1 POSITION DESCRIPTION Position Title: Housing Worker Mixed Portfolio (Long Term and Transitional) Employment Type: Permanent Full Time Classification: 4 of the YCH EBA Remuneration & Benefits: Hours Of Work: $ 62, per annum plus superannuation and leave loading 5 weeks paid Annual Leave Optional one day per month RDO 38 hours per week Monday to Friday (40 hours per week if opt for RDO) Salary Packaging Primary Location: Salary packaging up to $15,900 pa is available to all permanent and temporary full time and part time staff employed for more than a 6 month period. This amount is non-taxable, providing for a higher net remuneration for the employee. It is not compulsory for employees to take up the offer to 'package' their salary, however the benefits from packaging are considerable. Footscray and Werribee Offices Date Pd Adopted: September 2016 Pd Review Date: September ORGANISATIONAL ENVIRONMENT Established in 1996, Yarra Community Housing Ltd (YCH) is the largest provider of community housing in Victoria. YCH is an independent, non-profit organisation that develops and manages affordable rental housing options for people on low income including families. YCH has a particular focus on providing support to people who have been homeless and experience high levels of disadvantage. In November 2015, YCH merged with Urban Communities Limited (UCL). Until 2017, the two organisations will continue to operate as separate entities under the control of YCH. This will provide the time to work out the best way in which to combine the two operations in a way that maximises the strengths of both. Incorporating the activities of UCL, YCH has a team over 130 staff, manages approximately 2,600 tenancies, has an annual operating revenue of over $25 million, owns $300 million in affordable housing properties and has a loan portfolio of $40 million. YCH also supports people who are homeless or at risk of homelessness through our Transitional Housing and IAP services. YCH provides housing services across Victoria as well as in Adelaide. These services include: Initial Assessment and Planning, Crisis Housing, Transitional Housing, Long term Affordable Housing and Specialist housing models including Supportive Housing and Youth Foyers. YCH also works with a range of partners to ensure it supports the needs of its tenants more broadly.

Organisational Relationships The position of Housing Worker Mixed Portfolio has the following organisational relationships: Directly Accountable to: Direct Supervision: Internal Liaisons: External Liaisons: Transitional Team Leader for supervision and both the West Long Term Team Leader & Transitional Team Leader for tenancy and property matters Position does not involve supervision of other staff YCH Tenancy Teams, YCH Asset Management Team, other YCH Staff members and Program Contractors as required Support and referral agencies. Government, nongovernment and community based agencies at a level relevant to direct delivery of tenancy management services 3. Position Context The properties, in the West, of both the long term tenants and the transitional tenants are administered in all aspects of the landlord function in accordance with the Residential Tenancies Act 1997, liaising closely with other support providers to assist in the achievement of successful outcomes for tenants. This position combines long term and transitional tenancies functions. 4. Position Objectives Provide day to day long term and transitional tenancy administration in accordance with Yarra Community Housing (YCH) and Office of Housing (OoH) policy and procedures and within the legislation as set out in the Residential Tenancies Act 1997 Comply with the service standards set for dealing with clients in the context of both long term housing requirements and transitional housing needs Maintain the housing stock in accordance with the agreed standards Update and maintain the long term and transitional housing data bases 5. Key Accountabilities Direct Service Delivery of long term & transitional property management services a) Delivery of tenancy and property management services Ensure tenants and prospective tenants are treated with dignity and respect, in accordance with YCH values Ensure vacancy level for long term and transitional housing is within the agreed targets. Assist Support Agencies with nomination access, to place prospective tenants in long & transitional housing Assess tenants for long term housing according to YCH guidelines Ensure all properties are prepared and maintained as set out in the Office Housing policy, the Residential Tenancy Act and YCH guidelines for long term and transitional housing. Ensure all leases are in accordance with the Residential Tenancy Act and rents charged comply with YCH and OoH guidelines. Renew transitional housing leases every three months

3 Ensure rent arrears are kept within YCH targets, in accordance with protocol agreements, YCH policies and procedures and within the requirement of the Residential Tenancy Act Liaise with Support Agency workers regarding tenancy matters in accordance with existing protocols Liaise with tenants to resolve tenant tenant conflict and antisocial behaviour in consultation with the Team Leader When necessary issue written warnings, Residential Tenancy Act Notices and represent YCH at VCAT Involve tenants in long term housing to become involved with the YCH tenants consultative processes Provide a monthly report on the status of the long term and transitional portfolio rental operation, vacancy and utilisation levels, property operating expenditure to the team leader Service Development: Each YCH Tenancy Worker is required to participate in The development of YCH services, policies, practices and procedures and property standards Service evaluation and ongoing monitoring of client service standards, property standards and client outcomes The development and implementation of a Quality Improvement program The development and implementation of YCH activities in the area of new program development, social policy and action designed to alleviate homelessness and housing related poverty Corporate Involvement Participate in regular performance management planning and review processes. Providing regular reports to Team Leaders in an agreed format Participate in the development of corporate initiatives and assist in the delivery of corporate goals. Monitor and report on individual project budgets, as required. Attending YCH Team meetings as required Undertaking other duties as directed by the Team Leaders

Key Selection Criteria Qualifications & Experience Essential: a. In the field of housing and homelessness have a demonstrated commitment to social justice. b. Demonstrated skills and experience in the direct provision of community, transitional and crisis housing c. Demonstrated skills and experience in working effectively with a broad range of clients, including those with high support needs and challenging behaviours d. A demonstrated ability to work in partnership with service users to improve service quality and outcomes e. Demonstrated skills and experience within collaborative teams f. High level communication skills verbal and written g. Demonstrated skills and experience in administration h. Demonstrated skills and experience in the implementation of operational policy i. Good computer skills, including experience with MS Windows and MS Office j. A current full Victorian driver s licence Desirable: k. Knowledge of Western Metropolitan Region and Geelong l. Experience within the non profit, non government community housing sector m. Experience in the management of crisis, transitional and long term housing, including rooming houses n. Salary packaging is available to all permanent full time and part time employees and temporary full-time & part-time staff employed for more than a 6 month periods.
