFP and overall adherence to the requirements of the RFP in terms of quality and completeness I. Quality of written proposal J. Quality of Oral Presentations, ifany k. Compliance with, and acceptance of, the terms and conditions or willingness to negotiate the same in a timeframe consistent with the MTA's needs Each MTA Agency that is a part ofthis solicitation reserves the right to: reject all proposals submitted; require revisions to, corrections of or other changes to any proposal submitted as a condition to its being given any further consideration; Reject, without entertaining revisions, a proposal with major substantive deficiencies. Negotiate with Proposers ranked as the most qualified by the Selection Committee. Negotiate with Proposers in any manner it deems fit. 20f2
