1 ROP LAZIO REGION ESF GENERAL DIRECTORATE FOR VOCATIONAL TRAINING AND WORK Vocational Training Measures within Lazio Region May

2 Premessa The current document presents the activities undertaken by the Regional Directorate for Vocational Training ESF and other co-financed measures (now Directorate for Vocational Training and Work) within The document includes a synthesis of programmed measures within the indicated period proving a complete list and the indication of the objectives and financial amount of each single measure. The activities have been classified on yearly basis and where possible, by type of measure. The measures indicated in the current document are financed by the ESF, within the ROP Lazio ESF

3 In 2009, the following measures were carried out, targeted at sustaining the continuous training process. Public notice for the establishment of a permanent Regional Observatory for continuous training ,00 Adaptability The measure is aimed at individuating and monitoring the real training needs within the regional framework, with the purpose of identifying and networking all entities/individuals that, under different names and different funds, are operating as authorities in charge of programming and financing interventions of continuous training. Public notice for the strenghtening of workers competences within the environmental and social sustainability framework ,00 Adaptability The intervention is specifically targeted at training technical profiles with competences in the areas related to environmental sustainability, eco-compatibility, enterprise s social responsibility and, in general terms, profiles which are able to transfer, within the enterprise, the relevant competences and praxis targeted at the promotion of responsible and sustainable production schemes. 3

4 For the purposes of promoting employability, the Lazio Region carried out the following interventions: Public notice for a Global Grant for the cultural, social and economic development of the lyrical theatre sector ,00 (out of which ,00 for relevant services and ,00 for resources allocated) I The objective is the promotion of artistic, technical and management competences of the employees in the sector, by supporting the establishment of partnerships and interregional networks, even with the contribution of the international work experience. Public notice for a Global Grant targeted at the development and consolidation of cooperative enterprises in the Lazio region ,00 (out of which ,00 for relevant services and ,00 for resources allocated) Adaptability and II The objective is the promotion of the cooperative enterprise through consolidation and reconversion of the existing enterprises as well as helping out of starting of new enterprises, targeted at maintaining the occupational basis of enterprises in difficulty. Public notice for the training of professional profiles to be employed as assistants to patients with neuromuscular disorders with invasive mechanical breathing/not ,00 ( ,00 for each project) I The measure is targeted at the promotion and qualification of workers for home assistance, as well as promotion of network among structures and associations dealing with neuromuscular disorders. 4

5 For the purposes of promoting the employability, the Lazio Region carried out the following interventions: Public notice for the management of the hotel structure of ex ENALC Hotel and for the development of training activities in the tourism sector ,00 Adaptability and I The objective is the set-up of a model of integrated management of the hotel structure, targeted at ensuring training excellence courses which could find their practical application within the hotel structure, in a context of a simulated enterprise within the tourism sector. Public notice for carrying out of political anti-crisis actions favoring social shocks absorbers and subsidies for special unemployment ,00 Adaptability and I. The intervention is in line with the agreement concluded by Lazio region with the Government in February 2010 for the purpose of integration of workers touched by the economic crisis. Public notice for the competitive strengthening of the local audio-visual productive system ,00 ( ESF and ERSF) V - Human Capital The objective is the competitive strengthening of the Audiovisual production system by means of facilitation of projects targeted at industrializing the cinematographic and documentary patrimony, as well as actions and programmes related to strategic relevant investments. 5

6 In terms of fighting discrimination and support to the social integration, in 2009 the Lazio Region carried out the following interventions. Public notice for carrying out vocational training courses for individuals with asperger syndrome ,00 II Social inclusion The main objective is to guarantee a service of assistance through the carrying out of training interventions aimed at strengthening the specialized competencies of the operators providing assistance to the handicapped persons affected by the asperger syndrome and autism, with also the purpose of easing their social integration. Public notice for a Global Grant for the social integration of the emigrants ,00 (out of which ,00 for relevant services and ,00 for resources allocated) I The measure is meant to finance a number of actions for a better comprehension of the immigrating phenomenon and its related integration processes, with special focus on the labor market, with also the purpose of establishing further integration measures. Public notice for the selection of projects targeted at intercultural and educational integration of students having emigration origins ,00 II Social Inclusion Through the promotion of such a notice, the Region targets educational as well as social and professional integration of these special international students and their families. 6

7 The following interventions for integrated policies have been carried out. Public notice for a Global Grant targeted at the reinforcement and transfer of competencies for operators in the audiovisual sector for internationalization ,00 (out of which ,00 for relevant services and ,00 for allocated resources) Adaptability The objective is the transfer of competences for the operators in the relevant sector, with the purpose of development of new competencies as well as the start-up of enterprises in the sector (with also the contribution of other international scenarios). Public notice for supporting entrepreneurship in the sport sector ,00 Adaptability and I. The Region aims at promoting the integration of unemployed individuals within the sport sector, and also sustain the adaptability of workers, even autonomous, as well as the promotion of entrepreneurship. 7

8 Within the framework of policies of strengthening systems for training and education, the following measures have been carried out. Public notice targeted at the strengthening of placement systems network within universities and institutions of artistic and musical high training and at promoting traineeships ,00 I The measure is targeted at financing operations for the strengthening of the placement systems within universities and institutions of high profile training. Public notice for projects of superior technical training (IFTS) ,00 V Human Capital The objective is the facilitation of building cooperation networks among, on one hand, universities and technological & research centers and, on the other hand, the productive system, by activating the integration between theoretical knowledge and the practical one (within the enterprises), with the purpose of increasing the development of superior technical training and facilitation of integration within the real work environment of the human resources appropriately trained. 8

9 In the framework of interregional initiatives the Directorate carried out the following initiatives. Public notice for assistance to the reorganization of working processes and optimization of resources and development of service quality to the Rome Superior Court ,00 Priority Axis V Inter-regionalism regionalism and trans- nationality The measure follows up the accession of Lazio region to a more complex interregional project called Best practices diffusion within the Italian offices.. With this initiative, the Lazio region promotes the improvement of the organizational process and services within the Rome Superior Court. Public notice for the selection of projects of training and mobility in the live show industry sector Sipario ,00 Priority Axis V Inter-regionalism regionalism and trans- nationality The measure was conceived within the framework of an interregional/transnational project called Sipario,, targeted at carrying out actions of interregional and transnational cooperation within the sector of live show industry. Public notice for an integrated system of high profile training (parts I and II) ,00 Priority Axis V Inter-regionalism regionalism and trans- nationality The measure consists on the dispatch from the Lazio Region of training vouchers for participating to courses included in the Interregional Catalogue of High Profile Training, qualified as Masters non Masters Degrees, specialization and retraining courses. 9

10 In terms of anti-crisis measures, the Region has entrusted to the Rome Province two target oriented projects: The project of Training, measures of income support, integrated interventions for employment and inclusion, targeted to workers and unemployed people over 40 and belonging to the weak categories, for a max budget of ,00, drawing on Adaptability, Priority Axis II and II Social Inclusion. The project targets at setting up a complex system of activities which can respond to the problems linked to employment and promote professional growth and social integration of disadvantaged individuals. The project of Training and promotion of general competences: towards an active citizenship pedagogy, for a total budget of ,00, drawing on II Social inclusion. The project targets at improving the knowledge, and sharing the existing practices and instruments among the public and private operators of the system, the subject matters relevant for the pedagogy of an active citizenship, as well as production and testing of modules and innovative didactical subsidies. Moreover, the Region has promoted two target oriented projects to be managed by the Province of Latina, specifically related to: Interventions targeted at contrasting the economic and financial crisis effects ( ,00); Interventions targeted at the evaluation and improvement of compulsory training courses ( ,00). 10

11 Specific interventions carried out within 2010 Within the first months of 2010, the following measures have been carried out, specifically drawing on ROP Lazio ESF Ob. CRO The following public notices have been therefore specifically published: Public notice for the creation of two Regional Houses for the live show industry sector ,00 I and II Social inclusion The measure is targeted at the establishment, within the regional territory, of two Regional houses for the live show industry sector (theater focused). The aim of the houses is representing a place where young artists can meet in order to build up on the development of professional competences brought on by well known artists in the artistic world, with the purpose of networking, strengthening young artists employability and self-employability and supporting social inclusion of the disadvantaged categories. Public notice for carrying out training interventions in the commercial sector ,00 Adaptability The Region intends to promote the carrying out of vocational and innovative training interventions, for all the management and operating staff working in the commercial centers or commercial areas within the regional territory, interventions to be developed on the work place and during the working hours in a mobile laboratory, endowed with the latest didactical and multi-media technologies. 11

12 Specific interventions carried out within 2010 Public notice for a Global Grant targeted at promoting the female entrepreneurship ,00 (out of which ,00 for the relevant services and ,00 for the resources allocated) Adaptability The notice s objective is the carrying out of actions targeted at sustaining start-up and growth of new female entrepreneurship activities on the regional territory. Public notice for the carrying out of training interventions in the youth sector ,00 Adaptability and I The objective is the promotion of training courses targeted at the strengthening of competences of educators, operators, entertainers, volunteers, aggregation centers for young people, centers for young people under 18, social cooperatives and ONGs in the sector operating with groups of young people risking social exclusion in the Lazio region, as well as the application of new techniques for the relevant training, social networking and communication. 12
