1 POSITION DESCRIPTION Position Title: Team Leader Place Management, Inner West, Classification 6 in accordance with YCH EBA Status: Fulltime Remuneration: $ 72, plus 9.5% Superannuation, 17.5% leave loading for 5 weeks annual leave. Salary packaging is available. Hours of Work: 38 hours a week Mon Fri during business hours (or 40 hours a week with optional RDO) Salary Packaging: Primary Location: 229 Barkly Street, Footscray Date PD Adopted: December 2016 PD Review Date: December ORGANISATIONAL ENVIRONMENT Salary packaging up to $15,900 pa is available to all permanent and temporary full time and part time staff employed for more than a 6 month period. This amount is non-taxable, providing for a higher net remuneration for the employee. It is not compulsory for employees to take up the offer to 'package' their salary, however the benefits from packaging are considerable. Established in 1996, Yarra Community Housing (YCH) is the largest provider of community housing in Victoria. YCH is an independent, non-profit organisation that develops and manages affordable rental housing options for people on low income including families. YCH has a particular focus on providing support to people who have been homeless and experience high levels of disadvantage. In November 2015, YCH merged with Urban Communities Limited (UCL). Until February 2017, the two organisations will continue to operate as separate entities under the control of YCH. From 1 February 2017, the merged organisation will be launched The organisation will have a team of over 130 staff, manage approximately 2,600 tenancies, haves an annual operating revenue of over $25 million, own $300 million in affordable housing properties and have a loan portfolio of $40 million. YCH will also support over 20,000 people each year who are homeless or at risk of homelessness. The organisation will provide housing services across Victoria as well as in Adelaide. These services include: Initial Planning & Assessment, Crisis Housing, Transitional Housing, Long term Social, Affordable and Private Housing and Specialist housing models including Supportive Housing and Youth Foyers. 2. ORGANISATIONAL RELATIONSHIPS The position of Team Leader Inner West has the following organisational relationships: Directly Accountable to: Direct Supervision: Manager Place Management West Formal staff supervision and day to day co-ordination of Place Management staff across the inner west portfolio (City of Maribyrnong, Kensington) 1 P a g e

The Department of Health & Human Services Support agencies who provide support to YCH customers Other relevant local forums & networks YCH s long term housing portfolio includes social, affordable, public and private rental housing as well as supportive and transitional housing. The properties are divided into the Western (including Geelong) and Northern portfolios. Reporting to the Manager, Place Management West, the Team Leader inner west will supervise 6 staff (4 Place Managers, a Community Engagement worker, receptionist) across two sites, (Footscray and Kensington). The portfolio includes almost 700 units of public, social, affordable and private housing located in the City of Maribyrnong and Kensington. The position will primarily be based in Footscray. 4. POSITION OBJECTIVES To lead, co-ordinate and supervise the Inner West Placement Management Team (referred to as the Team) to deliver a defined range of place management services to a high standard and in accordance with YCH policies and practices Deliver best practice and client outcomes across a range of housing services, including public, private, social and affordable. To work co-operatively and collaboratively as a member of the YCH team to create communities that thrive To collaborate with relevant partners and customers to facilitate a sense of community and promote social and economic participation To develop and sustain partnerships with relevant support services to ensure adequate support for customers with complex needs. To contribute to implementation of the YCH strategic and Operational plans. 5. KEY RESPONSIBILITIES 5.1 Leadership and coordination of the Team Provide effective day to day co-ordination of the Team s service delivery activities under the direction of the Manager Place Management, West. Develop a team culture based on YCH s values of People, Positivity, Respect and Accountability and YCH s practice framework. Ensure that the Team always operates within the terms of the Residential Tenancies Act, Privacy Act and within YCH Operational Policy. Develop and implement effective systems for communication and co-ordination within the Team and with other YCH teams Ensure Team members receive effective and appropriate supervision, training and debriefing as required Work with the Manager Place Management West to regularly review individual roles and workloads within the Team to ensure team resources are being used effectively, efficiently, and fairly Work with the Manager Place Management - West to ensure that the Team has: effective and efficient administrative systems in place; access to the resources and equipment required to operate effectively. Actively work with the Housing Manager, Western Melbourne Area, Department of Health and Human Services to deliver housing outcomes for clients within the public housing sector. This includes working on: Future Tenancy plans Ministerial and other assigned reporting Policies and operating procedures as assigned by the Department of Health and Human 2 P a g e

3 Services. 5.2 Delivery of Tenancy Management Services Ensure that customers and prospective customers are treated with dignity and respect, in accordance with YCH Values Work with the Asset Management and Maintenance teams to ensure that building and grounds are maintained to a high standard of cleanliness, appearance and amenity. Co-ordinate and facilitate Property Meetings Ensure that the Team effectively delivers services within the YCH Practice Framework and performs the following tenancy and property management tasks. Work across the Department of Health and Human Services HiiP system to deliver public housing Deliver all Department of Health and Human Services KPIs as assigned for Kensington Portfolio, Western Melbourne Area. Allocating vacant properties in line with YCH policies and procedures. Ensuring rent arrears are kept within YCH targets and communicating with customers to resolve rent arrears issues Ensuring vacancy rates are kept within YCH targets Regularly inspecting units. Resolving customer customer conflict and anti social behaviour Taking action under the RTA to deal with tenancy issues in accordance with the RTA, YCH policy. Representing YCH at VCAT. Supporting tenancy and property activities 5.3 Tenant Consultation and Participation To assist in developing a culture within the Team where customers are provided with clear and honest information, consulted on issues that will impact on them and given opportunities to participate in identifying and implementing solutions to housing and support issues. To implement a range of creative and innovative strategies for engaging with customers around issues within properties and involving them in the implementation of solutions e.g. regular house meetings Actively encourage YCH customers to become members of YCH and participate within YCH decision making. 5.4 Financial Management Work with the Manager, Place Management - West to ensure that the Team operates within the agreed operational budget. Work collaboratively with the place managers responsible for the public portfolio to deliver the allocated Department expenditure and achieve budget targets 5.5 Strategic and Operational Planning Participating in the development of YCH Strategic and Operational Plans and ensuring that all delegated Operational Plan tasks are completed satisfactorily. 5.6 Policy Development and Implementation Ensuring that Team members are aware of YCH Operational Policy and that YCH Operational policy is implemented Participating in the review of existing Operational Policy and the development of new Operational Policy 5.7 Other duties as directed. 3 P a g e

KEY SELECTION CRITERIA All selection criteria are essential unless marked as desirable Qualifications & Experience A relevant tertiary level qualification Experience within the housing sector (government, non-government or private) Experience in managing staff Skills / Abilities An understanding of and demonstrated application of the Victorian Residential Tenancies act ( RTA ) A strong understand and experience in delivering services within the public housing sector Demonstrated skills and experience in the direct provision of high quality housing services Demonstrated skills and experience in the leadership of teams including the direction, coordination and supervision of team members Demonstrated ability to achieve housing related key performance measures and targets Demonstrated skills and experience in working effectively and sensitively with a broad range of people, including those with high support needs and challenging behaviours A demonstrated ability to work in partnership with service users to improve service quality and outcomes Demonstrated skills and experience within inter-agency partnerships High level communication skills including verbal and written communication Demonstrated skills and experience in administration Demonstrated skills and experience in the implementation of operational policy and procedure Good computer skills, including experience with MS Windows and MS Office A current full Victorian driver s licence and Working with Children Check Personal Qualities A demonstrated commitment to social justice and to the empowerment of disadvantaged members of the community Ability to show initiative, be a self starter and work autonomously.
