1 Job Description Job Title: Section: Reports to: Responsible for Location Operations Manager (Older People) Supported Housing Supported Housing and Care Manager Care and Support staff Colchester Main Purpose of Job To take primary responsibility for providing and managing a high standard of Operational Management to staff to ensure a high standard of support and the effective delivery of quality services within the supported housing department. Principal Accountabilities 1 Key Tasks To deliver and manage the personal care and housing related support service. Assist in the recruitment of Care and Support staff. Expand the business to the wider community. Lead, train, motivate, develop and appraise the care and support team, including relief, agency or ancillary staff as required. Supervise and monitor the work of care and support staff to ensure an excellent standard of service to customers. Carry out assessments for care and support/housing. Attend meetings with key stakeholders including referral panels. Work in partnership with the Landlord and ensure Service Level Agreement is adhered to. Ensure care and support plans and risk assessments are in place, reviewed and updated in line with procedures.
2 Ensure support is person centered and meets the needs of customers, enabling them to maintain independence and maximum quality of life. To manage the Rota Management and to be on the on call rota. To take part in the care rotas and delivery of personal care to customers. To monitor annual leave and manage sickness, also manage the allocation of work to care and support staff and, where appropriate, to cover short or long term changes in the care and support staff work plans. To ensure staff deliver a high quality care, support and housing related support service. To achieve agreed performance targets, standards and objectives including: Ensuring that service provision, requirements and expectations are known to all staff, Monitoring performance indicators and standards of service, Provide support, advice and guidance to staff as appropriate, Ensure that all contractual obligations and management agreement standards are met, Ensure that there is full compliance with the CQC Essential standards of quality and safety and the CLG Quality Assessment Framework. Ensure policies and procedures are kept up to date and provide training and advice on policies, procedures and good practice to staff and ensure compliance. Maintain positive relationships with customers, carers, contractors and the local community. Report to the Head of Service any safeguarding concerns without delay in line with procedures. Ensure IT systems are updated as required and concise record keeping is completed promptly. Maintain budget and report on expenditure, including debt recovery. Strive for continuous improvement in customer satisfaction and feedback to the Head of Service. Support scheme meetings and encourage customer involvement. To stay abreast of relevant legislation. To undertake such other duties, training and/or hours of work as may be reasonably required and which are consistent with the general level of responsibility of this position. You must co-operate with any work place Risk Assessments and draw any perceived problems to the attention of your line manager. In addition to the general obligations of all employees under the Health & Safety at Work Act, you have a duty to undertake periodical review and Risk Assessments of your operational areas as it affects staff, clients, public and contractors. The Risk Assessment includes all aspects of your responsibilities as covered by legislation. These Risk Assessments will be recorded and identified problems dealt within appropriate time scales. Records to be maintained of all work undertaken which is a requirement of Health & Safety Law. Experience of budgetary management Excellent communication skills Awareness of Older Peoples needs and ensuring provision of high quality service Experience of managing staff and ability to set and monitor performance Strong decision making skills Experience of working with external agencies and multi professional teams Ability to communicate effectively both orally and in writing. Ability to delegate, prioritise and manage conflict. Ability to make clear written records. Knowledge of health & safety legislation and issues. Knowledge of Personalisation. Knowledge of Ulysses. Experience of growing domiciliary care services to the wider community.
