5 OSHA: 29 CFR (c) Respiratory Protection Program This paragraph requires the employer to develop and implement a written respiratory protection program with required worksite-specific procedures
6 (c)(1) The employer Shall include in the program the following provisions of this section, as applicable: (i) Procedures for selecting respirators for use in the workplace; (ii) Medical evaluation of employees required to use respirators; (iii) Fit testing procedures for tight fitting respirators; (iv) Procedures for proper use of respirators in routine and reasonably foreseeable emergency situations;
7 (v) Procedures & schedules for cleaning, storing, inspecting, repairing, and otherwise maintaining respirators; (vi) Procedures to ensure adequate quantity & quality for atmosphere supplying respirators; (vii) Training of employees in the respiratory hazards to which they are potentially exposed; (viii)training of employees in the proper use of respirators, including putting on and removing them, and any limitations on their use, and; (ix) Procedures for regularly evaluating the effectiveness of the respirator program.

12 (c)(3): The employer shall designate a program administrator who is qualified by appropriate training or experience that is commensurate with the complexity of the program to administer or oversee the respiratory protection program and conduct the required evaluations of program effectiveness.
13 Training and/or experience is appropriate if it enables the program administrator to fulfill the minimum requirements of recognizing, evaluating, and controlling the hazards in your workplace. For example:
14 If you do not use air supplying respirators and do not have significant respiratory hazards at your workplace, someone with less experience or training might be able to effectively serve in this position.
15 Program Administration The OSHA Standard allows the administrator to delegate responsibility and serve largely in an oversight role for others performing duties in support of the respirator program. Therefore, while the program administrator has overall responsibility, more than one person can play key roles.

17 (l) Program evaluation (1) The employer shall conduct evaluations of the workplace as necessary to ensure that the provisions of the current written program are being effectively implemented and that it continues to be effective.
18 Regarding (l)(1) Conducting Program Evaluations This is best done with a field evaluation to observe and evaluate respirator use in the workplace. This requires being hands-on, with your eyes and ears to evaluate the effectiveness of your program.
19 How often does OSHA require evaluation of the respiratory protection program? There is no fixed schedule.
20 Frequency may depend on the complexity of the respirator program, and consider: The type and extent of hazards in your workplace. The types of respirators used by your employees. The number of your employees who use respirators. The amount of experience your respirator-wearing employees have in using respirators.
21 ANSI/ASSE Z Respirator Program Audit 3) Additional audit by knowledgeable person other than program administrator at a frequency based upon previous audit results and determined by the size and complexity of the respirator program.

23 (d)(1)(iii) Hazard Evaluation The employer shall identify and evaluate the respiratory hazard(s) in the workplace; this evaluation shall include a reasonable estimate of employee exposures and identification of the contaminant s chemical state and physical form.
24 Updating the Hazard Evaluation The Program Administrator: Must revise and update the hazard assessment as needed (i.e., any time work process changes may potentially affect exposure).
25 1. Conduct a hazard evaluation, and 2. Select a respirator that provides an acceptable level of protection for the hazards identified in step 1. (This is our next topic).
26 APF Assigned Protection Factor The minimum respiratory protection expected by a certain class of respirators. Ex.: Half mask air purifying respirator has an APF of 10 An APF of 10 offers enough protection up to 10 times the exposure limit.

43 OSHA (f) Fit Testing: This paragraph requires that before an employee may be required to use any respirator with a negative or positive pressure tight-fitting facepiece, the employee must be fit tested with the same make, model, style, and size of respirator that will be used.
44 Appendix A to : 9. The test shall not be conducted if there is any hair growth between the skin and the facepiece sealing surface, such as stubble beard growth, beard, mustache or sideburns which cross the respirator sealing surface. Any type of apparel which interferes with a satisfactory fit shall be altered or removed.

48 Dr. McKay s Comment: Supervisor s Play a Critical Key Role It is the responsibility of each supervisor to ensure that respirators are used whenever they are required and in a manner in which the wearer has been trained.
49 Opinion: Supervisor training must be more extensive than worker training, since they must: Be familiar with worker training content. Be capable of answering worker questions. Understand types of respirator equipment used. Be familiar with OSHA standards. Be familiar with company s respirator program. Understand change schedules in place. Be able to recognize and correct deficiencies.
